Maoists blow up track, 8 bogies of passenger train derail

Ranchi: Maoists tonight blew up a portion of rail track causing derailment of eight bogies of Tata-Bilaspur passenger train near Ghaghra Halt in Jharkhand's West Singhbhum district.

The blast occurred at 9:15 pm shortly after a pilot engine passed.

"Maoists blew up a portion of the railway track which caused the derailment. Three bogies have been badly damaged," Railway minister Mamata Banerjee told PTI from Delhi.

"I am monitoring the situation and have asked senior railway officials to rush to the spot," she said.

The three badly damaged bogies were believed to be carrying CRPF personnel.

"The derailment followed a blast which damaged the rail track," Superintended of Police (Railway) Amil B Homkar said adding the number of casualty or injury could not be ascertained.

There was no official word on the number of casualties or injuries.

"As far as casualty or injuries are concerned, we have not got exact information but there might be some injuries", said Soumitra Majumdar, PRO South Eastern Railways.

The guard of the train A Biswas said "there was a strong jerk as the train was moving and stone chips went flying in all directions. Dust spread as the train came to a halt."

A relief train from Rourkela has reached the accident spot.

Meanwhile, train movement on Howrah-Mumbai route came to a halt following the accident, railway sources said.

The New Delhi-Howrah-Bilaspur Rajdhani Express, Koraput-Howrah Samaleshwari Express and Pune-Howrah Azad Hind Express have been stopped near Rourkela station, railway sources said.

Rana and Headley have elite Pak antecedents

WASHINGTON: Emerging profiles of Pakistani expatriates Tahawwur Hussain Rana and Daood Gilani a.k.a. David Headley, the two principal accused in a transcontinental terror plot, show they belonged to elite Pakistani families rooted in the military and the diplomatic world, far removed from the clichéd image of indigent madrassa recruits that is often associated with Pakistani terrorism. It appears they are both in the Khalid Sheikh Mohammed/ Mohammed Atta/Omar Sheikh mould - Pakistani transplants in the west who struggled to come to terms with liberal western outlook.

That they both went to Hasan Abdal Cadet College, an elite boys’ military residential school in Pakistan that counts generals and diplomats among its alumni is well known through the FBI affidavit. But it now emerges that while both Rana and Gilani migrated to the west in their teens, they retain considerable influential family connections in Pakistan. Two of Rana’s brothers are said to be serving officers in the Pakistan army; and Gilani’s pedigree is as privileged - he is the son of a now deceased diplomat Saleem Gilani.

The discovery that two expatriates well-entrenched in America but having active military-diplomatic connections in Pakistan has sent alarms through security establishments because of how easily they could move between the two worlds. On Thursday, in a calculated leak the US media, American officials directly linked the duo to a former Pakistani military officer, though, the New York Times reported circumspectly, ''they have long suspected connections between extremists and many members of the Pakistani military.''

The Pakistani military's connections to terrorism are rather more direct, best illustrated in reported telephone intercepts that show both current army chief Ashfaq Pervez Kayani and his predecessor Pervez Musharraf (during the Kargil infiltration) endorsing terrorists and their tactics. Washington is still coy about outing Pakistan on this matter, but for the first time, US officials are sending out unmistakable signals that they know the Pakistani military is involved in terrorist activities and will not hesitate to call them on this.

For now though, US officials have declined to name the ''former'' military officer involved in the Rana-Gilani case. But he is said to have ''recently'' left the Pakistani Army and held the rank of colonel or brigadier general. There are conflicting reports about whether he is currently in Pakistani custody, with some reports suggesting that he was arrested but freed under pressure from the military. Identified in court documents as Individual A, he is said to be different person from Rana’s two brothers, who are in the military but so far have not been implicated in the case.

Meanwhile, the Rana-Gilani/Headley trail in the west has thrown up a sketchy but fascinating story of how a young man from Pakistan grew up in a dysfunctional manner in the west

Gilani’s mother Serill Headley, who died in 2008, was a Pennsylvania resident who was married in the sixties to Pakistani diplomat Saleem Gilani, and lived in Pakistan before their separation. She returned to the US in the early 70s and bought a 100-year old tavern in Philadelphia, renaming it Khyber Pass bar/restaurant and running it successfully as a bustling nightspot for more than a decade.

In 1977, after at least two attempts, she got custody of the young Daood Gilani, who was at the Hasan Abdal Cadet College at that time. Transported to Philadelphia, Daood apparently suffered from culture shock. Raised a Muslim, he had trouble adjusting to the idea that his mother ran a bar, according to a report that that time in the Philadelphia Inquirer, which traced his background in a story on Thursday. "He has never been alone with, much less had a date with, a girl, except the servant girls of his household," the paper quoted a column from that time from its archives.

Serill Headley turned over the business to her son in 1985 and he quickly ran it into the ground, according to current owners of the restaurant. Meantime, he is said to have studied accounting, possibly at a community college in the Philadelphia region, and operated a video store, FliksVideo, with his mother.

In 1997, under his birth name of Gilani, he was convicted on federal charges in Brooklyn of smuggling heroin into the country and sentenced to 15 months in prison, according to the Inquirer. Serrill Headley died in 2008, two years after Gilani changed his name to reflect his western pedigree as a cover for his terror plans. And in a filmi twist to the Gilani/Headley character, family members in an archived Inquirer report have described him as having striking eyes - one blue and one brownish-green.

Rana, like Gilani, also came to the west decades ago, although the circumstances of his migration are less clear. He became a Canadian citizen, but lives primarily in Chicago with his Samraz Akhtar Rana, two daughters and a son, owning several businesses and a farm which supplies halal meat to his grocery store in Chicago’s desi enclave, Devon Avenue. Rana though still owns a home outside Ottawa in Canada where his ailing father, and another one of his brothers, a well-regarded journalist with the political newspaper Hill Times, live.

The question facing investigators is whether Rana and Headley were actively considering terrorist attack themselves or whether they were on a reconnaissance mission to scope the target and scout for recruits. Both are in their late 40s, which does not fit the typical profile of an active jihadi, although Gilani-Headley is on record as saying the Danish cartoons on Prophet Mohammed made him “feel disposed towards violence for the offending parties.”

China tries to mollify India over Indo-Pak reference

China tried to pacify India on a controversial reference in the Sino-US joint statement on Thursday, saying that it was not trying to meddle in Indo-Pak ties. Responding to a question on what China thought was its role in India-Pakistan relationship, Chinese Foreign Ministry spokesman Qin Gang tried to downplay the significance of the Sino-US joint statement and said Beijing hopes for "gradual improvement" in Indo-Pak ties.

"China hopes for a gradual improvement in the relations between India and Pakistan. As long as it is good for the stability of the region, China will support the relevant moves," Qin said at a press briefing, the first after US President Barack Obama returned after his maiden state visit.

"We believe that India and Pakistan are important countries in South Asia," he said and went on to explain that China highly values its bilateral ties with both countries.

India had reacted sharply to the Sino-US joint statement.

"A third country role cannot be envisaged nor is it necessary," External Affairs Ministry Spokesman said in a terse comment yesterday on the joint statement issued on the conclusion of talks between US President Barack Obama and his Chinese counterpart Hu Jintao on Tuesday.

Obama and Hu had voiced support for the improvement in Indo-Pak ties and their readiness to promote peace and stability in the region, listing the situation in South Asia among regional and global challenges.

Answering a question on the Indo-US nuclear deal, Qin said that China and the US did not discuss it during Obama's talks with the Chinese leadership.

Koda's net assets worth nearly Rs 1cr

NEW DELHI: Former Jharkhand Chief Minister Madhu Koda, facing charges of money laundering of over Rs 2,000 crore, had put his net assets at nearly Rs one crore at the time of the Lok Sabha polls.

In 2005, Koda had movable assets worth Rs 13 lakh, and by 2009, they rose to over Rs 94 lakh. His immovable assets also doubled to over Rs four lakh during this period.

These disclosures were made by Koda himself -- first in the affidavit he filed with the Election Commission at the time of contesting the Assembly elections in 2005 and then earlier this year when he fought the Lok Sabha polls.

Koda won on both the occasions -- from Jagannathpur in 2005 and Singhbhum this year as an Independent candidate.

According to the affidavits, his cash holding of about Rs 30,000 in 2005 also rose to Rs 13.6 lakh in 2009. He also purchased shares in blue chip companies like Tata Steel, Reliance Petroleum and SBI, the EC website says.

While in 2005, he had jewellery worth Rs 1.5 lakh, by 2009 he possessed ornaments worth nearly Rs 37 lakh. He owns agricultural land worth Rs 4.2 lakh as against Rs 1.1 lakh in 2005.

Koda, who earlier this month said he was a "poor tribal", has total assets worth over Rs 98 lakh, as per his disclosure with the Election Commission.(

The assets include bank deposits, bonds, shares, other savings, two cars (Bolero and Indigo), jewellery and land.

He disclosed his bank deposits with three branches of SBI and one branch each of Allahabad Bank and Bank of India in Jharkhand.

The companies where he owns shares included Allahabad Bank, Reliance Petroleum (which has now been merged with Reliance Industries), SBI and Tata Steel.

In comparison, he had disclosed shareholding in only one concern -- Allahabad Bank in 2005.

Most of these assets are in Koda's name, while some of the cash deposits, jewellery and land, are in the names of his wife Geeta and daughter Darshani Nagi.

Koda, who rose from a labourer in iron-ore mines to the chief minister's chair, is now being quizzed for allegedly being part of a massive corruption scandal.

The Enforcement Directorate and the income tax department over the past few days have unearthed Koda's alleged involvement in hawala transactions and illegal investments running into more than Rs 2,000 crore.

It is also alleged that some companies in which Koda and his eight associates had invested the money were actually a front for Naxal groups.

Jharkhand netas made fortunes as state stagnated

RANCHI: A rickshaw puller who made two bungalows. A daily wage earner who nearly built a Rs 4,000 crore international business empire. And a small-time contractor who now owns a fleet of cars and SUVs. These are not people who won the national lottery; these are Jharkhand's sons-of-soil who quit their original trades to enter politics and rose to dizzying heights as money-spinning machines.

The dense tropical forests that surround the Jharkhand capital somehow seem to impart a sense of impunity to its politicians who, ever since the state was carved out of Bihar in November 2000, have discovered their personal El Dorados. A cursory look at the declaration of wealth before assembly elections by Jharkhand politicians between 2004 and 2009 gives an insight into their skills at multiplying their fortune.

Former chief minister Madhu Koda, in the dock for allegedly building a Rs 4,000 crore business empire stretching from Liberia to Thailand, began his career as a daily wager. But, by the dint of his resourcefulness, this aspiring independent MLA, whose declared personal worth was Rs 24.25 lakh in 2005, had his assets increase by five times to Rs 1.17 crore in May 2009 when he fought the Lok Sabha polls from Singhbhum.

While Koda is being grilled by the enforcement directorate, his erstwhile cabinet colleagues, Enos Ekka and Harinarayan Rai, face disproportionate assets cases and are in jail. The two had declared worth of Rs 2.20 lakh and Rs 18 lakh when they first contested. While Ekka's latest declaration reveals a fortune of around Rs 1.40 crore, Rai's has jumped to Rs 3.23 crore—the proverbial tip of the iceberg that no doubt lurks beneath their sworn affidavits.

For, Ekka, who lived in an Indira Awas Yojana house until the early 1990s, now has two bungalows worth Rs 18 lakh. Once landless, he now boasts of more than 19 acres of land. Just the worth of his vehicles, including two Ford SUVs, a tractor and a motorcycle, is close to Rs 25 lakh.

Rai, who did not even own a motorcycle until a few years ago, now has a Scorpio and a house worth Rs 55.54 lakh in his wife's name. He also has a dairy farm on Ranchi's outskirts.

All this while development was put on the backburner. Rai, who was the urban development minister under Koda, could have claimed Rs 10,000 crore under the Jawaharlal Nehru Urban Renewal Mission (JUNURM). His ministry was petitioned repeatedly for slum development in Ranchi, Bokaro, Dhanbad and Jamshedpur. But Rai sat on the files, did nothing.

Likewise, as also the tourism development minister, Rai had promised security at Ranchi's numerous picnic and tourist spots in face of the naxal threat. But nothing ever materialised. Then Enos Ekka, as the rural development minister, never claimed budgetary support for building roads in rural areas, which could have proved vital in fighting the Naxals.

Political analyst A K Sinha, who has been tracking elections for the last two decades, says Dulal Bhuiyan, an MLA from Jugsalai in East Singbhum, who was a rickshaw puller in the early 1980s, is a typical example of the rising fortunes of politicians. According to his affidavit, the two-term MLA was worth around Rs 45 lakh in 2005 but in 2009 he mentioned a net worth of over Rs 1 crore. Cash jumped from Rs 15,000 in 2005 to Rs 4.33 lakh in 2009.

Sinha says the exponential rise in fortune is not limited to Koda and his cronies. JMM general secretary and Rajya Sabha MP Hemant Soren, son of former chief minister Shibu Soren, too managed to multiply his net worth six times in five years.

Hemant's affidavit in 2005, which affirmed assets worth Rs 12.70 lakh when he contested from Dumka and lost, claims more than Rs 75 lakh in 2009. Not just him, of the contestants in 41 constituencies in the first two phases, 22 have assets more than Rs 1 crore.

EGoM fails to resolve 3G spectrum deadlock

New Delhi:An empowered group of ministers seems to have remained unable to resolve the deadlock over release of 3G spectrum by the defence services at a meeting held in the capital on Thursday.

None of the members of the EGoM, headed by Finance Minister Pranab Mukherjee, was willing to talk to media on the discussions at the meeting, but there were widespread speculations that the Ministry of Defence did not agree with the Ministry of Communications.

On the meeting, Information and Broadcasting Minister Ambika Soni said the committee "discussed the issue, but the chairman specially instructed all members not to share it."

When asked why the decision could not be shared with the media, Soni said: "We will share it at appropriate time when a decision is taken. Discussions may not necessarily be conclusive."

The meeting was held to review progress on auction of 3G mobile licences amid sharp differences between telecom and defence ministries over release of spectrum (airwaves) for commercial use.

The government plans to commence auction of 3G spectrum from January 14, 2010, but lack of clarity on number of slots to be sold could derail the process.

The government has estimated a revenue of about Rs 35,000 crore from sale of spectrum in current financial year. Today's EGoM meeting was the second in three days.

Ahmedabad: India fought back gallantly in their bid to save the first cricket Test but were still not completely out of danger after Sri Lanka piled up the agony on the hosts with a record-breaking run deluge in Ahmedabad on Thursday.

After being buried by a massive 334-run first innings lead mainly built around a world record sixth wicket partnership between Mahela Jayawardene (275) and Prasanna Jayawardene (154 not out), the Indians reached 190 for two in their second innings at stumps on the penultimate day, still trailing by 144 runs.

The hosts still have a daunting task to prevent the Lankans from recording their first Test triumph on Indian soil as they have to bat out the entire last day on a Motera track which was expected to deteriorate and assist the spinners.

But the Indians have an experienced batting line up and should fancy their chances of saving the match which has turned out to be a nightmare for the bowlers.

Gautam Gambhir (74) and night watchman Amit Mishra (12) were at the crease at stumps on a day which saw Mahela and Prasanna breaking the 72-year-old world record for the highest sixth-wicket partnership in Tests by putting on a 351-run stand.

The home team first lost Virender Sehwag (51) and then Rahul Dravid (38) was distincly unlucky to get a dubious leg before decision at the fag end of the day.

The hosts started off confidently with Sehwag and Gambhir putting on 81 runs before spinner Rangana Harath provided the breakthrough for the visitors.

Piquet says 'close' to Force India deal

New Delhi: A key character of the 'crashgate' scandal, Renault discard Nelson Piquet Jr could be seen behind the wheels of the Force India car next season, according to media reports.

According to paddock speculations, Adrian Sutil and Vitantonio Liuzzi cannot take their Force India seats for granted because the Mercedes-backed duo of Pedro de la Rosa and Paul di Resta are also apparently on the radar of the Vijay Mallya-owned side.

Piquet's future looked bleak after he admitted deliberately crashing in the 2008 Singapore Grand Prix so that teammate Fernando Alonso could win the race. Renault team principle Flavio Briatore summarily dismissed Piquet even though neither Briatore nor engineer Pat Symonds could avoid a ban from the FIA.

Talking to a Brazilian website, Piquet Jr said he was weighing in his Force India and NASCAR options.

"I am close to Force India at the moment," Piquet told Brazilian website globo.com, translated by GMM. "But to me NASCAR is very interesting, so I don't know yet what is going to happen...It is clear that the F1 cars are very much better technologically the best in the world but I find that if it is enjoyable, it doesn't matter if I am racing in karts. The important thing is to compete," said the 24-year-old Brazilian.

Apparently, his father and three-time world champion Nelson Piquet is also ready to bankroll the comeback of his son. McLaren test driver de la Rosa is apparently also in running for a Force India race seat, having tested for the Silverstone-based squad last winter.

Obama wants China to play role in Indo-Pak relationship

BEIJING: The United States appears to have accepted the idea that China could play an important role in the task of improving relationship between India and Pakistan. This is what emerges from a remark made by US President Barack Obama and the joint statement issued by the two governments in Beijing on Tuesday.

The US and China have agreed to work together to bring about “stable and peaceful relations in all of South Asia,” Obama said during his joint briefing with Chinese president Hu Jintao in Beijing. Hu, who spoke first in the briefing, did not mention Pakistan or South Asia.

“They (US and China) support the efforts of Afghanistan and Pakistan to fight terrorism, maintain domestic stability and achieve sustainable economic and social development, and support the improvement and growth of relations between India and Pakistan,” the joint statement said.

This is a rare occasion when a US president has acknowledged that Beijing has a role to play in the India-Pakistan relationship. The move, if serious, runs counter to predictions of US foreign policy experts that the US would not acquiesce in a future Chinese hegemony in the region.

The question is whether the US was pressurized to give China a bigger role in the region in return for other favors in areas like the North Korean and Iranian nuclear issues. The India government, which has always opposed third-party intervention in India-Pakistan dialogue, is likely to be worried about the new development.

The joint statement also shows Washington is agreeable to the idea of China playing a bigger role in Afghanistan and Pakistan, which is another issue that can rattle New Delhi.

“The two sides are ready to strengthen communication, dialogue and cooperation on issues related to South Asia and work together to promote peace, stability and development in that region,” the joint statement further said explaining the parameters of US-China cooperation in the region.

The statement is bound to be examined closely at the Indian foreign ministry, which is also careful not to read too much into it. It is too early to judge the purpose behind the mention of India-Pakistan relations in the statement, an Indian official said.

A Chinese foreign ministry official later said the two leaders did not discuss specifics of the situation in South Asia because there was not much time available for that. There were a lot of other issues for them to discuss, he said.

But the joint statement is the product of weeks of discussions between two sides and the US administration officials did approve the phrases concerning China’s role in South Asia.

Same Pak handlers of Headley, Rana & 26/11 perpetrators

New Delhi: American terror suspect David Headley, his Canadian associate Tahawwur Hussain Rana and 26/11 Mumbai attack perpetrators had the same handlers in Pakistan, in a fresh pointer to the links between the duo and the incident.

Investigations indicate Headley and Rana were part of a larger conspiracy behind last year's mayhem in the country's financial capital, a top government source said on Tuesday.

"Evidence is slowly getting established that Headley and Rana were part of the larger conspiracy behind the Mumbai attack. They were in touch with same people who were giving directions to (Azmal Amir) Kasab (the lone surviving terrorist in Mumbai attack) and other terrorists," the source said.

Indian investigators have asked FBI, which arrested Headley and Rana for plotting terror attack in the US and India, for the voice sample of Headley and Rana so that it could be compared with the sample available in the capital.

Sources said filmmaker Mahesh Bhatt's son Rahul was not a terror suspect but efforts were on to ascertain if he had unwittingly helped Headley.

There is definite information that Headley and Rana had stayed in Pakistan during last year's Mumbai attack and left that country in the first week of December 2008, the source said.

Following the leads, investigators are questioning a lot of local contacts in all the places which Headley and Rana had visited during their stay in India between 2006 and 2009.

"However, there is no prominent person whom he had contacted," he said. Besides, a large number of people -- more than 100 -- had contacted Rana after he issued advertisements in newspapers offering immigration services.

Govt plans probe into security lapse in grant of visa to Rana

New Delhi: With reports suggesting that Indian Consul General in Chicago had granted visas to terror suspect Tahawwur Rana without Home Ministry's clearance, Government on Tuesday said the security lapse would be "looked into very carefully".

"All these issues are going to be looked into very carefully from the point of view of security angle and perhaps in the days to come, you might see more on this," External Affairs Minister S M Krishna told reporters on the sidelines of a FICCI event here.

The Minister was replying to a query if the government was planning to probe the security lapse in view of granting of visa to David Headley and Tahawwur Rana by the Indian Consul General in Chicago and Rana's visit to various Indian cities.

Copies of visas issued to Pakistani-Canadian Rana and a woman Samraz Rana Akhthar, who he claimed to be his wife, show that both were issued multiple entry visas under the discretion of the Consul General.

This was done in apparent violation of rules under which clearance of Ministry of Home Affairs is required for any person born in Pakistan. Both Rana and the woman with him are born in the Punjab province of Pakistan.

Rana is an associate of a US citizen David Headley, who has also been arrested on terror charges by the FBI last month for their connections with terror group Lashker-e-Taiba.

Asked about the Pakistani spy apprehended by security agencies at the international airport here, Krishna said, "what follows from that (arrest) depends upon various processes that are due to take place."

Faced with candid ministers, Left issues gag order in Bengal

Kolkata: In the wake of two members of the coalition demanding advancing of the 2011 assembly elections following its repeated electoral debacles in West Bengal, the ruling Left Front has issued a gag order on public airing of views by leaders that contradicts its policy decisions.

"It has been noticed that some leaders are making statements publicly which encroach on the policy decisions of the Left Front. It has been decided that they will not make such public comments," LF chairman Biman Bose told reporters after a meeting of the Left Front Committee.

On policy decisions of the Left Front it has to be raised at our meetings, he said.

LF decisions also could not be raised at the cabinet core committee, though grievances on the policies of the government could be discussed with the chief minister, he said.

West Bengal Socialist Party leader and Fisheries Minister Kiranmoy Nanda had on November 12 demanded that the 2011 assembly elections be advanced.

A day later, RSP leader and PWD Minister Kshiti Goswami said that the people had rejected the Front by giving its mandate against it in the November seven by-elections to 10 assembly seats. The CPI-M did not win a single seat. Nanda was not present at the meeting, but Goswami attended it.

Bose, who has defended the CPI-M state secretariat's decision to hold elections on schedule, said that there was no discussion on the issue today nor was there any review of the reasons behind the assembly by-election debacle.

On CPI General Secretary A B Bardhan saying that the CPI-M being the largest partner had the biggest responsibility and should correct whatever mistakes committed, Bose replied, "every constituent has to share responsibility. CPI-M being the largest constituent has to share larger responsibility."

'People opposing Sachin's remarks to gain cheap publicity'

Bhopal: Union Heavy Industries and Public Enterprises Minister Vilasrao Deshmukh on Tuesday came out in support of master blaster Sachin Tendulkar after Shiv Sena supremo Bal Thackeray slammed him for "I am an Indian first comment".

"Sachin is a good cricketer and people opposing his recent statement are doing so only to gain cheap publicity," Deshmukh told reporters in Bhopal.

"Every one is free to express his views in a democracy", Deshmukh said, adding that Sachin has not committed any wrong.

Without naming Maharashtra Navnirman Sena and Shiv Sena, he said that the problem lies with them adding there was no need to give importance to their statements.

"If the media stop giving coverage to acts aimed to draw cheap publicity, such things will stop," he said.

"This was just a media creation," he said to a query.

He denied that Congress government in Maharashtra was soft on people indulging in whipping up regionalism and violence in the state, adding that around 2000 people have been booked in this regard in last few years.

To a poser, Former Maharashtra Chief Minister said that MNS chief too has been booked but he got bail from a court. The Maharashtra government has moved an appeal in this connection, Deshmukh added.

Deshmukh refuted reports that Congress was tactically supporting MNS, saying there was a lot of difference in the ideologies of the two parties.

The Union Minister however said that both Sena and MNS had the same ideology.

He said that Congress' victory in recent Maharashtra assembly polls indicates that people refuse the ideology of Sena and MNS.

Gas is not a pvt property of Ambani brothers: Govt in SC

New Delhi Government opened its arguments in the high-voltage gas row between the Ambani brothers in the Supreme Court asserting that any understanding reached between them was not binding on it as gas was not their "private property".

"It (gas) is not the private property of RIL or RNRL.

It is a national asset," Additional Solicitor General Mohan Parasaran said while presenting the Government's case before a Bench headed by Chief Justice K G Balakrishnan.

No sooner the government commenced its arguments after RIL completed its submissions, RNRL's counsel Ram Jethmalani raised objections to the Petroleum ministry being allowed to be heard as a party to the dispute.

He said the ministry had dropped its prayer in the Bombay High Court to be included as a party and was only accepted as an intervenor.

Countering RNRL's stand, Parasaran said Government has every right to be a party as gas is a national asset and a natural resource.

"RIL (Mukesh Ambani's group) and RNRL cannot settle between themselves as to how the gas, which is a national asset and a natural resource, which vests in the government and which is to be utilised in the welfare of the nation, is to be distributed.

"It is not the private property of RIL or RNRL and any understanding arrived at between them is not binding upon the government," he said before the Bench, also comprising Justices B Sudershan Reddy and P Sathasivam.

Sensex ends flat after intra-day lows

Mumbai: The stock market ended flat after recovering from intra-day losses thanks to good buying interest in select IT, bank and auto stocks.

After an overnight slide, IT stocks scored handsome gains following a sharp rally in American depository receipts in US.

TCS gained 3.67 per cent and Infosys Tech 1.96 per cent.

India's largest bike maker Hero Honda surged by another 2.41 per cent and HDFC Bank by 1.47 per cent.

The market traded below the 17,000 level for a major part of the session, largely influenced by weakness in Asian and European stocks and bounced back in the last one hour on fresh purchases by Foreign Institutional Investors (FIIs).

The BSE barometer Sensex settled the day at 17,050.65, netting a gain of 18.14 points or 0.11 per cent over its last close.

Sensex touched the intra-day low of 16,882.98 due to profit selling by domestic investors.

BSE broker Rajeev Malik said that smart rally in Nasdaq supported Indian IT stocks.

Besides, FIIs have been consistent net buyers in equity in the month taking the capital inflow into equity to nearly USD 15 billion so far in the current calendar year.

Domestic investors seem cautious as the market crossed the 17K crucial level amid the government's reiteration that the stimulus packages announced a year ago, are unlikely to be withdrawn in the current financial year.

Satyam gets notices for 1,230 cr worth claims

New York: Mahindra Satyam on Tuesday said it has received legal notices for claims totalling Rs 1,230.40 crore from as many as 37 companies, to whom it has replied terming these claims as "legally untenable".

"Mahindra Satyam has received legal notices from 37 companies claiming a refund of Rs 1,230.40 crore (about USD 265 million), allegedly given as a temporary advance," the US-listed Indian IT firm said in a regulatory filing here.

"The notices claim the money back to allegedly repay their creditors, some of whom include Maytas Properties Ltd and Maytas Infra Ltd," said the company, which was earlier known as Satyam Computer and was acquired by Mahindra group's Tech Mahindra after being hit by a corporate fraud.

"On November 14, 2009, Mahindra Satyam has replied to the legal notices stating that the claims are legally untenable," the NYSE-listed company said in its filing with the US regulator Securities and Exchange Commission (SEC).

The company further said that the "confession letter dated January 7, 2009, of Ramalinga Raju, former Chairman of the company, also refers to net amount of Rs 1,230 crore arranged to the Company by the 37 companies."

After Raju's disclosure about financial wrongdoings at erstwhile Satyam for several years, the Indian government had superceded the company's board and later a Company Law Board-monitored bidding process led to Tech Mahindra acquiring control of Satyam.

Ahmedabad: Tillakaratne Dilshan produced a scintillating century as Sri Lanka put up a spirited batting display to leave the first cricket Test against India evenly poised at the end of the second day in Ahmedabad on Tuesday.

After polishing off the remaining four wickets in quick time to restrict India to 426 in the first innings, the in-form Dilshan (112) took centrestage with a fine exhibition of strokeplay to steer the islanders to a comfortable 275 for three at close on the second day.

Dilshan notched up his 10th Test century -- and the fifth this year -- to lay the foundation for a strong Lankan reply in excellent batting conditions at the Motera stadium which again saw more than 300 runs being scored.

Mahela Jayawardene (36) and Thilan Samaraweera (45) were at the crease at stumps with the visitors still trailing the hosts by 151 runs.

Earlier, resuming at the score of 385-6, India lost their last four wickets for 41 runs and were all out soon after the first drinks break to allow the visitors to claw their way back into the game.

The Lankan batsmen then ensured that they kept the team in the hunt for their maiden Test win on Indian soil by batting sensibly right through the day.

Captain Kumar Sangakkara (31) and young opener Tharanga Paranavitana (35) got the starts but could not translate those into big knocks, falling to injudicious shots.

Paceman Zaheer Khan struck twice in quick succession by evicting Dilshan and Sangakkara in the last session with short-pitched deliveries to bring India back into the game but Jayawardene and Samaraweera ensured that there were no further setbacks.

IOA to hold fresh elections for disgraced Indian Weightlifting Federation

New Delhi: The Indian Olympic Association said on Tuesday that fresh elections will be held to reconstitute the Indian Weightlifting Federation, officials of which resigned en masse after six lifters flunked dope tests.

"The Indian Weightlifting Federation has requested the Indian Olympic Association to take appropriate action and fresh elections will be held soon," IOA President Suresh Kalmadi said in a statement.

Under intense pressure from Sports Minister MS Gill and the IOA following a series of dope flunks by country's lifters, entire executive committee of the Indian Weightlifting Federation resigned during its emergency meeting in New Delhi on Monday.

The International Weightlifting Federation will decide on India's fate in its Executive Board meeting in Korea on Wednesday after six lifters returned positive for banned substances in out-of-competition tests.

Under international rules, a national body may be handed a maximum of four-year ban with fines if three or more lifters return positive for banned substances in a calendar year.

If a ban of more than a year is imposed, India will have to face the ignominy of being barred from fielding its lifters in the October 3-14, 2010 Commonwealth Games in the capital.

Kalmadi said the IOA had set up a fact-finding committee soon after the doping scandals started coming out.

"Due to the doping violations committed by the six Indian weightlifters, the IOA, in its executive council meeting held on October 14 at Delhi, formed a fact-finding committee under the chairmanship of Brig. K P Singh Deo. The committee has already submitted its report", Kalmadi said.

China deliberately subdued in reacting to Dalai Lama visit

BEIJING: China on Tuesday tried to be deliberately subdued in its reaction to the visit of the Dalai Lama to Tawang in Arunachal Pradesh. The Chinese foreign ministry restricted itself to expressing strong dissatisfaction with India on the issue.

Indian foreign ministry officials were expecting a stronger reaction from the Chinese government after the state-run media accused New Delhi of orchestrating the Dalai Lama visit. The local media quoted an expert with a government-run think-tank saying the visit was organized by the Indian government to further strengthen its case on the border dispute.

"The Indian side allowed the Dalai Lama to visit the disputed eastern section of the China-India border regardless of China's grave concerns, and China is strongly dissatisfied with this," foreign ministry spokesman Qin Gang said at the briefing.

Qin said China firmly opposed the Dalai Lama's visit to the region. The visit "fully exposes the Dalai Lama's separatist nature." Qin said. "His attempt will not succeed," he said.

The recent meeting between Prime Minsiter Manmohan Singh and Chinese premier Wen Jiabao is believed to have had a positive impact on Beijing’s approach towards India, sources said.

The subdued statement is also the Chinese way of expressing appreciation for New Delhi’s decision to disallow foreign journalists from covering the visit. By doing this, India has shown it was not interested in defaming China on the global scene and Beijing took the hint, sources said.

The Chinese foreign ministry waited for the routine briefing on Tuesday instead of reacting to the visit on Sunday. This is a significant show of patience after weeks of angry statements from Chinese officials denouncing the Tibetan leader’s plans for visiting Arunachal Pradesh.

China also wants to give the impression it is able to manage its relationship with India at a time when US president Barrack Obama is due to visit Beijing later this month, sources said.

Control over naxal-infested areas in 2-3 years: PC

New Delhi: Making it clear that the Maoists would not be allowed to have a free run, Home Minister P Chidambaram on Tuesday said control over the naxal-infested areas would be regained in the next two to three years.

"I am confident that in a period of two to three years we will be able to gain total control over these (naxal-infested) areas," he said in an interactive session at the India Economic Summit here.

Chidambaram said since he took over as Home Minister, the states have got involved in tackling the naxal menace and "there is now co-ordinated action against the CPI(Maoists)".

The CPI(Maoists) believe in armed liberation struggle and want to expand their area of influence, he said adding that a democratic republican government cannot allow this. "We have to assert our authority," the Home Minister said.

Chidambaram said it was wrong to think that India was more vulnerable in the "crosshairs of many groups" and asserted "we have the capacity to thwart any attack should there be any attack".

He said the government has the capacity to contain naxal menace in a "swift and decisive manner".

Noting that states are now taking counter-insurgency measures against naxals, he said, "we have had significant successes and we have suffered some casualties too".

Chidambaram said the government had also offered to hold talks with the naxals provided they abjured violence.

He sought to assure the business community about the security situation in the country saying "We are no more vulnerable than any other country in the world.

Indian-origin student among 4 South Asians stabbed in London

LONDON: Four people suffered stab wounds after a mob of white and black youths set upon Muslim Asian students - including at least six of Indian origin - near the prestigious City University in north London, police and student groups said on Tuesday.

Three students and a passerby who tried to intervene had to be hospitalised with facial and head injuries when a 30-strong mob armed with knives, metal poles, bricks and sticks attacked South Asian students Thursday, police said.

A spokeswoman for the university, which is ranked among the world's top 500 and has a large number of international students - including many from India - said the university did not have the "record of nationalities from the police incident report".

Asked to check the nationalities against their names in the university records, she said: "I do not think that would be appropriate."

However, a spokesman for a nationwide body of Muslim students told IANS those targeted by the mobs included at least six students of Indian origin.

"We are trying to find out if any of them are Indian nationals," said Qasim Rafiq of the Federation of Student Islamic Societies (FOSIS).

Apart from the stabbing victims, two other men were also beaten in the violence, police said, adding three teenagers had been arrested so far.

Although the attackers were said to include blacks as well as whites, the incident comes amid a surge in violence instigated by white extremist groups in urban areas with large non-white populations, including London, its suburbs and Manchester.

Police said that earlier in the week, racists shouted abuse at a student going to a prayer room at the university, and later attacked him and other students escorting him to the underground train station.

One student suffered a fractured skull in the incident.

Detective Inspector Trevor Borley of the local Islington force said police patrolling in the area had been increased and "we are taking this matter very seriously".

Rafiq said: "We believe these attacks involved the same group but there have been sporadic attacks at other universities over the last year," adding the gang repeatedly shouted out "Get those Muslims" and "Paki".

City University Acting Vice Chancellor Julius Weinberg said: "We're shocked and saddened that some of our students have been the victims of an attack near the University," but added that London is "on the whole a safe, friendly and welcoming city".

Jessica Lall murder: Manu Sharma's parole party ends, returns to Tihar

NEW DELHI: Manu Sharma, convicted in the Jessica Lall murder case, returned to Tihar jail before expiry of his parole following mounting criticism that he violated parole norms. This had prompted Delhi government to ask police to investigate the allegations.

Sharma, 32, whose two-month parole was to expire on November 22, reported at the jail around 11.45 am, a top jail official said.

Sharma, who was released from jail on September 22 on ground of his mother's illness, was reportedly spotted in a nightclub in a hotel here on Saturday night. His mother was seen addressing a press conference in Chandigarh last week.

Actor Arjun Rampal, who co-owns a bar in a city hotel, confirmed that Manu was spotted there.

The reports triggered a major controversy with legal experts and opposition BJP alleging that he was granted parole under "political pressure" by the Delhi government, a charge strongly denied by Chief Minister Sheila Dikshit who said it was done within the ambit of the law.

Following criticism, the Delhi government asked the city police to investigate whether Sharma violated the parole norms by moving out of Chandigarh and paying a visit here.

Sharma should not have been present in Delhi as he was given parole under the condition that he will visit Chandigarh to meet his "ailing" mother, a top Delhi government official said.

"We have sought a detailed report from Delhi Police about whether Sharma visited the city," he said.

BSP wins 5 of 11 assembly seats, big blow to SP

Lucknow: Handing defeat to Samajwadi Party, the BSP on Tuesday succeeded in making deep inroads into the SP bastion. The blow was severe for the Samajwadi Party, as it not only lost from its stronghold of Etawah and Bharthana, but was also handed over defeat by the Congress from Firozabad parliamentary constituency.

Congress candidate Raj Babbar triumphed over Dimple Yadav, daughter-in-law of SP supremo by over 85,000 votes in Firozabad, where polls were necessitated after the seat was vacated by her husband Akhilesh Yadav.

The party's dismal show in Bharthana, the seat vacated by Mulayam Singh Yadav has put a big question mark on his hold in his home town. SP also faced major reverses in Haiser Bazar, Powayan and Isauli assembly segments, with the party candidate losing his deposit in Isauli and securing a third spot in Haiser Bazar.

The party had put everything at stake in Firozabad Lok Sabha seat by pitching Dimple Yadav and going all out to seek votes for the "bahu of the constituency."

Firozabad, the city of bangles had been one of the party's bastion primarily because of its sizeable Yadav population and also being adjacent to Etawah, the home district of Mulayam Singh Yadav.

Samajwadi Party had camped in the constituency and had also pumped in "star power" summoning all the film stars associated with it to challenge the glamour quotient of not only Babbar, but also his Bollywood friends.

Party's national general secretary Amar Singh asking the electorate to teach a lesson to "traitor" Raj Babbar had a little impact, as the electorate showed a clear shift from SP to Congress in just six months time with Babbar winning hands down by a margin of over 85,000 votes.

AI pays a month initiatives to pilots, may scrap PLI tomorrow

NEW DELHI: Faced with a strike threat by its pilots, Air India paid a month's incentives and allowances to its 30,000 employees as it prepares for a crucial meeting of its Board tomorrow to decide on major cost-cutting initiatives.

The Board, which would meet in Chennai, is likely to take a decision on a proposal to scrap the productivity-linked incentives (PLI) paid to its top managerial cadre, and adopt the financial accounts for 2008-09.

"The main agenda is adoption of accounts for the previous financial year," sources close to the development said. The Board is also likely to discuss route and capacity rationalisation as part of the cost-cutting proposals.

However, the pilots, who have warned of a strike from November 24 if their demands are not met by November 20, seem to be in no mood to relent.

"We have received our PLI/flying allowance, but it is only for August. The payment for September and October is still pending. We had given the management November 10 deadline to meet all our demands, but it has not," Capt V K Bhalla, who had led the five-day executive pilots agitation in September, said.

While the original strike notice given by the non- executive pilots is effective from today, the management was asked by agitating pilots, at a meeting with Central Labour Commissioner here yesterday, to decide on their demands by November 20 to avoid the strike.

Sensex snaps four-day rally to end lower 58 points

MUMBAI: Snapping a four-day rally, the Bombay Stock Exchange benchmark Sensex on Tuesday declined over 58 points on profit-selling even as the government said stimulus measures would continue till robust global economic recovery

The Sensex, which had gained 1,094.78 points in past four trading sessions, fell down to end with a loss of 58.16 points at 16,440.56 profit-selling at existing higher levels. Brokers said a steep rise in share prices in the past four days attracted profit-booking by traders.

Similarly, the wide-based National Stock Exchange index Nifty lost 16.70 points at 4,881.70.

Marketmen said sentiment for profit-selling was so strong that even finance minister Pranab Mukherjee's positive remarks on stimulus measures did not boost the sentiment,

"There is need of generating strong domestic demand till robust recovery takes place all over the world, particularly the developed economies", Mukherjee said.

A higher trend in Asian and European stock markets also failed in support the market, they added.

In the 30-BSE Sensex-linked stocks, 8 shares, including Reliance Industries, closed higher while 22 ended in negative zone led by Infosys Technologies.

Sensex heaviest RIL gained 1.39% to Rs 2,052.60 while the second heaviest Infosys Technologies lost 0.71% to Rs 2,218.20.

Realty, teck, IT, capital goods, power consumer durable, auto and FMCG sector stocks declined.

RNRL accuses govt of changing stands

New Delhi: Mukesh Ambani firm RIL told the Supreme Court that the family MoU of 2005 was irrelevant for arriving at a suitable arrangement for the supply of gas to brother Anil Ambani's RNRL.

On its part, RNRL filed a fresh affidavit before a bench headed by Chief Justice K G Balakrishnan, accusing the government of changing its stand on the gas row.

Continuing his arguments in the high-voltage case, RIL's counsel Harish Salve contended that for arriving at a suitable arrangement, the family MoU was irrelevant and the price of the gas has to be approved by the government.

However, RNRL in its affidavit objected to the involvement of Government in the gas dispute and alleged that the stand of the Ministry of Petroleum and Natural Gas was "dishonest and collusive."

RNRL opposed the stand of RIL that the supply of gas from K G Basin at US dollars 2.34 per mmBtu was not feasible. It also questioned the increase in the capital expenditure (Capex) approval by the government to RIL from Rs 10,000 crore to Rs 36,000 crore for enhancing gas production from 40 to 80 mmscmd.

RNRL said the approval by the managing committee, including Director General of Hydrocarbons V K Sibal, for the increased Capex was under CBI investigation.

"It is thus evident that even RIL's inflated Capex will result in a per mmBtu cost of 1.28 dollars. RIL is, thus, making tremendous profit even at US dollars 2.34," the affidavit stated, adding the fertiliser and power industries which are reeling under recession can ill afford to pay a higher price to fill RIL's pockets.

Sreesanth surprise pick, Zaheer returns for Lanka Test series

MUMBAI: Temperamental paceman S Sreesanth, whose on-field antics have often landed him in trouble, was on Tuesday surprisingly included in India's 15-member squad for the first two Tests against Sri Lanka starting on November 16 in Ahmedabad.

Pace spearhead Zaheer Khan expectedly returned to the squad after recovering from a shoulder injury, which had kept him out of the tri-series in Sri Lanka and the ensuing Champions Trophy in September.

The team to be captained by Mahendra Singh Dhoni also includes Tamil Nadu players opener Murali Vijay and middle-order batsman S Badrinath, while pacers Ashish Nehra and Munaf Patel were ignored.

Nehra did reasonably well in the ongoing One-day series against Australia, but failed to find a place in the squad announced by BCCI secretary N Srinivasan after a meeting of the selection panel here.

The selection of Sreesanth raised eyebrows as the Kerala pacer has not really done anything significant in the domestic circuit since recovering from a back injury.

The selection seems all the more baffling given the fact that the bowler, who has a history of disciplinary indiscretions, was only last month given a final warning by the BCCI to mend his ways.

The 26-year-old Sreesanth will return to the Test fold after more than a year having played his last Test in April 2008 against South Africa in Kanpur.

India last played a Test match in April this year against New Zealand and the players to miss out from that squad are pacer Laxmipathy Balaji, wicketkeeper-batsman Dinesh Karthik and Dhawal Kulkarni.

Batsmen Suresh Raina and Virat Kohli, all-rounder Ravindra Jadeja and pacer Praveen Kumar, who are playing in the ongoing series against Australia, were not considered for selection for the three-match Test series.

As expected, the veteran batting duo of Rahul Dravid and VVS Laxman retained their places.

Barring Sreesanth's comeback, there were no major surprises in the squad, which has eight specialist batsmen, three pacers, three spinners and one wicket-keeper in Dhoni.

Zaheer's return will bolster the pace department which also has an off-colour Ishant Sharma, who has been retained despite his indifferent performance in last few months.

Off-spinner Harbhajan Singh will lead the spin attack with leg-spinner Amit Mishra and young left-armer Pragyan Ojha supporting him.

While Virender Sehwag and Gautam Gambhir will open the innings, Murali Vijay has been picked as reserve.

The middle-order has a stable look with Dravid, Sachin Tendulkar, Laxman and Yuvraj Singh forming a formidable line-up.

The Indian play the first Test in Ahmedabad followed by two more Tests in Kanpur (November 24 to 28) and Mumbai (December 2 to 6).

After the Test series, the Sri Lankans will play two Twenty20 matches and five One-dayers.

Team:

Mahendra Singh Dhoni (capt), Virender Sehwag, Sachin Tendulkar, Gautam Gambhir, Rahul Dravid, VVS Laxman, Yuvraj Singh, Harbhajan Singh, Amit Mishra, Zaheer Khan, Ishant Sharma, M Vijay, Pragyan Ojha, S Sreesanth and S Badrinath.

Pankaj Advani finally accepts Eklavya award

Bangalore: Two years after he had turned down the honour, reigning World Professional Billiards Champion Pankaj Advani on Tuesday accepted the Eklavya award, the highest recognition for a sportsperson in Karnataka.

He was presented a cheque for Rs 10 lakh at a function by State Home Minister V S Acharya.

Twenty four-year-old Advani, a Padmashree awardee, is the reigning IBSF World Billiards Champion (Time and Points Format).

The Bangalore sportsman, who had been conferred the Rajiv Gandhi Khel Ratna Award (2006), Arjuna Award (2004) and Rajiv Gandhi Award (2004), had earlier declined to accept the Eklavaya award in 2007, alleging the state government had adopted a discriminatory attitude to the sport.

"I had declined the award then because I felt that the government had not treated the sports on par with others. But I guess I do not like to hold grudges. This government has been proactive and recognised my achievements and I thought I should respond and accept the award", he said.

"I thank the state government for appreciating my efforts", he said.

"It has not been my own individual effort but a combination of small efforts by my family, coach, KSBA.

They have supported me throughout my career".

Karnataka CM Yeddyurappa breaks down on TV, confesses to ditching confidantes

NEW DELHI: Karnataka Chief Minister B S Yeddyurappa broke down on television and confessed to "ditching" confidantes under pressure from dissident Reddy brothers, who were still holding out despite a reported compromise formula.

He also apologised to the flood victims saying he has been distracted from concentrating on rehabilitating flood victims in the state because of dissidence.

"For my selfish ends, I was forced to ditch those who were trusted my trusted people. Be it Shobha or Baligar. Even God will not forgive me for this," he told Kannada channel "Suvarna".

Under pressure from the brothers, the Chief Minister yesterday transferred his Principal Secretary P V Baligar to another department and is said to have promised to sack Rural Development Minister Shobha Karandlaje, from the Cabinet.

"I apologise to the flood victims. When they are facing so many problems, we should not have wasted time on this crisis," Yeddyurappa said.

He said the people he trusted did not support him. "I should not have been distracted,” the chief minister said.

Karnataka CM says crisis over, rebels disagree

BANGALORE/NEW DELHI: Karnataka tourism minister G. Janardhana Reddy, who leads the campaign for the removal of chief minister B.S. Yeddyurappa,on Saturday said there was no change in his stand and rubbished reports of a compromise between the warring groups.

"The party leaders have not given us any such thing. I am confident they will take the right decision in the next two days," Janardhana Reddy told reporters in Hyderabad after overnight discussions with ministers and legislators supporting him.

Around 40 legislators, including some ministers, supporting the demand for Yeddyurappa's ouster have been staying in a hotel in Hyderabad for a week.

Reddy later flew to Bangalore to meet his elder brother and revenue minister G. Karunakara Reddy. The third Reddy sibling G. Somashekara is a legislator.

Janardhana Reddy's reiteration of the dissidents' stand came as Yeddyurappa claimed in New Delhi that "everything has been resolved".

Yeddyurappa told reporters before leaving to pray at Vaishno Devi temple in Jammu and Kashmir that he was "thankful to the party leadership for reposing faith in me. I will take everyone into confidence", he added.

According to reports, the compromise formula includes dropping some ministers close to Yeddyurappa, making assembly speaker Jagadish Shettar a minister, setting up a coordination committee to oversee functioning of the government, final say for the Reddy brothers in posting officials in their home district Bellary, about 400 km from Bangalore, and transfer of chief minister's principal secretary V.P. Baligar.

Yeddyurappa on Friday shunted out Baligar as principal secretary of the industries and commerce department. He has also agreed to drop the lone woman minister Shobha Karandlaje, who holds the Rural Development and Panchayat Raj portfolio.

Upset stomach saves Koda from arrest

RANCHI: Former Jharkhand chief minister Madhu Koda got a reprieve from imminent arrest by the Enforcement Directorate in the Rs.2,500 crore money laundering case as doctors at the Apollo hospital here Saturday decided to keep him under medical examination for "a day or two".

"The team of doctors will again review the health condition of Koda in a day or two and decide on his discharge," Javed Akhtar, the hospital spokesperson, said.

The doctors said Koda has a stomach upset.

Koda, an independent MP from Singhbhum, faces arrest after the Income Tax department (IT) and the Enforcement Directorate (ED) exposed the scam running into thousands of crores. Koda was hospitalised Nov 3 once it became clear that he would be arrested.

Ujjawal Choudhary, director of investigation with the Income Tax department, Saturday said: "Right now we cannot specify the amount. But we have come across documents and information related to huge investments in Liberia, Thailand, Malaysia, Dubai and other countries."

"The IT and ED are together investigating the case and sharing documents seized during raids," he said.

Vikas Sinha, brother of Koda's close aide Vinod Sinha, was Saturday sent to ED custody for 10 days.

According to sources, Vikas has admitted to sending Rs.40 crore abroad for Koda.

The ED sources say that they have found undisclosed assets worth Rs.11.8 crore with Vikas.

According to IT officials, Vinod sent Rs.550 crore through hawala to countries like Thailand, Malaysia and Liberia.

The IT department had Nov 2 asked Vinod, Sanjay Kumar Choudhary, Devendra Mukhiya, Basant Bhattacharya, Manoj Punamiya and Anil Bastawde to appear before it by 11 a.m. Friday. None of them turned up. ED has issued an alert to all Indian airports to ensure they don't leave the country.

On Oct 9, the ED lodged a case under the Prevention of Money Laundering Act (PMLA) against Koda, three more former ministers as well as his associates Vinod and Sanjay Chaudhary.

Rosaiah meets Sonia, says no fixed tenure for CMs

New Delhi: Andhra Pradesh Chief Minister K Rosaiah, who took over the stewardship of the state amid a campaign by supporters by late Y S Rajasekhara Reddy to give his son the top post, on Saturday said a meeting of Congress Legislature Party would be held before year-end.

The meeting of CLP is considered important because Rosaiah is yet to be formally elected its leader since he took over as Chief Minister following the death of Rajasekhara Reddy in a helicopter crash in September.

Rosaiah, on his maiden visit to Delhi, told reporters after meeting Congress chief Sonia Gandhi, that he was "comfortable" but there have been no fixed tenures of Chief Ministers.

The veteran leader, who was made the CM after the death of Rajasekhara Reddy in a helicopter crash, said he was getting cooperation from party MLAs "to the extent necessary".

He said this when asked whether party MLAs were backing him without any reservations.

Sidestepping questions whether the party was united in the state and whether he was getting support from Jaganmohan Reddy, he remarked "every Congressman in the state will abide by the decisions of the high command and there are no two opinions about it".

"For all of us, from me to the youngest boy look to the leadership and will follow decisions taken by the high command", Rosaiah said.

His remarks came close on the heels of Jaganmohan meeting the Congress President.

Rosaiah said his as also Jagan's meeting Gandhi on the same day was a "coincidence".

Banking reforms dominate G-20 talks

London: Differences over exiting economic stimuli, reforming banking system and fighting climate change are threatening to derail efforts of Finance Minister Pranab Mukherjee and his G-20 counterparts as they met on Saturday in Scotland to pursue an agenda of sustainable economic growth.

Host Britain, still in the grip of recession, is keen to continue global effort to support recovery. Others, including the US, Japan and Germany, want to debate ending the massive government spending, low interest rates and expansion of the money supply measures employed to boost growth.

There are disagreements on banking reform, with Canadian Finance Minister Jim Flaherty acknowledging on the eve of the meeting that there were "disparate views" on how to address the problem of banks being too big to fail. France is pressing for more actions to stop excessive bonuses in the banking sector.

Addressing the finance ministers and central bankers from the 20 rich and developing nations, Britain's Chancellor of Exchequer Alistair Darling wanted them to agree on a financial package to help poorer nations develop green industries.

The EU, which has agreed to a euro 100-billion annual package of public and private finance by 2020, is urging the US to lay out its position.

With the major UN climate conference in Copenhagen a month away, he said "heavy lifting" was needed to push through a deal on so-called climate finance.

Freddie Mac posts $5 bn loss

New York: Freddie Mac, the second largest provider of US residential mortgage funding, on Friday posted a loss of $5 billion in the third quarter and predicted it would need more government support amid a "prolonged deterioration" in housing.

Increases in the value of securities Freddie Mac held over the period helped buoy its net worth, however, erasing its need to tap government funds for a second straight quarter to stay solvent while continuing to buy and guarantee home loans.

Including a $1.3 billion dividend payment on senior preferred stock bought by the Treasury in previous quarters, Freddie Mac's third-quarter loss increases to $6.3 billion.

The home funding company's loss comes amid a rise in provisions for credit losses to $7.6 billion in the quarter, up 46 percent compared with the previous quarter, as delinquencies worsened on loans it guarantees. Provisions will remain high this quarter, it added.

"I would say we are just beginning to see the impact of the chargeoffs on their guarantee book," said Janaki Rao, vice president of mortgage research at Morgan Stanley in New York.

Its larger rival Fannie Mae on Thursday said it would need $15 billion from the U.S. Treasury after a whopping $18.9 billion third-quarter loss.

Results at Freddie Mac and Fannie Mae are widely watched as a barometer of the U.S. housing market since they own or back nearly half of outstanding mortgages.

The losses have presented a dilemma to Congress as it wants to protect taxpayers' money but is also counting on the companies to undertake foreclosure prevention efforts which are significantly adding to expenses.

Dhoni looks to start afresh, backs Jadeja to perform with bat

Guwahati: The disappointment of the three-run loss in Hyderabad behind them, Indian captain Mahendra Singh Dhoni said on Saturday that his team is focussed on making a fresh start in the must-win sixth cricket one-dayer against Australia in Guwahati on Sunday.

"It was hurting and disappointing. But we have left everything in the dressing room. We have two more games to go and that's what count now. Whatever has happened has happened. You cannot change much about it. It's important to concentrate on what lies ahead and stay fresh mentally," Dhoni said at the pre-match press conference.

India trail the seven-match series 2-3 after the loss in Hyderabad. Asked about the team's strategy, Dhoni said the hosts would rely on a good batting effort and an improved fielding display.

"Strategy is to get off a good start and then capitalise on it and dictate terms on the opposition side. We have done well in patches. It's important to be consistent especially when it comes to fielding. So we are hoping to field well," he said.

On whether the middle-order's inconsistent form is a concern, Dhoni said though the performance has not been too good, he is not worried.

"We rely on a good start but every now and then your openers don't score and the pressure comes to the middle order. This is one of the series, where the middle order has not performed consistently," he said.

"It's not a worrying thing. But of course it's good if we get a good start so that the middle order and lower order capitalise on that," Dhoni added.

We won't do anything to damage other nations' interests: China

BEIJING: Amid reports that it was building a dam in Tibet on Brahmaputra river, China assured India that it will not do anything to damage other nations' interests.

"China is a responsible country and will not do anything to damage the interests of others," Foreign Ministry spokesman Ma Zhaoxu said in a bi-weekly press briefing when asked to comment on reports that China was building a dam on Yarlung Zangbu River or Brahmaputra.

Foreign Secretary Nirupama Rao had said on Wednesday that India had repeatedly raised with China the issue of construction of a dam by it on Brahmaputra river and Beijing had consistently denied any such engagement.

"What I want to say is that this matter has been taken up not just once but on a number of occasions with China and China has consistently denied that it is engaged in any such construction activity on the Brahmaputra," Rao said in New Delhi.

She was replying to a question on the reported construction at the Zangmu site on the Chinese side of the Brahmaputra river, which was confirmed by the National Remote Sensing Agency (NRSA) as per media reports.

The issue had also figured in the meeting between Prime Minister Manmohan Singh and his Chinese counterpart Wen Jiabao on the sidelines of the ASEAN-India and East Asia Summit in Thailand last month.

Sachin Tendulkar crosses 17000-run mark in ODIs

NEW DELHI: Master blaster Sachin Tendulkar finally touched the magical 17,000-run mark in One-Day International cricket during the fifth ODI Sachin Tendulkar
against Australia at Hyderabad on Thursday.

Tendulkar completed the formality as he needed just seven runs to reach another milestone in his glittering career.

Sanath Jayasuriya is second on the list with 13,377 runs while Aussie captain Ricky Ponting has a lot of catching up to do.

The moment Tendulkar attained that mark the packed vociferous Rajiv Gandhi Stadium crowd jumped out of their seats and erupted in jubilation.

Tendulkar's wait to reach the 17,000-run mark in One-dayers continued in Mohali as he missed the milestone by just seven runs after getting dismissed for 40 on a dubious decision in the fourth ODI against Australia.

The 36-year-old scored the requisite seven runs to put another feather in his cap, which is already full of feathers but still managing to have some more. The Indian batting legend has 44 One-day hundreds and 91 ODI fifties under his belt.

The diminutive Mumbaikar, who made his ODI debut Pakistan in 1989, is already way ahead of his contemporaries when it comes to accumulating runs.

Rated as the world's best batsman after Australian legend Sir Donald Bradman, Tendulkar has an awe-inspiring Test record. In the whopping 159 matches that he has played thus far, Tendulkar has scored 12,773 runs at an average of 54.58.

The veteran batsman has scored 42 hundreds and 53 half centuries in the longer format of the game.

No change in Karnataka leadership, says BSY; Reddys refuse to meet him

NEW DELHI: Karnataka BJP dissidents on Thursday rebuffed chief minister B S Yeddyurappa's efforts to reach out to them by refusing to meet him.

"I am not going to meet the chief minister," dissident leader Janardhana Reddy told reporters here after meeting senior BJP leader Venkaiah Naidu here.

Meanwhile, Yeddyurappa ruled out any change in leadership in dissidence-hit Karnataka BJP saying he was ready to discuss issues with anybody to resolve the problem including the Reddy brothers, who have been spearheading the revolt.

"In the interest of the state, I am ready to discuss (the issues) with anybody and solve the problem. Whatever decision the national leadership is going to take, that is going to be the final decision," he told TV channels.

"I am trying my level best to meet the Reddy brothers (Tourism Minister Janardhana Reddy and Revenue Minister Karunakara Reddy) today," he said, hoping that the crisis will be resolved in a day or two.

On whether he would be stepping down, he said, "The national leaders have already cleared that the question does not arise. They have accepted that I will be the future leader also.

"The only thing is that we have to sit together, discuss and solve the problem. Maybe there are some differences of opinion," he said.

He said, "Nobody, even the national leaders have come forward with any formula and at the time of discussions, if they (dissidents) suggest anything in the interest of the state, I will ask our national leaders to take a final decision".

The CM said he did not have any reservation about meeting anyone since the leaders had to work together keeping in view the interests of the state.

The Reddy brothers are leading a campaign for ouster of Yeddyurappa and have met senior leaders here in this regard.

"I have been here for three days and have met senior party leaders. I am confident that they will take a decision in the interest of Karnataka and in the interest of BJP," Janardhana Reddy said as he headed for meeting with party president Rajnath Singh.

The dissidents, led by tourism minister G Janardhana Reddy and his elder brother and revenue minister G Karunakara Reddy, have rejected the plea of party president Rajnath Singh and senior leader LK Advani to allow Yeddyurappa to continue as chief minister.

The Reddys stuck to their demand on Wednesday after the third round of talks with senior leader Sushma Swaraj in New Delhi.

The Reddy brothers are billionaire iron ore mine owners and claim the support of over 70 of the 117 party legislators in the 225-member state assembly. Janardhana Reddy discounted the possibility of his meeting with Yeddyurappa in the presence of Swaraj Thursday.

The BJP leadership has been holding hectic deliberations in New Delhi with both factions over the past three days to end the differences that are threatening to bring down the party's first government in the south.

In the May 2008 polls, the BJP won 110 of the 224 elected seats in the 225-member assembly. It formed the government with the help of six independents, five of whom have been rewarded with ministership. The Reddys are believed to have won over the Independents using their financial clout.

Later, the Reddys also lured more than half a dozen Congress and Janata Dal-Secular legislators to the BJP.

Maoists ready for talks provided there is a 'ceasefire'

Kolkata: With the Naxals facing the heat of an imminent concerted operation by security forces, a top Maoist leader on Thursday said the ultras were ready for talks "if there was ceasefire on both sides" and withdrawal of the para-military forces deployed in the naxal-hit states.

"The process of talks with the central government can only begin if there is ceasefire on both sides," top Maoist leader Kishenji on Thursday said.

Asked to comment on the Centre's condition that the Maoists should abjure violence and only then it was ready to sit across the table, Kishenji said over phone, "The Centre is killing innocent people in the name of tackling the Maoists and they are asking us to abjure violence, which is ridiculous."

He said the Centre would have to withdraw para-military forces from the seven states -- Andhra Pradesh, Maharashtra, Chattisgarh, Orissa, Bihar, Jharkhand and West Bengal – and treat the problems of tribals in a sympathetic way.

"Also both the Centre and the state governments will have to apologise to the tribals for the prolonged atrocity meted out to them and the consequent suffering from the time of Independence," Kishenji said.

Asked what should be the nature of the apology, Kishenji said without elaborating, "They will have to come to the tribals and apologise."

1620 crore budgetary boost for 2010 CWG

New Delhi: Hit by delays and escalating cost of infrastructure, the 2010 Commonwealth Games here received a massive budgetary boost on Thursday with the central government allocating Rs 1620 crore as loan to the Organising Committee of the event.

"The Union Cabinet today approved the proposal of Ministry of Youth Affairs and Sports for providing a revised budget of Rs 1620 crore, as loan to the Organising Committee Commonwealth Games 2010, at the prevailing government rate of interest, for organising the CWG at Delhi during October 3 to 14. Budget approved earlier was Rs 767 crore," Information and Broadcasting Minister Ambika Soni told reporters after the cabinet meeting.

Elaborating on the reasons for the budgetary hike, she said rising cost of opening and closing ceremonies, the increase in the number of days for Queen's Baton Relay – from 136 to 240 days for international leg and from 60 to 100 days for domestic leg -- were among the reasons that forced the increased allocation.

"Inclusion of new items that are essential for the successful delivery of the Games but were not provided in the initial budget of the OC, namely accreditation, city operations, sponsorship and TV rights, security, sustainability and environment and ticketing," she said. Cost escalation in respect of accommodation, catering, protocol and CGF relations, Queen's Baton Relay, rent for office of OC, communication, image and look technology, risk management, insurance and technical conduct of sports were also listed as reasons for budgetary hike.

Besides, the Minister said, "the number of volunteers has gone up to nearly 30,000 and the cost of accreditation, catering, uniform etc on this account has also increased.”

China accuses Dalai Lama of damaging ties with India

BEIJING: The Chinese foreign ministry on Tuesday accused the Dalai Lama of damaging its relationship with India by his plans to visit a disputed border region. China was referring to 90,000 sq km (55,900 square miles) of Arunachal Pradesh along the border, which it regards as own territory.

The exiled Tibetan spiritual leader has riled Beijing by arranging a trip next week to Arunachal Pradesh, parts of which China claims as its own. The Chinese government has condemned the trip several times and asked Delhi to stop it going ahead.

But with ties between the two Asian giants strained by a flare-up of disputes over their shared boundary, Beijing apparently hopes to keep its ire over the trip, due to start November 8, from inflaming diplomatic tensions.

Foreign Ministry spokesman Ma Zhaoxu repeated earlier criticism of the Dalai Lama for "separatist" activities, but did not condemn Delhi for allowing the trip to go ahead, and underlined the importance Beijing places on Sino-Indian ties.

"The Dalai Lama often lies and often engages in acts to sabotage China's relations with other countries," Ministry spokesman Ma Zhaoxu said at a regular news briefing. "I am confident that his scheme to wreck China's relations with the relevant country will come to nothing."

"I am confident that his scheme to wreck China's relations with the relevant country will come to nothing."

China claims about 90,000 sq km (55,900 square miles) of Arunachal Pradesh along the border as part of its territory, that it sees as "southern" Tibet.

Ma said that late last month, Chinese Premier Wen Jiabao and Indian counterpart Manmohan Singh had agreed to focus on promoting "healthy and stable relations."

"We hope that each side will continue striving to make strides in that direction," Ma added.

Babri Masjid demolition act of religious fanaticism: PC

Deoband, UP: Terming demolition of Babri Masjid as an act of religious fanaticism and extreme prejudice, Home Minister P Chidambaram on Tuesday said communalism in all its forms was deplorable and asserted that it was the duty of the majority community to protect the minorities.

He also said that adopting the path of violence in the name of religion must be deplored. In an address to the 30th general session of Jamiat Ulama-i-Hind at Islamic seminary Deoband here, Chidambaram hailed the 'fatwa' issued by it against terrorism last year and said it was not only Muslims but also for all right thinking people to follow it.

"While all manifestations of communalism are deplorable, the worst kind of communalism is unleashing communal violence," he said. The Home Minister said violence and violent means to achieve any objective is the anti-thesis of a civilized society governed by the rule of law.

"The demolition of the Babri Masjid was a manifestation of religious fanaticism and an act of extreme prejudice. Likewise, taking to the path of violence in the name of religion must also be deplored in unequivocal term," he said.

Chidambaram said he was glad to note that the Darul Ulloom at Deoband issued a 'fatwa' against terrorism on February 25, 2008 and categorically stated that 'Islam rejects all kinds of unwarranted violence, breach of peace, bloodshed, killing and plunder and does not allow it in any form'.

"I regard that decree as a call to duty to not only Muslims but to all right thinking people. I would urge that more voices be raised, loudly and clearly, against terrorism and all forms of violence," Chidambaram said.

26/11 terrorist negotiated Kasab's release with Israel ambassador

MUMBAI: Amidst their raging battle with security forces during the Mumbai attacks, one of the terrorists had called up Israeli Ambassador in the US asking him to use his good offices with India to secure the release of Ajmal Kasab failing which he threatened to kill the Jewish hostages in Nariman House.

This was revealed on Tuesday in a special court trying the 26/11 terror strike cases through CDs containing recorded telephonic conversation between the terrorist inside Nariman House, a Jewish shelter in south Mumbai, and the Israeli Ambassador intercepted by Mumbai police.

Without naming Kasab, the lone Pakistani gunman captured alive, terrorist Babar Imran told the Ambassador "Usko chhod do warna hum sab rumali ko mar denge (Release him or we will kill all hostages)".

The Ambassador, who was talking to the terrorist through an interpreter asked Imran, "What is your friend's (Kasab) name?" To this, Imran replied "Aap Ko Pata Hai Aur Police Ko Pata Hai (you are aware and so is the police)."

It is the case of police that terrorists were kept informed about the happenings in Mumbai by their Pakistan-based handlers who were watching the operations on television.

Imran had the knowledge that Kasab was captured by police and he tried to negotiate his release through the Israeli Ambassador.

We support the Indian naxals, concede Nepal Maoists

Kathmandu:After being in denial mode for months, the Nepalese Maoists have said they are extending "full support and cooperation" to the Naxalites in India, days after Home Minister P Chidambaram mentioned about a possible supply of arms from them.

Admitting that exchanges exist between the Maoists and the Naxals in India, a senior Standing Committee member of the UCPN-M CP Gajurel was quoted on Tuesday by Rajdhani daily as saying, "We have extended our full support and cooperation to the Indian Maoists, who are launching armed revolt."

Talking to pro-Maoist journalists in Bara district of southern Nepal on Sunday. Gajurel, however, did not elaborate on what type of support they have extended to the Naxals.

Chidambaram had recently mentioned about the possible supply of arms from Nepalese Maoists to the Naxals in India.

The same newspaper had earlier carried a report that a Maoist leader had met Indian Maoist leader Kishenji at an undisclosed place in October.

However, when contacted for his comment avoiding direct answer Gajurel said that his party did not oppose the movement being launched by the Indian Maoists.

NCP will be part of Maha govt 'at the earliest': Patel

Mumbai: Maharashtra Governor SC Jamir stepped in to inject a sense of urgency in government formation and NCP leader Chagan Bhujbal added a new twist saying his party would support a Congress government from outside.

But his party leader and Union Minister Praful Patel made it clear that his party will be part of the new government that will be formed "at the earliest".

Talks are on with Congress and issues will be sorted out "amicably and to the satisfaction of all", he said in New Delhi adding what he was saying is "official" stand of the party.

12 days after the results were out giving the Congress-NCP coalition a majority in the Assembly, the two parties are yet to sort out problems of portfolio distribution among them and give an indication as to when they would form the government.

As the term of the outgoing Assembly ended on Tuesday, the Governor called both Chief Minister Ashok Chavan and Deputy Chief Minister Bhujbal separately and discussed with them the government formation.

Bhujbal told reporters after the meeting with Governor that it was for the Chief Minister to answer to why a government was not being formed.

"They are doing what they think is right," he said. "The Maoists are launching their movement in India and we are launching ours here, there is no need to oppose the movement launched by them", he pointed out.

Gas row: RIL, RNRL oppose shareholder's plea in SC

New Delhi: Mukesh Ambani Group firm RIL and Anil Ambani's RNRL joined hands to oppose the plea of a shareholder in both the companies to be made party in their ongoing dispute in the Supreme Court over the gas price to be supplied from the KG basin.

"For a change we are on the same side," RIL and RNRL's counsel Harish Salve and Mukul Rohatgi, who have been attacking each other over the dispute, told a Bench headed by Chief Justice K G Balakrishnan which refused the plea of the shareholder to be impleaded as the party in the high-voltage legal battle, the hearing of which will resume tomorrow for the seventh day.

Vishweshwar Madhavrao Raste, claiming himself to be the shareholder of RIL and RNRL, had also sought tabling of the family MoU of 2005.

"We are not allowing anybody to intervene. In this way this court will have to hear three million shareholders," the Bench, also comprising Justices V S Sirpurkar and P Sathasiva, said.

The apex court said it will not issue notice and simply post the application along with the main matters.

It is hearing the dispute between RIL and RNRL relating to pricing of gas from KG basin for which the two brothers Mukesh Ambani and Anil Ambani are engaged in a bitter fight.

RNRL is seeking gas from his brother's group RIL at rates 44 per cent lower than Government-approved price.

RIL says it cannot honour the commitment made in the 2005 family agreement due to Government's pricing and gas policies.

Anand beats Karpov twice, clinches four-game series

Ajaccio (France): World Champion Viswanathan Anand tamed former World Champion Anatoly Karpov of Russia in successive two encounters to win the rapid four-game chess series 3.5-0.5 in Ajaccio, France.

The Indian, who was leading the series 1.5-0.5 after winning the first game and drawing the second with the Russian at Bastia, beat Karpov in both the remaining games to ensure a spectacular victory.

It was a Queen's gambit declined by Karpov in the first game and Anand got an opening advantage after Karpov did not place his queen properly.

Karpov's position became passive and he was saddled with the task of just defending with little counterplay to the end of the match that lasted 30 moves.

"His Queen on 'c5' was in trouble as I had ways to threaten it. After (gaining the advantage) white is better and pressing, he slowly ran out of time trying to defend," Anand said after the first game.

In the last game Anand was in no mood to relent either.
