Intelligence reports warn of imminent attacks: PM

NEW DELHI: Noting that both state and non-state actors are engaged in the "business" of terrorism, Prime Minister Manmohan Singh on Tuesday saidregular Intelligence reports had warned of "imminent attacks" in the country and security forces needed to be prepared to meet any challenge.

Addressing the top commanders of three Services here, he also said that the situation in India's immediate neighbourhood had worsened, apparently referring to the developments in Pakistan which he did not spell out.

He referred to last year's Mumbai attacks and the terror strike at the Indian embassy in Kabul earlier this month, which he said was "yet another grim reminder of the forces" that India is pitted against.

"There are both state and non-state actors involved in the business of terrorism. India is a democracy and an open society and is, therefore, sometimes highly vulnerable," Singh said.

He pointed out that there has been no major terrorist attack in India since the 'horrific' Mumbai attacks but said "there are regular Intelligence reports of imminent attacks in the country. This is a matter of deep concern and there is no room for complacency".

Chidambaram to Maoists: Give up violence, come for talks

New Delhi: Union Home Minister P Chidambaram offered an olive branch to Maoists saying that Government will be willing to start dialogue process with them if they abjure violence.

"If the CPI (Maoist) will make a statement and call a halt to violence, Government would be willing to start a process through which the State Government concerned and the Central Government can hold talks with them on any issue that concerns them and the people they claim to represent," he said in a letter to former Lok Sabha Speaker Rabi Ray.

Chidambaram was replying to a statement made by Ray and some eminent persons on the Maoist menace recently.

"I sincerely will prevail upon the CPI(Maoist) to abjure violence," he said in the letter, copies of which were sent to Justice Rajinder Sachar, prof Rajni Kothari, Kuldip Nayyar, Aruna Rai and K G Kannabiran.

He said the only hurdle to holding talks with the CPI (Maoist) is the violence that "stalks the areas in which they operate".

He drew attention of these eminent persons to the statements made by various Maoist leaders especially Muppala Laxman Rao (Ganapathy) and Mallojula Koteshwar Rao (Kishenji), justifying violence and armed struggle.

Chidambaram pointed out in his letter that in 2009 alone CPI (Maoist) caused 183 violent attacks on economic targets including railway tracks, telephone towers, power plants, mines, school buildings and panchayat bhavans.

Students don't need 80% for taking IIT exam: Sibal

NEW DELHI: Retracting from his stand about raising the cut-off percentage for appearing in the Indian Institutes of Technology (IITs) entrance exam, union Minister for Human Resource Development Kapil Sibal on Tuesday said that scoring high would not be a prerequisite.

"Any reports indicating that students would need to score above 80 percent for appearing in the joint entrance exams are baseless," Sibal told reporters.

Sibal had Monday stressed that the IIT admission procedures "should give more weightage to Class 12 exam marks," as well as consider raising the existing eligibility from 60 percent to 80 to 85 percent for students to appear in the IIT Joint Entrance Examination.

The minister made the comments while chairing a meeting of the IIT Council here.

The minister on Tuesday said reports of an HRD ministry proposal for a new system under which only high-scoring class 12 students will be allowed to sit for the entrance exams to professional courses were baseless because only the IITs can decide admission criteria.

At the IIT Council meeting, the minister said he also wanted to get rid of professional coaching for medical and engineering exams.

Two blasts rock Islamabad university, 7 dead

ISLAMABAD: On fourth day of the military operation in the lawless tribal region of South Waziristan, two bomb blasts went off at a university in Islamabad on Tuesday that left seven people dead and nearly 30 injured, officials said.

Eyewitnesses and police officials said that one attacker struck at a women’s cafeteria of the International Islamic university campus while another bomber blew himself up at the law department of the university.

The blast at the cafeteria left bits of flesh splattered on the floor with shattered window panes. The second attack took place in the Islamic law department. At least 29 injured have been shifted to the nearby PIMS hospital in the federal capital where several of them are said to be in critical condition. The injured included 14 girls and four of them are said to be in serious condition. The International Islamic University Islamabad (IIUI) has more than 12,000 students, nearly half of them women. Students from around the world attend the university, with most taking Islamic studies.

Interior minister Rehman Malik said that six people were killed — two suicide bombers, two men and two women while a senior police official Rana Akmar Hayat told the media that seven people were killed and 29 injured.

“Seven people, including two suicide bombers were killed in the twin-attacks while 29 got injured. Among the dead is one female”, Rana said at the scene of the attack.

“Within seconds, the attacks occurred one after another. There were 3,000 and 4,000 students on the campus at the time of the attacks”, said Shandana Butt, a third year law student who saw the attack at cafetaria.

TV footage showed women stained in blood being carried out by security officials and fellow students from the cafeteria building.

Security at educational establishments had been tightened in response to the recent campaign of violence by militants. In the run-up to the offensive, militants attacked a police station in Peshawar, a United Nations office and the army headquarters in Rawalpindi and three different police facilities in Lahore on the same day.

Before the launch of army operation in Waziristan, it was feared that militants would retaliate by attacking civilians to create panic.

The government knee-jerk reaction was to shut down educational institutions in Islamabad, Lahore, Peshawar and several other cities for one week. Pakistani forces launched a ground offensive on Saturday to drive out the Taliban and al-Qaida militants from their bases in a tribal region of South Waziristan.

To win support of the tribal people, the Army chief Ashfaq Pervez Kiyani, on Monday, wrote an open letter to the Mehsud tribes of Waziristan, saying: “The operation in South Waziristan was not meant to target the brave and patriotic Mehsud tribes, but aimed at ridding them of the elements who had destroyed peace in the region.”

“The target of the operation were Uzbek terrorists, foreign elements and local militants”, Kiyani said.

The US and other western allies would be uncomfortable over the tactical compromises that Pakistan made with two other Taliban groups in the region controlled by Wana-based Maulvi Nazir, in South Waziristan, and Miramshah-based Hafiz Gul Bahadur, in North Waziristan.

Both Taliban groups were blamed for carrying out significant numbers attacks on Nato and US forces across the border in Afghanistan.

Growing Indo-US ties unnerving China: Expert

Washington: The deepening of strategic relationship between India and the US has unnerved China, an eminent American scholar said, arguing that Beijing's four-decade-old policy of dealing with New Delhi on their own terms has gone haywire.

Participating in a panel discussion on "China 2025" organised on Monday by the prestigious Council on Foreign Relations, Evan Feigenbaum, its Senior Fellow for East, Central and South Asia, said Beijing is increasingly becoming concerned about the growing Indo-US relationship.

"Since 1962, the Chinese strategists have basically decided that they can deal with India on their own terms. But when you introduce the United States into that equation, it introduces all kinds of uncertainties into Chinese planning," he said.

Feigenbaum noted that for China, India has so far been a second, if not a third tier security priority.

Voicing a similar opinion another eminent scholar said that in a unipolar Asia, where China is the dominant power, it is India, which to some extent balances the power of Beijing.

"Asia without active participation of the US is not multipolar, it is unipolar with China as the dominant power, possibly balanced to some extent by India," Princeton University's Professor of Politics and International Affairs, Aaron Friedberg said in the discussion.

Commenting on the effect of Indo-US economic relationship on China, Feigenbaum said, "The United States is still India's number one trading partner. But in goods, China's now number one. So there is enormous amount of strategic mistrust on both sides."

He noted, China is increasingly moving to the centre of India's defence planning, replacing Pakistan. The world is in for a "period of India-China tension" he said adding, "There are things that are ratcheting up on the border a little bit, but I think broadly tamped down within limits that are set by the political leaderships on both sides."

Reliance gas dispute like war between two nations: SC

NEW DELHI: The dispute over natural gas from Krishna-Godavari basin is not a fight between two companies, but one between two brothers, Mukesh and Anil Ambani, the Supreme Court observed on Tuesday, as it commenced hearing the high-profile legal battle.

"It's like two countries, where there is no fight between their people," observed the three-member bench of Chief Justice K.G. Balakrishnan, Justice R.V. Raveendran and Justice P. Sathasivam.

"The fight is between the two persons, who are heading the country. But the fight has percolated down to the people," the bench added, while hearing the arguments by senior counsel Harish Salve, appearing for Mukesh Ambani-led Reliance Industries.

During the two-hour hearing, the bench also said the battle was personal in nature.

The court also asked the media to exercise restraint and said the observations by the justices were only intended to elicit the views of the contending counsels and should not be construed as an expression of their views.

The arguments by Reliance Industries counsel remained inconclusive and will resume Wednesday.

At the crux of the dispute is the supply of natural gas from the Krishna-Godavari basin, awarded for exploration and harnessing to Reliance Industries, before a split in 2005 in the group founded by legendary industrialist, the late Dhirubhai Ambani.

Based on a family reorganisation pact, the Anil Ambani Group wants 28 million units of gas per day for 17 years at $2.34 per unit. But Reliance Industries says it can only sell it for $4.20 per unit, claiming this was the price approved by the government.

The Bombay High Court had upheld the claim by the younger brother Anil Ambani's group in a verdict delivered in June, which was challenged by Reliance Industries in the apex court.

The government, too, has joined the dispute as an interested party, saying gas was the property of the state and cannot be fought over by two rival corporate houses.

AI to fly all-economy planes on Gulf routes

Mumbai: As part of its route rationalization and cost-cutting measures, Air India plans to replace its twin -class aircraft with all-economy ones belonging to low-cost subsidiary Air India Express on few Gulf routes from this month end.

"As part of our route rationalisation plans some of the flights which are currently being operated by erstwhile Indian Airlines on sectors like Bahrain and Doha, will be operated by our low-cost subsidiary Air India Express," Air India sources said.

Airbus A320, which are currently being flown on these routes, would be replaced by planes with all-economy configuration flown by Air India Express, they said.

"There is a huge potential for economy class traffic on these routes. Replacing a full-service carrier with a budget carrier will definitely help us in enhancing our revenue," the sources said.

Air India has already effected these changes in its winter schedule starting from Sunday, they said.

Sydney: Hampered by injuries to key players, the Australian cricket team took off for India to play a seven-match ODI series with skipper Ricky Ponting conceding that despite their Champions Trophy debacle, Mahendra Singh Dhoni's men would be hard to beat in home conditions.

"They will be particularly hard to beat in India, they always are. They definitely play a lot better at home than they do when they travel," Ponting told reporters before the Aussies boarded their flight to India yesterday. India crashed out of the Champions Trophy in the group stage itself.

Australia, on the other hand, are high on confidence after clinching their second successive Champions Trophy title. But Ponting said injuries to regular vice-captain Michael Clarke and batsman Callum Ferguson has disturbed the balance of the side and selection would be a major headache during the tour.

While Ferguson is out for a year with a knee injury, Clarke is battling a back problem but may join the squad in the later in the series.

"The selectors and myself are going to have a bit of thinking to do over the next few days as to what we do with the batting line-up," Ponting said.

To their relief Shaun Marsh is back in the team after recovering from a hamstring injury that has kept him out since April but it would be quite a task for him to strike form immediately and knock off in-form Tim Paine from the opening slot.

"Paine coming in has had a fair bit of success at the top of the order and given himself every opportunity to remain there," Poning said.

Gill meets Kalmadi, looks to solve crisis

Taking the first step towards brokering peace between the 2010 Organising Committee and the Commonwealth Games Federation, Sports Minister MS Gill on Tuesday met OC chairman Suresh Kalmadi to discuss the vexed issues that have hit the capital's preparation for the event.

Kalmadi came to Gill's residence this morning where the Sports Minister took stock of the progress of preparations and discussed the contentious issues that have the OC and the CGF at loggerheads.

"I met Mr Kalmadi today and had a long discussion on all the matters. I will be talking to (CGF Chief) Mr Mike Fennell on telephone and will have a meeting with him, (CGF CEO Mike) Hooper and Mr Kalmadi in London on October 28," Gill said after the meeting.

"I am confident that all issues will be resolved and everyone will work in unison to ensure a very good Commonwealth Games in Delhi next year," the minister added. The OC and the CGF seemed to have reached a deadlock over mainly two issues -- the necessity of a Technical Review Panel and Hooper's stay in Delhi.

Fennell, soon after the CGF general assembly earlier this month, made it clear that the organisers needed to pull up their socks and fast-track their preparations if the capital is to deliver on its commitment of putting on the best Commonwealth Games ever.

Fennell said the CGF had decided to set up a Technical Review Panel to monitor the progress, a suggestion that did not go down well with the OC with Kalmadi outrightly rejecting the idea.

China projects Kashmir as a separate country

KATHMANDU: Besides issuing separate visas to Indian passport holders from Jammu and Kashmir, China is also projecting the disputed territory as an independent country in other ways.

Visitors to Tibet, especially journalists invited by the Chinese government, are given handouts where Kashmir is indicated as a country separate from India.

Media kits providing "basic information" about Tibet - which China attacked and annexed in the 1950s - says Tibet "borders with India, Nepal, Myanmar and Kashmir area".

Except the "Kashmir area", the other three are sovereign countries.

Maps too, available in China, Myanmar and Nepal, show an India denuded of Kashmir.

Also, China's policy of extending assistance to only the government of a country indicates it considers India's nuclear rival and neighbour Pakistan to be in control of Pakistan-administered Kashmir by offering financial assistance to build a dam on the Indus river there.

China, now locked in a row with India, is also asking for the tightening of the open border between India and Nepal that, it says, is abetting anti-China activities and demonstrations by Tibetans crossing into Nepal from India.

Beijing is also indirectly asking for the closure of the seat of the Dalai Lama, the exiled leader of the Tibetans, in Dharamshala in India, hinting that such a step would improve India-China relations.

China, which fought a war with India in 1962, says Arunachal Pradesh belongs to it. India says it is an integral and inalienable part of India.

On the eve of the Dalai Lama's visit to Arunachal Pradesh in November, China has been hurrying Nepal to deploy armed security forces along the border between northern Nepal and Tibet.

Both Nepal's Home Minister Bhim Rawal and Prime Minister Madhav Kumar Nepal recently visited Mustang, the northernmost district in Nepal to assess the security plan.

Mustang was once both part of an ancient Tibetan kingdom and later the base of anti-China guerrilla attacks by Tibet's Khampa warriors.

Sibal moots 80% minimum in 12th Board exams for IIT aspirants

NEW DELHI: Opening a new front, HRD minister Kapil Sibal on Monday wanted more weightage to be given to Class 12 Board exam for IIT entrance and proposed raising the required minimum of 60% marks to at least 80%.

Sibal said the 60% minimum was unacceptable as the government move came in an attempt to ensure that students taking entrance tests to the premier institutes gave equal importance to the secondary school exam and to check the growth of IIT coaching centres.

A Committee of IIT directors has been appointed to work out a revised system for IIT entrance from 2011.

Sibal told reporters the move is aimed at ensuring that students take their class XII seriously and checking the growth of coaching centres, which are thriving on imparting coaching to students for IIT entrance.

"The present criteria is that students need to secure 60 per cent at class XII for appearing in IIT-JEE. This is not acceptable. The minimum marks required for IIT-JEE could be raised up to 80 to 85 per cent," Sibal said after a meeting of the IIT Council, the apex decision making body for the elite institutes, here.

At the same time. he added that the decision about the required percentage will be taken by the committee.

"The coaching centres are giving training for the IIT entrance. As a result, the students are not studying seriously for class XII exam and giving more attention to entrance. We want to get rid of the coaching centres by giving more weightage to the board exam," Sibal said.

Delhi Police unveil security plan for Commonwealth Games

NEW DELHI: Delhi Police on Monday unveiled its massive security plan for next year's Commonwealth Games which includes deployment of heli-borne snipers and a four-layered protective cordon around the venues and Games Village.

Announcing the security strategy, city Police Commissioner Y S Dadwal told reporters, "we are not only looking into the security aspects of the Games, each and every aspect of the city's security will also be addressed.

"We are working closely with several agencies connected with the Games. We assure you a safe and secure Commonwealth Games," he said.

According to the plan, the Games venues, Games Village, practice venues and parking lots as also the Indira Gandhi International Airport where the athletes arrive will have a four-layered security cordon.

Explaining aspects of the plan, Special Commissioner (Administration) Neeraj Kumar said the security at prominent Games-related venues will have "outer, middle, inner and exclusive" security zones.

At the outer cordon, he said, the traffic will be stopped and access will be controlled. At the middle cordon, security personnel will channelise the spectators to their designated seats while in the inner cordon, the barcode reading of tickets will take place and the spectators' photos captured.

"There will be surveillance from the skies with the help of the Air Force. There will also be the deployment of heli-borne assault teams to thwart any attempts by terrorists," Kumar said.

India ready to meet any challenge: Antony

New Delhi: Warning that the situation in Pakistan is ‘very serious’, Defence Minister A K Antony on Monday said terrorism is "spreading" in that country and asserted that India is prepared to meet any challenge from Taliban militants.

"The situation in Pakistan is very serious and terrorism is spreading," he told reporters on the sidelines of the Territorial Army Day parade here.

Pakistan has been in the grip of a terror wave with six major attacks in the last fortnight by suspected Taliban militants, the latest being a suicide bomb attack in Peshawar in the restive North West Frontier Province on Friday last killing 14 people.

Asked if Talibans' threat to carry out attacks on India was a cause of concern, Antony said, "We are always prepared to meet any challenge to our territorial integrity and national security from any quarter. Our security forces are keeping eternal vigilance".

Replying to a query on Coastguard and Navy's joint operation 'Raksha', he said, "We learnt a lot of lessons from 26/11 last year. After that, now there is a coordinated effort for coastal security and Indian Navy and Coastguard are taking serious steps.Government is also giving all out support to strengthen them".

On the possibility of involvement of Pakistan based terror groups in yesterday's blast in Iran, Antony said, "I cannot say anything off hand. But the thing is that terrorism is spreading. It is the real menace to the world. Terrorism is a reality. Fight against terrorism is a common challenge to all peace leaving nations and communities".

Pranab to launch NSDC on Tuesday

New Delhi: Finance Minister Pranab Mukherjee will launch the National Skill Development Corp, a joint venture of Government and industrial associations for developing skilled workers, on Tuesday.

"Skill gaps are evident in 20 high-growth industry sectors and the unorganised sector. The National Skill Development Corp (NSDC) will foster private sector industries to encourage skill training," an official release said.

The NSDC, which would be held in the 51:49 ratio by the industry and the Government, will identify areas where support and supplementation would be needed from the Government.

Accordingly, the respective industry association will chalkout the sectoral vision for sectoral skill development initiative.

Besides Finance Ministry, all prominent industry bodies have contributed to the initial capital of this joint venture.

The NSDC is being set up under the Centre's 11th Five-Year Plan, which has set the objective of creating a pool of skilled people in line with the requirement of users such as industry, trade and service sectors.

The Plan document has proposed to launch a Skill Development Mission.

The mission structure consists of the Prime Minister's National Council on Skill Development for apex level policy directions, a National Skill Development Coordination Board, and a National Skill Development Corp.

As part of the private sector initiative, 21 high-growth sectors and services have been identified that have the ability to provide high employment.

Ambani brothers’ gas dispute set for SC date

New Delhi: Two of the top corporate houses headed by estranged industrialist brothers Mukesh and Anil Ambani are set for a showdown in the Supreme Court, which will commence hearing on their gas supply dispute tomorrow.

Meanwhile, Justice R V Raveendran has replaced Justice B S Chauhan on the three-member bench of the Supreme Court that will begin hearing tomorrow. The other two members on the bench are Chief Justice K G Balakrishnan and Justice P Sathasivam.

The fight relates to supply of gas to Anil Ambani group’s Reliance Natural Resources Ltd (RNRL) from D6 block in Krishna-Godavari eastern offshore fields of elder sibling Mukesh-led Reliance Industries (RIL).

Days before the beginning of hearing in Supreme Court, Anil Ambani also made a surprise truce offer to resolve the dispute cordially, but Mukesh Ambani questioned its sincerity without rejecting the proposal.

In a public statement on October 11, Anil said all the disagreements could be resolved within weeks, but RIL questioned the sincerity of the offer made “through the public domain” and said Anil could have easily contacted his elder brother directly.

RIL also asked Anil to demonstrate the bonafide of his intentions behind the latest overture, adding it “welcomes this positive indicator and will not be found wanting in responding to them constructively.” While RNRL is seeking supply of natural gas at a previously agreed price of USD 2.34 per mmBtu, RIL contends that it cannot do so as the government approved the rate for the gas at USD 4.2 per mmBtu and it would not make profit at a price committed in 2005.

Centre planning to establish 10,000 ITIs

Hyderabad: The Central Government is planning to establish 10,000 Industrial Training Institutes (ITIs) in rural areas across the country for imparting technical training to the rural youth.

Union Minister of State for Planning V Narayanasamy announced this while inaugurating the first national convention of rural institutes, organized by the National Council of Rural Institutes.

"We have opened the flood gates for foreign investment in the education sector. Our thrust is on expanding the educational infrastructure in the rural areas by opening more institutes and universities," the minister said.

He said plans were afoot to set up one rural university in each backward and tribal clusters across the country. Besides, 25,000 schools would also be set up in rural areas under the Public-Private Partnership mode.

The ambitious Bharat Nirman programme launched by the Government of India with an outlay of Rs one-lakh-crore has helped in containing migration of rural people to urban areas to a certain extent what with creation of better infrastructure facilities in villages, he added.

"With emphasis on rural education and health care apart from infrastructure development, people in rural areas could feel better off. We can stop migration through such efforts," Narayanasamy pointed out.

Younis remains Pak captain as PCB rejects resignation

Islamabad: Pakistan Cricket Board chairman Ijaz Butt has rejected Younis Khan's resignation and expects the veteran batsman to remain captain until the 2011 World Cup.

Khan offered his resignation last week amid match-fixing allegations that have been widely rejected as untrue. Butt said Monday that he had not accepted the resignation and that if Khan remains fit, he would lead the Pakistan team at the next World Cup.

"He will continue as captain until the World Cup in 2011, if he stays fit," Butt said.

A disgruntled Khan quit soon after appearing before a parliamentary committee on sports which cleared the Pakistan team of match-fixing charges in the Champions Trophy.

Khan was angered by the taint of match-fixing allegations which first surfaced in the Indian media soon after Pakistan lost a Champions Trophy match against Australia.

Butt said there was no reason to accept Khan's resignation as he had steered his team to victory in the Twenty20 World Cup in England, defeated India in a Champions Trophy group match and also qualified for the semifinals of the tournament in South Africa.

"With so many performances this year do you think he should be changed?" Butt asked reporters.

The PCB chief said had he been in Khan's place, he too would have resigned after the allegations surfaced when Pakistan lost the last group game against Australia and later the semifinal against New Zealand.

"He reacted after so many things happened and I would have done the same had I been in his place," Butt said.

Somdev achieves career best ranking of 124

New Delhi: Despite a second round loss at the Tashkent Challenger, Somdev Devvarman jumped seven places to achieve his career best singles ranking of 124 in the latest ATP list, issued on Monday.

Meanwhile, impressive teenager Yuki Bhambri lost a place to stand 347. There was no change in the raking of Mahesh Bhupathi (6) and Leander Paes (8) in the doubles list. In the women's singles ranking, Sania Mirza improved her singles ranking by three places and by two spots in the doubles.

After a good run at the Japan Open, where she made semifinals, Sania stands at 58 in the singles and 36th in the doubles list. Sania beat Shahar Peer and Marion Bartoli en route to the semifinal where she lost to Francesca Schiavone.

Panaji: Two persons belonging to a religious group were detained on Saturday in connection with the explosion in Margao town in Goa in which two members of the outfit were killed.

Police were probing the links of right-wing group Sanatan Saunstha with the blast that took place at 9.30 pm on Friday night when explosives kept in a scooter went off on a busy street in Margao, 30 kms from Panaji. Police claimed the outfit is allegedly linked to Malegaon blast accused and right-wing activist Sadhvi Pragya Singh.

Home Minister Ravi Naik said the explosives may have got triggered before being planted at a designated spot.

Police raided Sanatan Saunstha headquarters at Ramnathi in Ponda town, 20 kms from Margao, following the blast. "Two people owing their allegiance to Saunstha have been detained for further interrogation," said Naik.

A person named Melgunda Patil, hailing from Maharashtra, was killed in the blast last night while another, Yogesh Naik, succumbed to his injuries this morning, hospital sources said.

Police said both belonged to the Saunstha and were riding the scooter. "The scooter which was carrying the explosives belongs to Saunstha's disciple Nishad Bakle," Naik said. Within half an hour of Friday's explosion, bomb disposal squad detected and defused another bomb with an electric circuit, a clock, four gelatin sticks and a detonator at Sancoale, 20 kms from the blast site.

Margao town was abuzz with people last night as it hosted 'Narakasur' effigy competition in the heart of the town, which is a tradition on the eve of Diwali. The blast took place only a few metres away from the competition venue.

J&K cricketer held for 'RDX' in bag

BANGALORE: The Chinnaswamy Stadium in Bangalore was primed for some explosive Diwali action with four teams, inluding two from Australia and South Africa, set to clash in the T20 Champions League on Saturday evening. But the ‘fireworks’ started at dawn with RDX traces being detected in the kit bag of a player of the under-22 Jammu and Kashmir cricket team staying on the stadium premises.

The player was detained, triggering a terror scare that put a cloud over the Champions League. He was later released for lack of evidence.

After the stadium was sanitised and Bangalore police commissioner Shankar Bidari was satisfied that all was well, he got down to the task of convincing the foreign teams that the game could go on. Victoria Bushrangers (Australia) and Cape Cobras (South Africa) were initially reluctant, but finally made their way from the team hotel and reached the stadium at 5.40 pm for a curtailed match that started nearly two hours late. The second match(RCB vs Delhi Daredevils) at the same venue also started late thanks to the domino effect.

The Cobras arrived without Herschelle Gibbs, who had conveyed to the team that he would not be able to give his best under such circumstances. "It was a really a difficult situation as there were lots of reports flying around. As for Gibbs, we as a team respected the decision. If you are not comfortable, there is no use playing. I am really proud about how the guys turned up today and were able to focus quickly," said captain Andrew Puttick.

The drama at the stadium started early morning when the private agency tasked with security at the stadium reported that a detector was beeping, indicating the presence of explosives within 300 metres. Alerted, the Karnataka anti-terrorism squad moved into the stadium at 6.30 am and narrowed their search to the rooms in the Karnataka State Cricket Association Club House on the eastern side of the stadium, where on Friday night the J&K under-22 team had checked in.

They are here to take on Karnataka on October 21 in the Col C K Nayudu tournament.

During the search, the cops were led by sniffer dogs to room 105, occupied by Pervez Rasool and Mehrajuddin. One of the three detectors went off in the room and the cops zeroed in Rasool’s kit bag, which they suspected had traces of explosives. Immediately Rasool was taken in for questioning. Mehrajuddin was asked to accompany him.

After questioning, Rasool was released in the evening, but the incident drew angry protests from the J&K cricket association. Terming the incident as "shocking and unfortunate", it sought an apology from the Bangalore police.

The J&K team manager Bilal said 21-year-old Rasool, a resident of Brijbehara in south Kashmir, was the leading all-rounder for the state at the junior level and had been picked for the Ranji Trophy squad. He said the state cricket association president Farooq Abdullah, also a Union minister, had been informed and he was looking into the matter.

Furious J&K cricket association secretary Saleem Khan accused the police of harassment. "I don’t think they (the players) have any (terror) links. They have been playing for the last 4-5 seasons. They have been going to all states of the country. We are in touch with the team but the harassment is hundred percent. The police are harassing them to leave the stadium," he said.

Khan was echoed by team manager Bilal. "The police told us to sit downstairs and even asked us to vacate the club house. This is the first time that we are facing such a thing. When Mumbai or Karnataka come to play in J&K, do we give them a similar treatment? We are very upset over the entire incident. All the boys are mentally disturbed. We think that since our players come from the troubled state of Jammu and Kashmir, we are being treated in this fashion," he said.

The seized cricket kit bag has been sent to the Forensic Science Laboratory here and a report on what exactly the substance was is awaited. Police sources said they suspect that the bag had at some point of time been used to carry explosives.

Police and security experts have checked the stadium twice, as well as the suspicious bag, but nothing of concern has been found."

3 Indian-origin men in UK jailed for raping kin

LONDON: Three Indian-origin men, residents of Cardiff, who repeatedly raped a woman in their family for several years have been convicted and sentenced to long years in prison.

The three persons sentenced by the Cardiff Crown Court are the 27-year-old victim's step-father, step-uncle and brother-in-law. The step-uncle and step-father are illegal immigrants, and will deported at the end of their sentences.

The 55-year-old step-uncle, and 50-year-old step-father were jailed with minimum recommended terms of 20 and 15 years respectively, while her 27-year-old brother-in-law was jailed for 12 years.

The step-uncle admitted before the court that he was the father of the child conceived when the victim was 14 years old. He was convicted of seven counts of rape, three of indecency with a child, and one of indecent assault.

During the hearing, the court was told that the victim's ordeal began at the age of five when she was raped by her step-uncle. She became pregnant at 14, but was locked in a wardrobe so that visitors would not see her condition.

Prosecuting lawyer Marion Lewis told: "The girl was already seven months pregnant when she first saw a doctor about her condition. When the baby was born, the girl's parents told friends and neighbours it was their own, before flying their daughter to India for an arranged marriage."

Judge Patrick Curran told the step-uncle: "Not content with your own sexual abuse on her, you encouraged the others to treat her like an unpaid and unwilling prostitute. You all then involved yourselves in a group rape on her."

The judge said the continued presence of the two older men in the UK was "detrimental to public interest."

The prosecuting lawyer said the girl was frightened and also believed her mother knew what was going on.

"When aged 14 and still a pupil at school, her stomach was expanding and a scan revealed she was seven months pregnant," Lewis said.

"Her mother beat her all over her body apart from the face with a curtain pole. She was hidden, sometimes in a wardrobe and visitors were told she'd gone back to India."

The victim later told the jury that her mother beat her when it was found out that she was seven months pregnant. She said her mother had not believed her when she had tried to tell her that she was pregnant by a member of her own family.

"When she went to the doctors, checked me out, she realised I was seven months pregnant, she still didn't believe me. She hit me with a rod and stuff like that so she never believed me".

"She always said to me 'they can't do that to you, they're your family, they can't do it' but unfortunately they did," the victim said.

The step-uncle admitted in court he was the father of her child, but told the jury he had not found out until much later once DNA tests were carried out.

After the sentence was pronounced yesterday, detective inspector Chris Mullane of South Wales Police said the victim had been "extremely courageous" in approaching the police.

Three Indian students thrashed, robbed in Australia

MELBOURNE: In the backdrop of racial attacks against Indians, three students of the community were bashed and robbed when they were returning home at night.

The latest incident took place on Thursday night at around 10.30 pm (local time) when the victims were on their way home from Sunshine station along Anderson road, The Age reported.

Three to four persons approached the victims from behind near Derby Road Reserve demanding their wallets and cellphones, the police said in the report.

One of the victims a 26-year-old student from Sunshine handed over his wallets and mobile phone and escaped from the spot, the report said.

While the other two students aged 24 and 27 were thrashed by the offenders who also stole their cellphones.

The 24-year-old man received head injuries in the attack and the 27-year-old man suffered soreness to his upper body, the report said.

Google Q3 profits jump 27 pct to $1.64 bn

New York: Internet search engine giant Google has reported a 27 per cent growth in net income at USD 1.64 billion for the third quarter on the back of higher advertising revenues.

The company had a net income of USD 1.29 billion in July-September last year, Google said in a statement.

Google registered revenues of USD 5.94 billion for the quarter under review, an increase of 7 per cent over that in the third quarter of 2008.

"Google had a strong quarter -- we saw seven per cent year-over-year revenue growth despite the tough economic conditions. While there is a lot of uncertainty about the pace of economic recovery, we believe the worst of the recession is behind us and now feel confident about investing heavily in our future," Google CEO Eric Schmidt said.

Google-owned sites contributed 67 per cent to the total revenues, generating USD 3.96 billion in the third quarter against USD 3.67 billion in the same period last fiscal.

The company's partner sites generated revenues, through AdSense programmes, of USD 1.80 billion in the third quarter, a 7 per cent increase same period last year.

Google reports its revenues, consistent with GAAP, on a gross basis without deducting traffic acquisition costs (TAC).

In the third quarter of 2009, TAC totaled USD 1.56 billion, or 27 per cent of advertising revenues.

Govt not to hike oil prices despite surge in global rates

New Delhi: The government is not considering revising petrol and diesel prices despite a sharp rise in oil rates in international markets, as the devaluation of dollar against rupee has helped neutralise the global impact.

"The situation is not worrisome now," Petroleum Minister Murli Deora said when asked to comment on the crude oil prices jumping to USD 78 per barrel.

"There is no distress situation as the strengthening of the rupee against the dollar has helped us... the dollar has devalued (against the rupee) by about 10 per cent," he said.

The dollar devaluation has seen revenue loss incurred by state-run oil firms on fuel sales trimming to about Rs 96 crore per day from Rs 124 crore a day in the first half of October.

Indian Oil Corp (IOC) Chairman Sarthak Behuria said the oil companies were "comfortable" at the current level of oil prices and rupee-dollar rate.

"We can sustain these rates," he said. IOC has seen its projected losses on fuel sales this fiscal coming down to Rs 19,790 crore from Rs 21,825 crore estimated earlier.

The company and its sister PSUs -- HPCL and BPCL, which have been barred by the government from revising fuel prices to keep inflation under check -- have almost broken even on diesel, on which they incur loss of Rs 0.07 per litre. They lose Rs 0.83 a litre on petrol.

On domestic LPG, these companies lose Rs 204.51 per 14.2-kg cylinder and Rs 16.14 on every litre of kerosene.

"We were till last month losing about Rs 52 crore per day on selling petrol, diesel, domestic LPG and kerosene," Behuria said.

Bangalore face Daredevils in the clash of IPL sides

Bangalore: Royal Challengers Bangalore will have to play out of their skins for a win while Delhi Daredevils would look to shrug off their inconsistent form when the two Indian sides lock horn in a potential high-voltage League B match of the Champions League Twenty20 in Bangalore on Saturday.

In a match which would see several cricketing stars in action, the Royal Challengers, who were thumped by Victorian Bushrangers in the League B opener yesterday, just cannot afford to lose tomorrow as that would confirm their ouster.

The Bangalore squad looked well-balanced on paper with world-class batsmen and bowlers in their ranks but they have not been able to put their act together in the tournament so far, having won just one game out of four.

Any side which has Robin Uthappa, Jacques Kallis, Rahul Dravid, Ross Taylor, Virat Kohli, Manish Pandey and Mark Boucher would be a formidable batting unit but they have not fired in unison in the two out of four matches.

In the bowling front also, Bangalore boasts of Anil Kumble, Kallis, Dale Steyn, Roelof van der Merwe and Praveen Kumar but here again, except for Kallis, none has been consistent.

Bangalore need an inspired performance from Kumble on Saturday against the likes of his former India teammates Virender Sehwag and Gautam Gambhir.

Incidentally, Delhi Daredevils has a similar concern with its batting.

Their key player Tillakaratne Dilshan is struggling and more importantly, the burden of captaincy seems to have bogged down Gautam Gambhir.

Only Sehwag seems to be enjoying his game, while consistency eludes Dinesh Karthik.

Eyeing final-four berth, Victoria to take on Cobras

Bangalore: Virtually through to semi-final after a comprehensive win over Royal Challengers Bangalore, Victoria Bushrangers would strive to consolidate their position when they take on Cape Cobras in a Champions League match in Banaglore on Saturday.

Victoria put up an all-round performance to overcome the Bangalore team by seven wickets yesterday and would confirm their berth in the final-four stage if they defeat the South Africans in the league B encounter.

On other hand, Cobras who have entered second round as the Group C topper after beating both the Royal Challengers and Otago Volts, would like to maintain their victorious journey in the 12-team event.

Skipper Andrew Puttick, who has cracked a century and figuring second in the list of highest run getters in the USD six million tournament, would be the mainstay of Cobras' batting order.

But the captain would also rely heavily on the likes of middle-order batsman J P Duminy and experienced Herchelle Gibbs for some timely contributions in Saturday's match.

Duminy had scored an aggressive 52-ball 99 in his side's five-wicket victory over Royal Challengers in the tournament opener, while skipper Puttick had left Otago stunned with his breezy 62-ball 104 on Saturday.

5 terror attacks in Pak in a day, 39 dead

LAHORE: Teams of gunmen attacked three law enforcement facilities across the eastern city of Lahore on Thursday, paralyzing Pakistan's cultural capital, while a car bomb devastated a northwest police station, killing a total of 39 people in an escalating wave of terror in this nuclear-armed US ally.

Another bombing in the northwestern city of Peshawar later in the day wounded five people, further rattling the country.

The bloodshed, aimed at scuttling a planned offensive into the militant heartland along the Afghan border, highlights the militants' ability to carry out sophisticated strikes on heavily fortified facilities and exposes the failure of the intelligence agencies to adequately infiltrate the extremist cells.

No group immediately claimed responsibility, though suspicion fell on the Pakistani Taliban who have claimed other recent strikes. The attacks Thursday also were the latest to underscore the growing threat to Punjab, the province next to India where the Taliban are believed to have made inroads and linked up with local insurgent outfits.

President Asif Ali Zardari said the bloodshed that has engulfed the nation over the past 11 days would not deter the government from its mission to eliminate the violent extremists, according to a statement on the state-run news agency.

``The enemy has started a guerrilla war,'' Interior Minister Rehman Malik said. ``The whole nation should be united against these handful of terrorists, and God willing we will defeat them.''

The wave of violence practically shut down daily life in Lahore. All government offices were ordered shut, the roads were nearly empty, major markets did not open and stores that had been open pulled down their shutters.

The assaults began just after 9 a.m. when a group of gunmen attacked a building housing the Federal Investigation Agency, a law enforcement branch that deals with matters ranging from immigration to terrorism.

``We are under attack,'' said Mohammad Riaz, an FIA employee reached inside the building via phone by The Associated Press during the assault. ``I can see two people hit, but I do not know who they are.''

The attack lasted about 1 1/2 hours and ended with the death of two attackers, four government employees and a bystander, senior government official Sajjad Bhutta said. Senior police official Chaudhry Shafiq said one of the dead wore a jacket bearing explosives.

Soon after, a second band of gunman raided a police training school in Manawan on the outskirts of the city in a brief attack that killed nine police officers and four militants, according to police and hospital officials. One of the gunmen was killed by police at the compound and the other three blew themselves up.

The facility was hit earlier this year in an attack that sparked an eight-hour standoff with the army that left 12 people dead.

A third team of at least eight gunmen scaled the back wall of an elite police commando training center not far from the airport and attacked the facility, Lahore police chief Pervez Rathore said.

A family barricaded itself in a room in a house, while the attackers stood on the roof, shooting at security forces and throwing grenades, said Lt. Gen. Shafqat Ahmad, the top military official in Lahore.

Two attackers were slain in the gunbattle and three blew themselves up, he said. One police nursing assistant and a civilian also died in the attack, he said.

Television footage showed helicopters in the air over one of the police facilities and paramilitary forces with rifles and bulletproof vests taking cover behind trees outside a wall surrounding the compound. Rana Sanaullah, provincial law minister of Punjab province, said police were trying to take some of the attackers alive so they could get information from them about their militant networks.

Officials have warned that Taliban fighters close to the border are increasingly joining forces with Punjabi militants spread out across the country and foreign al-Qaida operatives, dramatically increasing the dangers to Pakistan. Punjab is Pakistan's most populous and powerful province, and the Taliban claimed recently that they were activating cells there and elsewhere in the country for assaults.

An official at the provincial Punjab government's main intelligence agency said they had precise information about expected attacks on security targets and alerted police this week, but the assailants still managed to strike. The official spoke on condition of anonymity because he was not authorized to comment on the situation.

Despite their reach and influence, the nation's feared spy agencies have failed to stop the bloody attacks plaguing the country.

Kamran Bokhari, an analyst with Stratfor, a US-based global intelligence firm, said Pakistan needed to penetrate more militant groups and intercept conversations to prevent attacks, but the task was complicated in a country so big and populous.

``The militants are able to exploit certain things on the ground, like the anti-American sentiment, which is not just in society — it's also in the military,'' he added.

In the Taliban-riddled northwest, meanwhile, a suicide car bomb exploded next to a police station in the Saddar area of Kohat, collapsing half the building and killing 11 people — three police officers and eight civilians — Kohat police chief Abdullah Khan said.

Early Thursday evening, a bomb planted in a car outside a home in the Gulshan Rehman area of Peshawar city exploded, city police chief Ijaz Khan said. A nearby school was closed at the time. Local police official Aalam Sher said five wounded people were hospitalized.

Footage shown on local TV showed people who appeared to be teenagers being put into ambulances. The damaged vehicle was flipped on its side and jutted out of what appeared to be a garage. Piles of bricks littered the nearby roads.

The US has encouraged Pakistan to take strong action against insurgents who are using its soil as a base for attacks in Afghanistan, where US troops are bogged down in an increasingly difficult war. It has carried out a slew of its own missile strikes in Pakistan's lawless tribal belt over the past year, killing several top militants including Pakistani Taliban chief Baitullah Mehsud.

One suspected US missile strike killed four people overnight Thursday when it hit a compound in an area in North Waziristan tribal region where members of the militant network led by Jalaluddin Haqqani are believed to operate, two intelligence officials said. They spoke on condition of anonymity because they were not authorized to speak to the media.

Pakistan formally protests the missile strikes as violations of its sovereignty, but many analysts believe it has a secret deal with the US allowing them.

The militants have claimed credit for a wave of attacks that began with an October 5 strike on the UN food agency in Islamabad and included a siege of the army's headquarters in the garrison city of Rawalpindi that left 23 people dead.

The Taliban have warned Pakistan to stop pursuing them in military operations.

The Pakistani army has given no time frame for its expected offensive in South Waziristan tribal region, but has reportedly already sent two divisions totaling 28,000 men and blockaded the area.

Fearing the looming offensive, about 200,000 people have fled South Waziristan since August, moving in with relatives or renting homes in the Tank and Dera Ismail Khan areas, a local government official said, speaking on condition of anonymity because he was not authorized to talk to the media.

Taliban chief threatens to dispatch militants to fight India

ISLAMABAD: As his militants wrought havoc in the country by a series of attacks and suicide blasts, Pakistani Taliban chief Hakimullah Mehsud has threatened to dispatch terrorists to fight India, once an Islamic state had been created in Pakistan.

"We want an Islamic state. If we get that, then we will go to the borders and help fight the Indians," Hakimullah said in footage aired by Britain's Sky News channel.

The channel said it recently acquired the footage of Hakimullah, who claimed responsibility for several attacks across Pakistan over the past week, including a terrorist assault on the Army's General Headquarters in the garrison city of Rawalpindi over the weekend.

"We are fighting the (Pakistani) military, police and militia because they are following American orders. If they stop following their orders, we will stop fighting them," said Hakimullah, in what was seen as desperate last minute efforts to stop Pakistan army's offensive into his group's stronghold of Waziristan.

Hakimullah was named the new chief of the Tehrik-e-Taliban Pakistan after his predecessor Baitullah Mehsud was killed in a US drone attack in Waziristan in August.

India, Russia to launch fifth generation fighter jets

Moscow: India and Russia will launch the joint fifth generation fighters by year end and have agreed to collaborate to develop heavy lift cargo helicopters and futuristic infantry combat vehicles.

The path for more hi-tech defence collaboration between Moscow and New Delhi was paved with the signing of the joint defence protocol by Defence Minister AK Antony and his Russian counterpart Anatoly Serdyukov.

The protocol extends military interaction between the two countries till 2020 and this is expected to make the path clear for inking more major defence joint ventures during the upcoming visit of Prime Minister Manmohan Singh in early December.

The protocol was signed here at the end of 9th session of India-Russia Intergovernmental Commission on military-technical cooperation (IRIGC-MTC) after assurances

from Moscow that all pending issues like the delivery of aircraft carrier Gorshkov and nuclear submarine Nerpa would be resolved at the earliest.

The protocol provides for completion of formalities by the year end to launch the joint designing, development and production of fifth generation fighter aircraft project.

Besides the development of a state-of-the-art multi-role transport aircraft (MTA) through a joint venture along the lines of highly successful BrahMos JV, India and Russia have also agreed to jointly develop a heavy lift cargo helicopter and futuristic Infantry Combat Vehicle (ICV).

A joint statement released after the meeting said that India and Russia will collaborate in up-gradation of IAF's main strike fighter Su-30MKI, the older Mig-27 and T-72M1 battle tanks.

It said that the two sides had also worked out the production in India of Main Battle Tanks (MBT) T-90S with full technology transfer.

Centre is unanimous on dealing with Maoists: Rahul

Ranchi: In the backdrop of a spurt in Naxal violence, Congress leader Rahul Gandhi said on Thursday that there was complete unanimity at the Centre over dealing with Maoist menace and accused non-Congress ruled Orissa and Chhattisgarh of failing to reach out to the people to check the problem.

"There is complete unanimity as far as the government is concerned on Naxalism. State governments should reach out to the people to combat it but governments like Chhattisgarh and Orissa are not doing so," Gandhi told a press conference in Ranchi.

Replying to a question on increase in Naxal violence, he said that except for some pockets the overall law and order situation in the country was good. The advent of sophisticated weaponry, he said, was responsible for violence all over the world.

Gandhi also launched a fresh attack on Uttar Pradesh Chief Minister Mayawati alleging she was opposed to NREGA which was "the best scheme that benefited crores of people".

"The UP CM is not interested in NREGA and has termed it not good. We can't do much if state governments do not implement the programmes," he said.

"If state governments implement NREGA it functions smoothly. If state governments don't, then there is corruption," Gandhi said when told about corruption in the programme.

He said there were "two Hindustans --- one with basic amenities and opportunities while the other poverty-stricken" and Congress' effort was to connect the so that all people prospered.

New Delhi: Keen on unlocking value of public sector enterprises, Prime Minister Manmohan Singh on Thursday said the government was encouraging them to raise resources by listing on the stock exchanges.

"The government is encouraging the listing of Public Sector Enterprises (PSEs), as this unlocks the true value of a company, improves its corporate governance standards and also helps it in raising resources for funding future expansion plans," he said at an award function for the PSEs here.

Singh said several PSEs have got their shares listed on the markets in the last two years and many more want to do so.

"This shows they are not shying away from market scrutiny and are ready to face new challenges," he said at a function organised by the Standing Conference of Public Sector Enterprises (SCOPE).

Since the UPA came to office for the second term this May, two public sector companies -- NHPC and Oil India – have listed on the bourses. More are in the pipeline. Forty-three PSEs account for 24 per cent of Bombay Stock Exchange's market cap of Rs 58 lakh crore.

Of the top 10 listed companies on BSE, five belong to the public sector. "More and more PSEs are entering capital market and are striving to become global players," he said.

Lauding the role of these units in the economy, he said India weathered the global slowdown better than most other countries. "This is a reflection of the strengths of Indian economy..." he said.

Cognizant acquires UBS India's BPO unit

New Delhi: Nasdaq-listed IT company Cognizant said it has entered into a definitive agreement with the UBS Group for acquiring the latter's Hyderabad-based BPO unit.

The company did not divulge any financial detail.

According to sources, the deal is valued at USD 72-75 million (around Rs 340 crore).

As part of the transaction, financial services provider UBS and Cognizant have entered into a multi-year services pact, under which Cognizant will provide business process outsourcing (BPO), knowledge process outsourcing (KPO), IT and remote infrastructure management services to UBS divisions globally, Cognizant said in a statement.

The UBS unit, called UBS India Service Centre (UBS ISC), employs about 2,000 associates, who would now be a part of Cognizant, it added.

UBS ISC's capabilities in wealth management, investment banking, asset management, research, and remote IT infrastructure management will help Cognizant strengthen its BPO and KPO capabilities, financial services domain knowledge and as well provide integrated services across consulting, technology, and outsourcing, it said.

"This acquisition extends our leadership position in financial services," Cognizant CEO Francisco D’Souza said.

Subject to the satisfaction of certain closing conditions, the transaction is expected to close around the end of 2009, the statement said.

Nokia reports Q3 loss of 559 mn euros

Helsinki/New Delhi: Hit by hefty impairment charges and declining sales, Finnish mobile phone maker Nokia Corp plunged into a loss of 559 million euros in third quarter of this year.

In the year-ago period, the company had a net profit of 1.08 billion euros, Nokia said in a statement.

The company's net sales decreased to 9.81 billion euros in third quarter of 2009 from 12.23 billion euros in the same period last fiscal.

Nokia Siemens Networks, a 50:50 joint venture of Nokia Corp and German Siemens AG, had suffered non-cash asset impairment charges of 908 million euros and 29 million euros for restructuring and other one time charges.

The JV firm registered net sales of 2.8 billion euros, down 21 per cent from the same period last year and also witnessed a 14 per cent decline from the second quarter.

"The demand for mobile devices improved in many markets during Q3. With the average selling price of our devices holding firm quarter-on-quarter, our higher device volumes translated into increased net sales in our devices & services business.”

"Our volumes and net sales were, however, somewhat constrained by component shortages we encountered across the portfolio. Challenging competitive factors and market conditions in the infrastructure and related services business necessitated non-cash impairment charges at Nokia Siemens Networks," Nokia CEO Olli-Pekka Kallasvuo said.

BCCI sacks Team India coaches

NEW DELHI: Indian team's bowling coach Venkatesh Prasad and fielding coach Robin Singh were on Thursday sacked by the BCCI, which did not give any reasons for the unceremonious dumping.

"The BCCI has decided to discontinue the services of bowling coach Mr Venkatesh Prasad and fielding coach Mr Robin Singh with immediate effect," said a brief statement from Board secretary N Srinivasan.

Although the Board's decision to sack them came as a surprise, both Prasad and Singh were under the scanner after India's dismal show in the Twenty20 World Cup and last month's Champions Trophy.

Top Indian bowlers like Ishant Sharma and RP Singh have struggled for form for long spells with the latter being dropped from the ODI squad for the seven-match ODI series against Australia on Thursday.

Even a proven match-winner like off-spinner Harbhajan Singh was struggling in the Champions Trophy.

Despite being a top-notch fielder in his own playing days, Singh hasn't managed to raise the team's standard since taking over.

Barring exceptions like Yuvraj Singh, Indian players have been quite ordinary, inviting open criticism from captain Mahendra Singh Dhoni on several occasions.

Several former players have also questioned Prasad and Singh's contribution to the team's cause, saying the standard has remained as bad as it was before their appointment.

The duo was appointed after India's 2007 One-day World Cup debacle and didn't have any contract with the Board.

Prasad, a right-arm seamer who claimed 96 Test and 196 One-day wickets, said he had not been informed of his sudden removal.

"But if this is true, I am deeply disappointed and hurt," he said. "I have no doubt that I have done my job for the Indian team to the best of my abilities.

"I will try to contact the Indian board and find out what I did wrong that has led them to take this decision."

Singh, who scored 2,336 runs and claimed 69 wickets in 131 ODIs, had recently been appointed coach of Sachin Tendulkar's Mumbai Indians team in the Indian Premier League.

Sehwag, Yuvraj back for Oz series, Dravid axed

Chennai: Seasoned batsman Rahul Dravid's one-day future was thrown into uncertainty after he was dropped from India's 15-member squad for the first two ODIs of a seven-match series against Australia starting October 25.

The 36-year-old Dravid, who made a comeback to the one-day fold recently in the September tri-series in Sri Lanka and the ensuing Champions Trophy in South Africa, failed to find favour with the selectors despite a decent show since returning, scoring 180 runs from five matches at an average of 36.

The dashing duo of Virender Sehwag and Yuvraj Singh returned to the side after recovering from their respective injuries that forced them out of the Champions Trophy.

Rookie Uttar Pradesh pacer Sudeep Tyagi was the lone new face while another fast bowler Munaf Patel and young all-rounder Ravindra Jadeja made a comeback to the squad announced by the BCCI after a selection panel meeting here.

In an apparent fallout of India's Champions Trophy debacle, out of form all-rounder Yusuf Pathan and pacer RP Singh were dropped from the squad. Wicket-keeper batsman Dinesh Karthik and young all-rounder Abhishek Nayar were also left out.

The return of the experienced Yuvraj and Sehwag prompted the selectors to leave out Dravid as it would have been difficult to accommodate the Karnataka right-hander in the middle order.

They instead decided to persist with young right-hander Virat Kohli.

Dravid, a regular in the Test squad, has compiled 10,765 runs in 339 one-dayers at an average of 39.43. The 22-year-old Tyagi, a surprise pick in the team to be led by Mahendra Singh Dhoni, has played 16 first-class match and has taken 57 wickets at an average of 25.73. He has been rewarded for his fine show in the recent Challenger Series in Nagpur, taking three wickets against India Blue in the final.

Govt says Arunachal integral part of India after Chinese protest

BEIJING: China expressed strong dissatisfaction on Tuesday over Prime Minister Manmohan Singh’s weekend visit to Arunachal Pradesh.

Prime Minister Manmohan Singh's trip to Arunachal Pradesh to woo voters ahead of Monday’s assembly elections came despite Beijing's serious concerns, China’s foreign ministry spokesman Ma Zhaoxu said in a statement posted on the ministry's website.

Reacting to China’s statement, foreign minister S M Krishna said, "Well, regardless of what others say it is the Government of India's stated position that Arunachal Pradesh is an integral part of India. We rest at that.”

The ministry also said in a statement that New Delhi was "disappointed and concerned" over Chinese objection to Prime Minister Manmohan Singh's visit to Arunachal Pradesh.

“Arunachal Pradesh is inalienable part of India, and China is aware of this, said external affairs ministry spokesman Vishnu Prakash.

"The Chinese statement does not help the process of ongoing negotiations between the two governments on the boundary question," he said.

Earlier, the statement from China said, "It is strongly dissatisfied with the visit to the disputed region by the Indian leader disregarding China's serious concerns."

``We demand the Indian side address China's serious and just concerns and not trigger disturbances in the disputed region so as to facilitate the healthy development of China-India relations,'' the statement said.

Manmohan Singh had toured and addressed an election rally in Arunachal Pradesh on October 3.

The protest reflects enduring Chinese sensitivities over the mountainous state, which shares a 640-mile (1,030-kilometer) unfenced border with China.

The Asian giants fought a border war in 1962 and the frontier has yet to be settled despite 13 rounds of talks on the issue.

China claims the region as its own territory and has never recognized a British colonial-era border known as the McMahon Line that designated the region as part of India. China also occupies a chunk of territory in Kashmir that India regards as its own.

Most recently, China sought to block part of a loan to India from the Asian Development Bank earmarked for projects in Arunachal Pradesh. Beijing also protested a visit to the region last month by exiled Tibetan leader the Dalai Lama, to no avail.

China's protests and continuing claims have fueled Indian fears of military aggression, prompting calls for New Delhi to reinforce military units on its side of the border.

India says China is illegally occupying 43,180 sq kms of Jammu and Kashmir. On the other hand, China accuses India of possessing some 90,000 sq km of Chinese territory, mostly in Arunachal Pradesh.

China earlier this year had also taken objection to Manmohan Singh's visit to Arunachal Pradesh, and had informally protested. Singh visited Arunachal on January 31 and February 1 this year, a few days after returning from a trip to China.

Singh's reference to the state as "our land of the rising sun" at a public rally was objected to by China.

China apparently saw it as India's assertion of its claim on Arunachal, which it claims is a "disputed territory".

Responding to China's objection, the then external affairs minister Pranab Mukherjee said, "Arunachal is an integral part of our country... Therefore, it is obvious the Prime Minister will visit any part of the country".

66% voter turnout in elections in three states

MUMBAI/CHANDIGARH/ITANAGAR: Moderate to heavy polling was registered in the Assembly elections in Maharashtra, Haryana and Arunachal Pradesh amid sporadic incidents of violence in which a polling agent was killed and Naxals attacked a patrol party and a booth.

Maharashtra registered 60 per cent turnout of voters while Haryana and Arunachal Pradesh saw a much higher polling of 66 per cent and 72 per cent respectively, Chief Election Commissioner Navin Chawla told reporters in New Delhi.

Mumbai, the country's financial hub, and its suburbs saw a turnout of 50 per cent.

A 48-year-old polling agent, Jyoti Ram, was killed in a clash between supporters of Congress nominee Dillu Ram and Independent candidate Kulwant Bazigar in Gulha assembly constituency in Haryana's Kaithal district, police said. He represented Bazigar.

In Maharashtra's Gadchiroli district where 17 policemen were shot dead by the Maoists on October 8, naxalites opened fire at a patrol party near Kasansur in Aheri block shortly before polling commenced. No one was injured, police said, adding security forces did not retaliate.

In another incident, Naxals opened fire at a polling station at Bonde in Korchi taluka of the district. While no one was hurt, additional forces were despatched by an airforce chopper, Manoj Sharma, ASP, Gadchiroli, said.

Over 1.29 lakh state police and central forces were deployed across the state to ensure orderly polling in 288 Assembly seats, DGP (Elections) A N Roy said adding that the incidents did not hamper the polling process.

Union Ministers Sharad Pawar and Vilasrao Deshmukh, industrialist Anil Ambani, Shiv Sena chief Bal Thackeray and cricketer Sachin Tendulkar were among the prominent voters.

Taliban presence in JK imagination of some people: Omar

Srinagar:Dismissing reports of Taliban presence in Jammu and Kashmir, Chief Minister Omar Abdullah on Tuesday said this was only imagination of "some people" and asked them to not spoil the positive atmosphere of the state by making such remarks.

"There have been some comments made about Taliban presence in the state and I wonder where they are. It is time that people should stop imagining about it and misguiding the tourists who want to visit the valley," he said addressing a conference on social and infrastructure development of militancy-hit state.

The Chief Minister said the state has seen a positive atmosphere after a very long time and everyone should try to maintain it.

"We have seen light at the end of a very very long and a very very dark tunnel. Please do not spoil it," he said. Omar said the reports about Taliban presence is being used by travel agents from other states to route tourists away from the valley.

"Even before Kerala became God's own country, Kashmir was heaven on earth. Reports like Taliban presence in Kashmir come in handy for some unscrupulous travel agents outside the state to divert the tourist inflow into the state," he said.

Giving statistics of the improved atmosphere in the state, which has been fighting militancy for the last over two decades, he said the number of such incidents in September 2008 were 708 and in 2009 its 395. He said casualties in 2008 were 147 and till this year, it has been only 70.

Mumbai: Civil Aviation Minister Praful Patel is likely to meet Air India staff unions, including pilots, on Wednesday to discuss rationalisation of incentives and allowances in line with the airline's turnaround plans.

"The Minister (Praful Patel) is likely to hold a meeting with the staff unions from a cross-section of departments on the turnaround plan," sources said.

The proposed meeting comes in the backdrop of the recent five-day long stir by executive pilots after the management suggested up to 50 per cent cuts in their productivity-linked incentive (PLI) and flying allowance.

The proposal was deferred after the employees, including pilots and engineers, vehemently opposed any cut, maintaining that the staffers should not be blamed for Air India's mounting losses.

There are 14 unions in the state-run airline representing engineers, pilots, cabin crew, officers and other employees.

Following the executive pilots' agitation, the government announced the formation of a sub-committee of the Air India Board to examine the issue in totality.

The sub-committee, which comprises Air India Chairman and Managing Director Arvind Jadhav and Joint Secretaries in the Civil Aviation Ministry, EK Bharat Bhushan and Prashant Shukul, would submit its recommendations to the airline's Board.

AIG to sell Taiwan life insurance unit for $2.15 bn

New York: American International Group will be selling its life insurance unit in Taiwan to a consortium of companies for USD 2.15 billion.

Battered by the financial meltdown, AIG had received billions of dollars from the US government last year to tide over the turmoil. The leading insurer has also shed assets worldwide to streamline its operations.

AIG in a statement said it would be selling its 97.57 per cent stake in Taiwan-based Nan Shan Life Insurance Company for USD 2.15 billion.

In this regard, the American insurer has entered into an agreement with a consortium comprising Hong Kong-based Primus Financial Holdings Limited and China Strategic Holdings Limited.

Post acquisition, the consortium led by Primus Financial would maintain the Nan Shan brand, the existing compensation and benefits package for employees, among others.

Further, the current Nan Shan management team would remain in place.

"We are pleased to have found a buyer who shares our confidence in Nan Shan's bright future, and who has pledged to continue Nan Shan's commitment to its policyholders, agents, and employees, as well as to the people of Taiwan," AIG Chief Executive Officer Robert Benmosche said.

Nan Shan serves about four million policyholders and has a network of 24 branches, 450 agency offices and nearly 4,000 employees.

Younus quits captaincy after match-fixing charges

Islamabad:An annoyed Younus Khan quit captaincy of the Pakistan cricket team after being grilled by the National Assembly Standing Committee on Sports, which wanted him to explain the team's performance in the recent Champions Trophy.

The standing committee had asked Pakistan Cricket Board chairman Ejaz Butt, Younus, coach Intikhab Alam and manager Yawar Saeed to explain their defeat against Australia and New Zealand in the Champions Trophy and the Pakistan captain was upset at the grilling.

It was not immediately known whether the Pakistan Cricket Board has accepted his resignation or were persuading him to re-consider his decision. Television reports said that PCB has rejected his resignation.

The hostile parliamentarians raised a number of questions on the team's performance in those two matches in the backdrop of allegations that the cricketers tanked those games.

Younus got so annoyed with the allegations that he tendered his resignation, something he had warned earlier.

Other officials, however, were more restrained in their response and tried to convince the parliamentarians that the players could not be blamed for those defeats since it's all part of the game.

They said it was just not Pakistan's day when they lost those matches.

The standing committee did not look too perturbed with Younus' sudden resignation, which they described as an internal matter of the PCB.

The 31-year-old Younus, who had led Pakistan to Twenty20 World Cup triumph earlier this year, faced harsh criticism after the team crashed out in the semifinal of the Champions Trophy.

A provincial Sports Minister, who happens to be a PCB Governing Council member, raised match-fixing allegations, while others sniffed an Indian conspiracy behind Pakistan's early ouster from the tournament in South Africa.

Wayamba beat Victoria, but misses out on Super8 berth

New Delhi: Wayamba Elevens defeated Victoria Bushrangers by 15 runs in last Group D match of the inaugural Champions League Twenty20 but it was not enough for the Sri Lankan side to progress to the next stage of the event as they missed out on net run-rate.

After posting a paltry 118 for nine on the board, Wayamba needed to restrict Victoria under 83 to qualify for the next stage, but they failed to do so, thereby losing out a Super Eight spot to Delhi Daredevils and the Australian side.

Daredevils will now play their first league match in Bangalore on Saturday, and will return to the home turf to round off their league outing.

Brad Hodge top-scored for Victoria in their wayward run-chase with unbeaten 44 off 52 balls, while Andrew McDonald remained not out on 27 off 16 deliveries.

For Wayamba, Chanaka Welegedara was pick of the bowlers, scalping two wickets for 18 from his four overs.

Earlier, Shane Harwood (3/14) ripped apart the Wayamba Elevens batting line up while Clint MCKay (2/24) and Andrew McDonald (2/19) complemented him ably to restrict Wayamba to a paltry 118 for nine.

Jeevantha Kulatunga (42 off 39 balls) and Michael Vandort (42 off 44) were the lone bright spot in the Wayamba batting chart with the duo sharing 81 runs for second wicket but still could not manage to guide the Sri Lankan side total past 120 mark.

Defending the modest total, Chanaka Welegedara gave Wayamba a dream start, getting the vital wicket of Rob Quiney with Victoria yet to open their account.
