Media hype on Chinese incursions could create problems: NSA

NEW DELHI: Seeking to downplay recent incursions by Chinese Army along the Line of Actual Control, National Security Advisor M K Narayanan on Saturday cautioned that media "hype" could lead to "unwarranted incident or accident" that could create problems with the neighbour.

He acknowledged that incursions were taking place but said there was "hardly any increase" in these activities and situation was not "alarming".

The NSA disagreed that China was trying to put pressure saying "India of 2009 is not (India) of 1962" and said both nations are keen to maintain peace and tranquillity at the border.

"In terms of number of incursions, there has been hardly any increase. Occasionally inroads are a little deeper than what it might have been in the past. I don't think so that there is anything alarming about it. I think we have a good understanding about the whole issue," Narayanan said to a news channel.

"I really am unable to explain why there is being so much media hype on this question," he said.

Asked if over reaction by media could create problems, he replied in the affirmative and said, "I have been through 1962. I was aware of the problem then.... What we need to be careful of is that we don't have an unwarranted incident or an accident of some kind.

"That's what we are trying to avoid. But there is always concern (that) if this thing (media hype) goes on like this someone somewhere might lose his cool and something might go wrong."

Won’t allow Pak soil to be used for launching terror attacks: Zardari

London:President Asif Ali Zardari has declared Pakistan's determination to not allow anyone to use its territory against a third nation against the backdrop of mounting international pressure on his country to dismantle terror infrastructure blamed for attacks on India.

Zardari also raised the Kashmir issue saying meaningful progress towards resolution of the "dispute" is necessary for the durable peace and stability in South Asia and wanted the revival of composite Indo-Pak dialogue.

In his wide ranging address and discourse with British intelligentsia gathered at London's International Institute of Strategic Studies (IISS) on Friday, Zardari said terrorist attacks were also directed against Pakistan's peace process with India.

Zardari, who also answered questions, said the non-state actors and supporters of dictatorship have vested interest in fanning conflict in the region.

Extremists and militants who challenge the state and our ideology wherever they may be in Pakistan will be chased and eliminated, the President said.

Reinforcing this commitment to end militancy, the President said, "Let me assure you that we have not come this far at this price, to fail".

Zardari also rejected the blames that were being laid at the door of Pakistan and said "We need active regional co-operation and understanding rather than resorting to blame game."

About future of Indo-Pak dialogue, Zardari said, "Pakistan is convinced that revival of the composite dialogue process is necessary and in the mutual interest of the two countries."

Answering a question on Kashmir issue, Zardari said, "Kashmir has been pending before the UN for the last 60 plus years. Kashmir is important to regional peace and our future generation. There has to be a peaceful solution to the issue of Kashmir."

2002 Gujarat riots: Nanavati Commission refuses to issue notice to Modi

AHMEDABAD: The Nanavati Commission probing the 2002 riots in Gujarat on Saturday asked the staff of chief minister Narendra Modi to provide details of their phone conversations with ministers during the riots that killed over 1,000 people, most of them Muslims.

Mukul Sinha, advocate for the NGO Janshangharsh Manch, said: "The commission has sought details of telephone conversations between the chief minister's staff and other ministers, and Jaideep Patel," then a leader of the Vishwa Hindu Parishad, affiliated to the state's ruling Bharatiya Janata Party.

The role of the Narendra Modi-led government has been under the scanner, with many victims and rights groups alleging complicity of its ministers in the riots.

But despite the plea of the Manch, the commission had still not issued any summons to Modi or his staff to appear before it, Sinha told a news channel.

Kalawati, who moved Rahul Gandhi, to contest Maharashtra polls

MUMBAI: Kalawati Bandurkar, the poor widow whose name Congress general secretary Rahul Gandhi had mentioned in his parliament speech last year, will be contesting the Maharashtra assembly polls as a candidate of the Vidarbha Janandolan Samiti, a party official said on Saturday.

After the speech, for a while Kalawati had become the name and the face of the plight being faced by farmers in the Vidarbha region of Maharashtra.

Many farmers in the region have been forced to commit suicide after their crops failed and they could not pay off their debts.

Samiti president Kishore Tiwari said Kalawati, 48, who lives in Jalka village in Vidarbha, is contesting the assembly polls slated October 13.

Gandhi had been moved by her plight during a visit to the village last year and had mentioned her in his speech during the July 22, 2008 trust motion.

New Delhi: Home Minister P. Chidambaram, after inaugurating TiEcon Delhi 2009, one of India's largest entrepreneurship conference, said, that an entrepreneur has a difficult path to choose and a difficult path to tread.

One of session titled, ‘Starting up-Is there ever a right time’, discussed about aspects that have an impact on the entrepreneurial environment and the opportunities relevant to Indian companies, particularly the Startups.

Q. Does an upturn or a downturn (in economy) really matter to a budding entrepreneur?

One always has to be aware of it. If one has an idea, one has to strive to validate that idea, because at the end of the day, a good business is a good business.

Q. What things should a budding entrepreneur keep in mind before venturing out?

It is really validating the idea, by putting the entire plan together. Apart from this, one has to pay a patient ear to the views most of the people have about your upcoming venture. If the majority views go against it, one should have a relook at the entire plan.

Q. Is India ripe enough for the Dot Com investments in the current times?

I don’t think so (that the Indian market is ripe enough for the Dot Com investments).

Q. How do you see the venture capital industry in India?

It (Venture capital industry) is emerging.

British govt provides 10m pound loan to Tata Motors

LONDON: India's Tata Motors has been sanctioned a 10 million pounds loan for its new electric car project in the UK by the British government.

With this, Tata has become the first company to secure a loan under the British government's 2.3-billion pounds automotive assistance programme scheme, eight months after its launch.

The loan from the government will support 25 million pounds of the Indian company's own investment in plans to develop and manufacture Tata-branded electric cars in the UK.

The company is now "considering locations" in Britain to set up a factory. An announcement is expected soon.

Britain's business secretary, Lord Peter Mandelson, said last night: "The government is determined to help the car industry to exploit fully the opportunities offered by green manufacturing. Today we are backing Tata as Tata backs Britain."

"This loan will strengthen our electric vehicle manufacturing expertise, securing and creating high-value engineering jobs in the West Midlands."

A spokeswoman for the business secretary said the government is in talks with 17 other companies about projects worth 2 billion pounds.

Tata said: "It appreciates the state support."

The car maker, led by Ratan Tata, has developed a four-seater electric vehicle in partnership with Norwegian group 20Miljo Grenland/Innovation.

Production of the vehicle should begin in Norway later this year, The Daily Telegraph reported on Saturday.

Dhoni's men face Kiwis in practice match

Potchefstroom (South Africa): India will look to get acclimatised to conditions and test the fitness of key players in their only warm-up game, against New Zealand, on Sunday ahead of the Champions Trophy.

Mahendra Singh Dhoni's men will be up against a team which was blown away by both Sri Lanka and India in the Compaq Cup and did no better against a local side, Warriors, in the first warm-up game Potchefstroom on Friday.

The Kiwis are only ahead of England, West Indies and Bangladesh in the ICC rankings which just about sums up their floundering fortunes in one-day cricket.

The pitch at the Potch Drop Club, venue for Sunday's warm-up, produced a score of 345 by a cobbled-up West Indies in an earlier warm-up match.

The Indians will have little to do than practice for first five days of next week before meeting Pakistan in their opening day-night engagement at Centurion on September 26 – a match which could very well decide who moves up to the semi-finals of the Champions Trophy.

India could feel under-cooked for the big match, more so since Pakistan would have already played a game -- against the West Indies at the Wanderers on September 23.

Sunday's match would thus be the case of making the most of whatever little opportunities Indians have ahead.

Indians would surely look to put Gautam Gambhir, Suresh Raina, Yuvraj Singh and Yusuf Pathan in the middle for as long as possible.

The match is a season opener for Gambhir, who missed the tri-series in Sri Lanka because of a groin injury, while the other three have still not yet become very comfortable with short-pitched bowling.

Sports ministry snubs BCCI, reiterates commitment to WADA

New Delhi: The Indian Government is committed to the global anti-doping laws and fully accepts the new WADA Code, including the contentious "whereabouts" clause which has been rejected by the country's Cricket Board.

Reacting to WADA chief John Fahey's remarks that he had asked the Indian government's stand on the BCCI's rejection of the "whereabouts" clause, Sports Ministry said on Saturday that there was no change in its earlier stand of full commitment to anti-doping rules.

"The Government and National Anti-Doping Agency stand fully committed to WADA Code including the provisions related to International Standards of Testing and 'whereabouts' clause. We have informed WADA that there is no change in the position of Government of India in so far as implementation of anti-doping rules adopted by NADA," Rahul Bhatnagar, joint secretary in the Sports Ministry and Director General of NADA said.

"India's stand now and before has been the same. There is no compromise when it comes to doping in sport," he said. Bhatnagar said the Indian Cricket Board has not responded to the ministry's communication regarding the advice it sought about the "whereabouts" clause.

"In respect to the issue raised by BCCI regarding 'whereabouts' clause we have repeatedly been asking BCCI about the advice they have sought in this matter. But we have not got any response either from BCCI nor from elsewhere as to what exactly was that opinion," he said.

Bhatnagar said the ministry will do whatever is required to get rid of doping in sports. "NADA has fully accepted WADA Code which has been approved by the Government of India. The 'whereabouts' clause of WADA has also been accepted by NADA and Government of India. As far as anti-doping in sport is concerned, Government of India and NADA will take all possible means to eradicate the menace from sports and we are ready to take the lead in this regard among other nations in the world."

Indians attacked: Victoria Police deny cover-up

Melbourne: Victoria Police has denied they had a plan to limit publicity about the bashing of three Indian men outside a Melbourne pub on Saturday night.

Four men were arrested in relation to assault and affray, but they were released pending further investigations. Police believe a fifth man may also have been involved in the bashing outside a pub at Epping in Melbourne's east.

Stung by the racial attack against three Indians in Melbourne, Victorian Police on Wednesday said it has launched investigations in to the circumstances surrounding the incident.

Dismissing the contention by relatives of the victims that a group of 70 people attacked the three Indians, it said only four men were involved in the assault and a group of up to 20 were bystanders.

"Four men had been involved in the actual assault and a group of up to 20 had been bystanders," Acting Senior Sergeant Glenn Parker was quoted as saying by 'The Age'.

A Victoria Police spokeswoman said police had witnessed about 15 men and women making racist comments and one woman throwing water on a bystander during the heated incident.

She said the group continued to sling racist abuse and threats at the victims as police took them away from the scene. The Victoria Police has launched an investigations "in to the circumstances surrounding the racial attack."

Details of the incident only emerged publicly on Tuesday, prompting an outraged Indian media to claim Victoria Police had been involved in a cover-up.

Three Indians brutally attacked by 70 Aus youths

Melbourne: After a brief lull in attacks on Indians in Australia, three members of the community were "brutally bashed" by a group of around 70 youths, including women, who were attending a birthday party in a bar here after making racist remarks against the trio.

26-year-old Sukhdip Singh, who arrived here a month ago on a spouse visa, his brother Gurdeep Singh and uncle Mukhtair Singh were attacked by the group when they were playing pool in a bar in Epping suburb on Saturday.

"At around 11'o clock my brother-in-law Sukhdip was playing pool along with his family members when they were attacked by around 70 locals who were attending a party," the victim's relative Onkar Singh said.

"They were quietly playing and were trying to avoid trouble even after these locals were trying to provoke them by passing comments," he said.

The group started telling them to go back to their country. "When they reached the car park to leave the place a huge crowd attacked them and started bashing them brutally.

The attackers were in their teens and around twenties," he said.

When contacted, a Victoria Police spokesperson said that before the incident took place, a woman made a racist remark to a group of four males playing pool at Legends Bar.

"A short time later, the pool-playing group decided to leave the venue. It is believed they were followed into the car park by up to four males who were part of a larger group celebrating a birthday in the function room," the spokesperson said.

Congress fumes over Tharoor's austerity 'taunt'

NEW DELHI: The Congress on Wednesday said minister of state for external affairs Shashi Tharoor's remarks that he would travel in "cattle class out of solidarity with all our holy cows" were not acceptable and the party high command may also decide if any disciplinary action is to be taken against him.

"The party strongly disapproves the statement of the minister. It is unacceptable, not respecting political or any other sensibilities," said Congress spokesperson Jayanthi Natarajan.

On his page on the micro-blogging site Twitter, Tharoor was asked, "Tell us minister, next time you travel to Kerala, will it be cattle class?" His reply: "Absolutely, in cattle class out of solidarity with all our holy cows."

Asked whether any disciplinary action would be taken against the former UN diplomat, the spokesperson said: "This is something that the high command will decide."

The Congress and the government it leads have launched an austerity drive against the backdrop of drought in some parts of the country and rising prices of essential commodities.

Tharoor as well as external affairs minister S M Krishna were asked earlier this month to move out of five-star hotels where they had been staying for over three months - though at their own expense.

Tharoor, who was staying at the Hotel Taj Mahal on Man Singh Road, is now staying at an Indian Navy guesthouse.

Dalai Lama free to visit Arunachal: India

NEW DELHI: External Affairs Minister S M Krishna on Wednesday dismissed China's objections to the Dalai Lama's proposed visit to ArunachalPradesh later this year, and said that the Tibetan leader is "free to go anywhere in India".

"Arunachal Pradesh is a part of India and the Dalai Lama is free to go anywhere in India," Krishna told a news channel.

"The only question is that he is not expected to comment on political developments," Krishna said.

The Dalai Lama has sought the Indian government's permission to visit Tawang, a monastery town in Arunachal Pradesh, which is claimed by China.

Tibet's exiled leader plans to go there in November to inaugurate a hospital for which he had donated Rs.20 lakh ($40,000).

China has voiced "strong concern" over the proposed visit saying it "further reveals the Dalai clique's anti-China and separatist essence".

"We firmly oppose Dalai visiting the so-called Arunachal Pradesh," said Chinese Foreign Ministry spokesperson Jiang Yu.

Samdhong Rinpoche, prime minister of the Tibetan government-in-exile headquartered in Indian town of Dharamshala, rubbished Beijing's objections to the Dalai Lama's visit.

"Arunachal Pradesh and its Tawang region are an integral part of India. If the Dalai Lama, who is staying here for the last 50 years, is visiting any part of the country why does this bother China?" he said.

"If the Dalai Lama goes to Chinese territories it can raise objection, but in this case it has no business to interfere," he added.

The Tibetan-government-in exile is not recognised by any country in the world.

China's objections to Dalai Lama's visit to Arunachal Pradesh come amid reports of Chinese incursions into the Indian territory which have revived the spectre of the China threat.

India cited Chinese threat as its primary reason for going nuclear in 1998. Since then, the two countries have expanded their political and economic ties and are now trying to resolve the decades-long boundary dispute with negotiations.

CJI asks Karnataka HC CJ to explain huge assets allegation

New Delhi: Taking note of allegations of acquisition of "huge assets" made against Karnataka High Court Chief Justice P D Dinakaran, Chief Justice of India K G Balakrishnan reportedly sought an explanation from the judge who denied the charges.

The meeting that took place last week here came against the backdrop of five legal luminaries writing to the CJI about complaints from several lawyers based in Chennai against Dinakaran.

The leading advocates including F S Nariman, Shanti Bhushan, Ashok Desai and Ram Jethmalani suggested that the CJI should reconsider the decision to elevate the judge to the Supreme Court. Dinakaran and four others have been recommended by the Supreme Court Collegium to the Government for being appointed as judges of the apex court.

Highly-placed sources said during the meeting at the CJI's residence and attended by some Supreme Court judges, Dinakaran's attention was drawn to the letter sent by the lawyers under the auspices of the Forum for Judicial Accountability levelling charges of land grabbing and other "irregularities" against the judge. Dinakaran is understood to have denied the charges before returning to Bangalore. The Bar Council of India (BCI) had on Monday voiced reservation over Dinakaran being appointed to the apex court.

Sensex closes near 16-month high

Mumbai: Equities rose 1.35 per cent on Wednesday to their highest close in almost 16 months, as signs of a US economic recovery added to the upbeat hopes for robust quarterly earnings.

Traders said Federal Reserve Chairman Ben Bernanke's comment that the US recession was probably over was a shot in the arm for increased fund flows into riskier assets such as equities.

Foreign funds have moved over $9 billion into Indian stocks this year, with more than $700 million coming in so far this month.

Tata Steel, which owns Europe's second-biggest steel maker Corus, was the top gainer in the main index on expectations a US recovery would boost demand.

The share jumped 8.2 per cent -- its biggest one-day rise in more than three months -- to Rs 531.60, its best close in a year.

"Tata Steel looks good on the recent rise in Corus' product prices and the improvement in the unit's operating capacity to 70 per cent from 50 per cent in the first quarter," said Eric Martins, senior research analyst at Systematix Shares.

The 30-share BSE index added 1.35 per cent, or 222.59 points, to 16,677.04 points, its highest close since May 22, 2008, with 24 components rising.

The benchmark, which rose for a second day, has gained nearly 73 per cent since the start of January.

"We are fairly valued at this point in time and caution is the word now," said Rajen Shah, chief investment officer at Angel Broking. "We have moved up too aggressively... the market seems to be 6-7 months ahead of time."

RPL's fractional share entitlement to be consolidated: RIL

Mumbai: Reliance Industries said on Wednesday that the fractional entitlements to shareholders of Reliance Petroleum, arising after the merger of both the Mukesh Ambani group companies, will be consolidated and go directly to a trustee.

"The board of directors of RIL shall consolidate fractional entitlements to which the shareholders of RPL may be entitled on issue and allotment of the equity shares of RIL and allot such fractional entitlement directly to an individual trustee or a corporate trustee, who shall hold such entitlements," RIL said in a filing to the Bombay Stock Exchange.

Fractional entitlement arises when the shares held by shareholders of a company merging with another firm are unequal to the share swap ratio fixed for the merger.

Earlier in March, the board of both the companies had approved the all-share merger deal between the two Mukesh Ambani group firms -- RIL and RPL.

Under the scheme, the company would be issuing one share in the merged entity for every 16 shares held in RPL -- resulting into issuance of 6.92 crore new shares by RIL.

Besides, pursuant to the said merger the promoter shares of RPL would stand cancelled, when the scheme becomes effective.

Champions Trophy will prove ODIs can survive: Lorgat

DUBAI: Amid growing concerns about One-day cricket's future, ICC CEO Haroon Lorgat has said the upcoming Champions Trophy will prove there is enough space for the 50-over format as it battles the Twenty20 onslaught.

"In the context of 50-over cricket this is an important tournament," Lorgat said.

"It reminds me of a year ago when people were talking about the death of Test cricket, with no crowds being there and so on. Similarly with the ODIs, I think we are maybe running ahead of ourselves.

"Look at England where there is a lot of interest still in the ODI series despite England being so far behind Australia, crowds are still turning up. Similarly in the recent tri-series in Sri Lanka. We will see here, with the Champions Trophy, that there is a place for the ODI format in cricket," he added.

Eight nations will compete in the Champions Trophy which begins September 22 in Johannesburg, amid increasing speculation that the format will not survive.

England has already scrapped its domestic 50-over tournament and according to the ICC's cricket manager Dave Richardson, South Africa is also toying with the idea of a four-innings format domestically.

Many former and current cricketers have also come out with different formulae to save the game. Indian batting maestro Sachin Tendulkar has suggested breaking the ODIs into four innings of 25 overs each.

Anil Kumble and Dean Jones have also given their respective suggestions and although the ICC has agreed to make minor innovations, Lorgat ruled out any wholesome change in the format until the cricket committee gets together next May.

"From an innovations point of view, we're always looking for new, exciting things. The batting Powerplay is a good example but we do not want to do too many things too quickly.

"Between the Champions Trophy and the 2011 World Cup, we are more in the mindset of retaining the format. Experts are in place on the cricket committee but I think we can leave it till next May," Lorgat said.

Lorgat said this edition of the Champions Trophy would be more streamlined and refreshing, which will re-impose faith on the One-day version of the game.

"We recognised that the tournament needed a bit of refreshing and relevance to ensure that it is a best of the best. We have made it a destination event where teams and everyone can settle in at one location for the whole event beginning to end and there is no routine of practice, play and fly again," he said.

"There is also greater prize money at stake and the lesser number of teams means most games will have something at stake. "There is differentiation in this Champions Trophy and we are confident that we will see ODI cricket as a relevant format through this," Lorgat added.

Fennell's worries would be addressed by October: Kalmadi

New Delhi: The beleaguered Organising Committee of the 2010 Commonwealth Games on Wednesday promised to sort out each and every concern raised by CGF President Michael Fennell and vowed to deliver the best Games ever. Organising Committee (OC) chairman Suresh Kalmadi described Fennell's stinging criticism of the capital's lethargic preparation for the event as a "wake up call" and said the Commonwealth Games Federation (CGF) chief would not have a problem when he returns next month for the CGF General Assembly in the city.

"Fennell's observation was a wake up call for us. We have this CGF General Assembly in October and by then, everything would be sorted out," Kalmadi told reporters today. The OC found itself in a spot of bother after Fennell's harsh letter to its Executive Board, warning that the Games was heading for "partial failure" and asked for a meeting with Prime Minister Manmohan Singh.

Kalmadi did not think Fennell's seeking a meeting with the Prime Minister is effectively showing his lack of trust in the OC's capabilities.

"I don't think so. We have no problem with his meeting with the Prime Minister. Come October and everything would be fine by then. Fennell seeking a meeting with the Prime Minister is not an issue with us," he said.

Security and lack of foreign technical expertise are two major areas pointed out by Fennell but Kalmadi insisted that there was nothing to worry about.

"Fennell or no Fennell, we are conscious of our duty about security of the games. An Australian agency comes every two months to assess security and the Home Ministry is also looking at it. I can assure that there will be a foolproof security system during the Games.

India should share actionable information to combat terror: Pak

Islamabad: Pakistan on Monday responded to India’s accusation that groups like Lashker-e-Toiba are planning attacks from across the border by saying that New Delhi should share actionable information to prevent such incidents.

"We have repeatedly requested the Indian government to share with us whatever information it has in this regard. Sharing of real-time, credible and actionable information on any future terrorist threats was deemed essential by the Prime Ministers of Pakistan and India at the Sharm el-Sheikh summit," said a statement from Pakistan’s Foreign Office spokesman.

The spokesman was reacting to comments made earlier in the day by Home Minister P Chidambaram, who told a meeting of top police officials in New Delhi that Pakistan-based groups like Lashker-e-Toiba (LeT) and Jaish-e-Mohammad (JeM) were continuing to plan terror strikes in India.

Chidambaram expressed deep concern over terrorism "emanating from across the border" and said it continues to remain a persistent threat to India’s security. He also said local support for Pakistan-based terror groups had not ended. The Mumbai terror attacks, which have been blamed on the LeT, were a "game changer", he added. Referring to Chidambaram’s remarks "expressing apprehensions on terror strikes being planned by certain groups in Pakistan", the Pakistan Foreign Office spokesman noted that the two Prime Ministers had also agreed during their meeting in Sharm el-Sheikh in July that "terrorism is the main threat to both countries".

"Both leaders also affirmed their resolve to fight terrorism and cooperate with each other to this end," the spokesman said. "Resumption of the composite dialogue and re-activation of the Joint Anti-Terrorism Mechanism offer avenues of pragmatic cooperation, inter alia, including on counter-terrorism," the spokesman said.

SC to Kerala: Pay teachers or will review ministers' expenses

NEW DELHI: Rejecting the argument that it was facing cash crunch, the Supreme Court on Monday warned the Kerala government that it would review
the expenses incurred on ministers and MLAs if the state failed to pay arrears for 17 years to part-time teachers.

In a lighter vein, a bench of Justices B N Aggrawal and G S Singhvi also asked the state government counsel "Your Chief Minister travels by which class, economy or business?"

The remarks come in the backdrop of the austerity measures suggested by the UPA government to all its ministers and government functionaries.

"We can't go by your claims. If you do not comply with the order by September 30, we will have to review the expenses incurred on your ministers and MLAs," the bench sternly told the counsel who agreed to abide by the direction.

The apex court made the remarks while dealing with a Special Leave Petition (SLP) filed by the Aided Higher Secondary Teachers Association challenging the reluctance of the state to pay arrears to part-time teachers in state government and aided schools.

India should share actionable info to combat terror: Pakistan

ISLAMABAD: Pakistan on Monday responded to India's accusation that groups like Lashker-e-Toiba are planning attacks from across the border by saying that New Delhi should share actionable information to prevent such incidents.

"We have repeatedly requested the Indian government to share with us whatever information it has in this regard. Sharing of real-time, credible and actionable information on any future terrorist threats was deemed essential by the Prime Ministers of Pakistan and India at the Sharm el-Sheikh summit," said a statement from Pakistan's foreign office spokesman.

The spokesman was reacting to comments made earlier in the day by home minister P Chidambaram, who told a meeting of top police officials in New Delhi that Pakistan-based groups like Lashker-e-Toiba (LeT) and Jaish-e-Mohammad (JeM) were continuing to plan terror strikes in India.

Chidambaram expressed deep concern over terrorism "emanating from across the border" and said it continues to remain a persistent threat to India's security. He also said local support for Pakistan-based terror groups had not ended. The Mumbai terror attacks, which have been blamed on the LeT, were a "game changer", he added.

Referring to Chidambaram's remarks "expressing apprehensions on terror strikes being planned by certain groups in Pakistan", the Pakistan foreign office spokesman noted that the two prime ministers had also agreed during their meeting in Sharm el-Sheikh in July that "terrorism is the main threat to both countries".

"Both leaders also affirmed their resolve to fight terrorism and cooperate with each other to this end," the spokesman said.

"Resumption of the composite dialogue and re-activation of the Joint Anti-Terrorism Mechanism offer avenues of pragmatic cooperation, inter alia, including on counter-terrorism," the spokesman said.

Five LeT operatives and two other suspects arrested by Pakistani authorities for alleged involvement in the Mumbai attacks are currently facing trial in an anti-terrorism court in Rawalpindi.

However, Islamabad has ruled out arresting or prosecuting LeT founder Hafiz Mohammad Saeed, saying the evidence provided against him by New Delhi is inadequate.

Morale-boosting: BJP makes a comeback in Assembly by-polls

Ahmedabad: In a morale-boosting performance after the Lok Sabha defeat, the ruling BJP on Monday wrested five Assembly seats from Congress in Gujarat and won one each in Madhya Pradesh and Uttarakhand, where the party got a majority in the state Assembly.

In Gujarat, the BJP wrested Jasdan, Chotila, Dehgam, Danta and Sami-Hariz from Congress while it lost Kodinar to the main opposition party which retained Dhoraji.

Out of the seven Assembly seats in Gujarat where by-polls were held on September 10, six were held by the Congress while one was with BJP. With today's win, BJP's strength in the 182-member Assembly goes up to 122 while that of Congress 54. Others account for six.

The by-elections results will come as a great relief for Gujarat Chief Minister Narendra Modi, after the unimpressive performance in the Lok Sabha polls and defeat to Congress in Junagadh Municipal Corporation body elections. In the Lok Sabha polls, the BJP had won 15 of the 26 seats with the rest going to the Congress.

Yahoo! to sell stake in Alibaba.com: Report

Hong Kong: US internet giant Yahoo! Is seeking to sell up to USD 150 million worth of shares in Alibaba.com, Dow Jones Newswires reported.

Yahoo! is selling its direct stake in Alibaba.com, of 57.48 million shares acquired at its initial public offering, the Dow Jones Newswires said, citing a term sheet it had seen.

The stake amounted to about one per cent of shares in the Hong Kong-listed e-commerce firm.

Dow Jones Newswires said Yahoo! will sell the shares for 19.80-20.30 Hong Kong dollars (USD 2.54-2.60) each, representing a discount of 4.0 to 6.4 per cent on Alibaba.com's closing price of 21.15 Hong Kong dollars.

Even after the discount, Yahoo! will make a respectable profit of at least 47 per cent on the IPO price of USD 13.50 less than two years ago, Dow Jones Newswires said.

John Spelich, Hong Kong-based vice president for international corporate affairs at Alibaba Group, the parent company of Alibaba.com, said they welcomed the share sale.

"We are pleased to learn of the Yahoo! decision because having broader ownership of Alibaba.com with increased liquidity and support among institutional investors is what Alibaba.com hoped to achieve," he said in a statement sent to AFP.

Fortis' Rs 1,000-cr rights issue likely by Oct

New Delhi: Hospital chain Fortis Healthcare's Rs 1,000-crore rights issue is likely to hit the market by October, with the firm taking fresh steps to realise the plan.

"We will soon file a letter of offer (LOF) next week. The decision was taken at a board meeting held recently," Fortis Healthcare CEO & Managing Director Shivinder Mohan Singh said at the sidelines of a FICCI event in New Delhi.

It was decided that Fortis Healthcare would soon approach SEBI after finalising all details, he added.

Companies file LOF at the time of rights issue, which is the equivalent of the Draft Red Herring Prospectus filed at the time of initial public offer.

"We expect the rights issue by October," a source said.

Fortis Healthcare's Rs 1,000-crore rights issue has been on the anvil since last year but unfavourable market conditions have prevented the company from hitting the market.

At the time of getting approval from its board last December, the healthcare chain had said proceeds of the rights issue would be used primarily for funding greenfield projects including the upcoming Medi-City in Gurgaon, redemption of preference shares, and repayment of short term debt, besides upgrading existing facilities.

Company sources said the final LOF will include disclosures of the recent Rs 909-crore acquisition of 10 Wockhardt Hospitals.

Colombo: Sachin Tendulkar gave ample display of his class with a scintillating 133-ball 138 as India piled up an imposing 319 for five in the cricket tri-series final against Sri Lanka here today.

The 36-year-old Tendulkar seemed to be in imperious form as he notched up his 44th ODI century with a stunning display of strokeplay to provide the foundation for the Indian total at the Premadasa stadium. While the champion batsman anchored the innings brilliantly, captain Mahendra Singh Dhoni (56), Yuvraj Singh (56 not out) and Rahul Dravid (39) were the other notable scorers for the Indians.

Dikshit, Kalmadi assure successful Games

New Delhi: Under attack for the capital's tardy preparation for 2010 Commonwealth Games, Delhi Chief Minister Sheila Dikshit and Organising Committee Chairman Suresh Kalmadi went into a damage control mode today, assuring every glitch would be ironed out to deliver a successful Games next year.

Commonwealth Games Federation President Michael Fennell's strongly-worded letter, in which he sought a meeting with Prime Minister Manmohan Singh to avert a "partial failure" of the Games, clearly put the organisers in embarrassment.

Reacting to Fennell's outburst, Dikshit said she would use every means at her disposal to make it a success, while Kalmadi announced that he would facilitate the CGF chief's meeting with the Prime Minister. Exuding confidence that everything would fall in place, Dikshit said the Delhi Government would complete all work "well in time" although it was little "nervous" about the preparation.

"We are satisfied as well nervous about the preparation for the prestigious event," Dikshit said. "He (Fennel) met me one month ago and conveyed his concern about the power situation. I told him that the city will have adequate power during the event," Dikshit said after a Cabinet meeting which is understood to have discussed the issue.

On the recent criticism by the CAG about slow progress of the infrastructure projects, Dikshit said the audit body had prepared the report last month based on status of works six months back.

"They have the right to criticise. But we are working very hard. We are looking at all alternatives. Nation's pride is involved with the event and we will do everything possible to make it a success," she said.

Wasn't sure whether I would play in final: Paes

New York: Moments after winning the US Open men's doubles trophy as his 10th Grand Slam title, Indian ace Leander Paes said he wasn't sure if he would be able to play the final as he was carrying a sore shoulder.

Paes had injured his elbow ten days back while playing mixed doubles in the tournament but the ace Indian overcame the pain and combined with Czech Lukas Dlouhy to outlast Mahesh Bhupathi and Mark Knowles of Bahamas 3-6, 6-3, 6-2 in the men's doubles final on Monday.

"I'm a little numb at the moment, because it's just been a mammoth effort over the past two weeks. But when I woke up I didn't know if I could get through the match, there was so much pain. I've been carrying a really, really sore shoulder," said the Indian.

"Every time I touched the ball there was so much pain that I didn't believe that I could actually go through the match and finish. But I knew it was my job to endure the pain and be steady," he said.

With this year's French Open doubles crown, partnering with Dlouhy, already in his pocket, Paes felt the current season is the best in his 18 years of professional career.

Serena fined $10,000; new investigation opened

New York: Serena Williams' profanity-laced, finger-pointing tirade at a US Open linesperson drew a $10,000 fine on Sunday, and more punishment could follow from a broader investigation into what the head of the tournament called her "threatening manner."

The fine - not quite 3 percent of the $350,000 in prize money Williams earned by reaching the semifinals - is the maximum on-site penalty that can be issued for unsportsmanlike conduct at a Grand Slam tournament.

"The average individual would look at that and say, 'A $10,000 fine for what she did? What are you guys, crazy?' The answer is: the process isn't over," tournament director Jim Curley said.

Bill Babcock, the top administrator for Grand Slam tournaments, will review what happened Saturday night, when Williams yelled at a linesperson who called a foot fault with the defending champion two points away from losing to Kim Clijsters in the semifinals.

If Babcock determines Williams committed a "major offense," she could be fined all of her prize money from the tournament.

Williams also was docked $500 for smashing her racket after the first set of the match. Because she was issued a warning then, her later actions resulted in the loss of a point.

The foot fault resulted in a double-fault, which moved Clijsters one point from victory. Williams then was penalized a point for her outburst; because it happened to come on match point, it ended the semifinal with Clijsters ahead 6-4, 7-5.

Clijsters won the final Sunday by beating Caroline Wozniacki 7-5, 6-3.

Jet strike off, sacked pilots back on board

Mumbai: The five-day old strike by hundreds of pilots of Jet Airways ended late on Saturday night with the private airline agreeing to unconditionally take back four pilots it had sacked for forming a trade union and the pilots agreeing to resume flying at the earliest. The rapprochement means most Jet flights will begin to operate normally from Sunday morning, ending one of the worst airline disruptions in the country in recent years.

The deadlock between the two sides was resolved after hours of talks in Mumbai on Saturday, a day after negotiations in the presence of the Chief Labour Commissioner in Delhi had come to a naught apparently over conditions set by the management over the future role of the National Aviators’ Guild (NAG), the new union that triggered the crisis.

Under the compromise reached today, the two sides agreed to form an internal grievance redressal mechanism which would exist alongside NAG. This panel would look into issues raised by pilots and other employees and would consist of five members of NAG and five from the management, including two board members, two senior flight operations officials and the CEO.

At the Delhi meeting on Friday, Jet’s executive director Saroj Dutta had placed the management’s proposals to the pilots and the latter had promised to respond to them. But that response had not come until late on Saturday evening.

NAG President Captain Girish Kaushik said earlier on Saturday that the guild was trying its best to come to an amicable solution with the management and the only stumbling block was their difference over the formation of NAG. “According to them, the formation of the pilots’ guild would be disadvantageous to Jet,” said Kaushik.

98 Jet pilots report for duty in Mumbai

MUMBAI: Nearly 100 of the 400 agitating pilots of Jet Airways reported for duty here on Sunday as the airlines said that its flight operations will return to normalcy soon.

"We are operating 172 domestic and 72 international flights. So far, 98 pilots have already reported fit. The operation is expected to return to normal soon," a Jet Airways spokesperson said.

The airline will initially schedule its operations on a 12-hour basis and will extend it subsequently after more flights are added into operations, he said.

The pilots' union National Aviators Guild (NAG) ended its five-day long agitation after a nine-hour-long meeting with the management in Mumbai last night.

The two sides agreed that the four sacked pilots will be reinstated and a consultative group be made to resolve all issues.

Car bomb kills cops in Srinagar

Srinagar: Two policemen were killed and nine of them injured when a powerful car bomb ripped through the police bus in which they were travelling, metres away from the Srinagar Central Jail. A civilian was also killed.

The bomb, an improvised explosive device (IED), went off soon after the bus dropped detainees at the jail and started for Pulwama. The bomb was placed in a car parked on the roadside. The Jamait-ul-Mujahideen has claimed responsibility for the attack. Speaking to a local news agency, a Jamait spokesman claimed 25 policemen had been killed in the attack.

This is first major strike by militants in the Valley since July 21, 2008, when seven soldiers were killed in an IED blast at Narbal on the Srinagar-Baramulla national highway.

Farooq Ahmad, IGP, Kashmir range, confirmed the deaths. But, he said, “We had not received any inputs about such an attack.”

Police said 13 policemen were travelling in the vehicle and the injured have been shifted to Shri Maharja Hari Singh (SMHS) hospital in the city. A 55-year-old woman, Khatija Begum, who was passing by was also killed on the spot. With many of the policemen critically injured, the death toll is likely to mount.

There has been a surge in militant activities in the last one month in Srinagar. On August 1, a policeman was killed, followed by the killing of two CRPF men at Lalchowk.

A year of Delhi blasts: 14 accused yet to be nabbed

NEW DELHI: A year has gone by since the serial blasts hit the capital but police is yet to nab 14 suspected Indian Mujahideen terrorists believed to be behind the attacks that left 26 people dead and 133 others injured.

Five blasts ripped through the capital on the evening of September 13 last year, for which terror group Indian Mujahideen had claimed responsibility.

As the city remembers the victims with moist eyes and prayers, a senior police official said they were on the trail and doing everything possible to catch those involved in the blasts, including Indian Mujahideen chief Amir Raza Khan.

Police had caught 12 men suspected to be behind the blasts a few days after the incident besides killing two in a fierce encounter in a flat in south Delhi's Jamia Nagar a week after the explosions.

In the encounter, which the locals and a section of political parties claimed was fake, Delhi Police lost its encounter specialist Mohan Chand Sharma.

However, the police got a shot in the arm when the National Human Rights Commission gave a clean chit to the police.

Police believe that Pak-based Lashkar-e-Taiba militant outfit aided the Indian Mujahideen in the blasts and one of its operative Abu Alkama masterminded it with the help of Amir Raza Khan, the chief of Indian Mujahideen, Iqbal Bhatkal and Riyaz Bhatkal.

Police announced Rs five lakh reward for anyone giving information about the four terrorists. The other terrorists are carrying a reward of Rs one lakh on their head.

"Alakama is the main mastermind behind the creation of Indian Mujahideen and is responsible for the September 13 blasts. He is also involved in serial blasts in Jaipur, Ahmedabad and UP," the official said, adding Khan was allegedly working under the direct command of Alkama.

Five FIRs were registered in connection with the blasts.

Others against whom the reward of Rs one lakh has been announced include Ariz Khan (23), Shahzad Ahmad (20), Mohd Sajid (22), Mirza Sadab Baig (25), Mohd Khalid (25) Dr Shahnawaz (28), Hakim (23), Salman (19) and Mohd Khalid (25).

Police also raised the reward amount on Ariz Khan (23) and Shahzad Ahmad (21), both hailing from Uttar Pradesh's Azamgarh district. The duo had escaped from Batla House on September 19 during the encounter with police.

Police is banking on the witness statements of over 200 people, including 73 civilians, 37 doctors and around 15 policemen. Among the witnesses is a 12-year-old balloon seller.

Delhi Metro train derails

NEW DELHI: In second such incident in a month, a Delhi Metro train with 13 people on board derailed early this morning near the Yamuna Bridge in east Delhi but no one was injured.

Two wheels of the train's front coach jumped tracks at 6:04 am, seconds after it started from the Yamuna Bank station, a DMRC spokesperson said, adding that none of the 13 passengers on board were injured.

"Since it was the first train starting from Yamuna Bank station there were only 13 passengers. The accident took place as the train approached towards the Yamuna Bridge, just half-a kilometre from Yamuna Bank station," the spokesperson said.

Services on the Yamuna Bank-Indraprastha sector have been affected due to the incident, but metro trains were plying normally from Indraprastha-Dwarka Sector 9.

The DMRC spokesman said recovery operations were on at the accident site and senior DMRC officials have arrived to oversee the operations.

The accident comes exactly a month after a metro train derailed at the Dwarka station causing anxious moments to 34 passnegers on board.

A few days ago, a 108-metre signalling cable was stolen from between Yamuna Banks and Indraprastha stations leading to disruption of services on the line.

This is the third major accident involving Delhi Metro in two months.

On July 12, six persons were killed when an under-construction bridge on the Central Secretariat-Badarpur line collapsed near Zamrudpur in south Delhi.

Services on the Yamuna Bank-Indraprastha sector were hit due to the incident, but Metro trains were plying normally from Indraprastha to Dwarka sector 9. The DMRC spokesman said recovery operations are on at the accident site and senior DMRC officials are there to oversee the operation.

Metro services remained normal on Line 1 (Rithala-Dilshad Garden) and Line 2 (Central Secretariat-Jahangir Puri).

An inquiry committee consisting of three officers in the rank of General Manager -- GM (Maintenance), GM (Rolling Stock) and GM (Signaling and Telecom) from the Operation and Maintenance Department of DMRC has been set up to probe the incident.

Air India not to hike fares

MUMBAI: Air India said on Saturday it has not hiked its fares or overcharged passengers in the wake of the agitation by Jet Airways' pilots.

"Air India would live up to passengers' expectations as a dependable carrier. We have not overcharged our passengers due to the Jet strike," an Air India spokesperson said.

The airline is maintaining fares at normal level and there is no overcharging, the spokesperson said.

As some airlines had jacked up their fares to cash in on the market opportunity following the Jet Airways pilots strike, Civil Aviation Secretary M Madhavan Nambiar last night met representatives of all carriers and asked them to retain their fares at last week's level.

The ministry also directed the airlines to deploy more flights on the routes served by Jet to help the stranded passengers of the private carrier.

The Directorate General of Civil Aviation (DGCA) also issued showcause notices to some airlines to explain the increase in fares. It has asked them to charge fares at last week's level (prior to the Jet Airways' pilots strike).

US welcomes Indian investment 'across sectors'

MUMBAI: Amid worries about the US adopting protectionist measures, a US government official on Sunday welcomed Indian companies to invest in various sectors in their country.

"International firms operating in the US are treated equally as American companies are," US Department of Commerce Director (Invest in America) Aaron S Brickman said.

"We want more Indian companies to come and invest here," he said.

Apart from sectors like IT, ITeS and pharma where Indians have invested in the US in the past, companies can also invest in other areas where they want to, he said.

"We also want FDI as it brings job opportunities, economic growth, innovative technology and best management practices to the US," he said.

The total flow of foreign direct investment into the US from India was USD 1.7 billion in 2007-08, he said.

"Out of the total investment made by the Asia-Pacific region in the US in 2008, India's contribution was only 1.2 per cent," Brickman said.

"I believe that India is under-representated in terms of FDI in the US," he said, adding, "but now we have a plan for India."

Although FDI from Asia into the US was miniscule, currently (around 14 per cent), it has a lot of potential, he said.

Ernst and Young, National Co-ordinator (Outbound Tax Advisory Services) Nico Derksen said, "the US needs a stream of entreprenuers, investors and innovators...Valuation of companies have come down as compared to what it was two years ago and so it is a good opportunity for acquiring companies," Derkson said.

The major Indian investors in the US are Tata, Reliance Industries Limited, Infosys, Essar, Wipro and Jet Airways, among others.

Brickman also invited small and medium sized Indian companies to invest there. "The American economy is driven by the small and medium sector. There are plenty of opportunities for SME companies," he said.

'Invest in America' was created in 2007 to manage foreign investment promotion.

It facilitates investment inquiries, acts as an Ombudsman, connects investors with states in the US, provides policy guidance and educates investors.

Gold likely to touch Rs 18,000 per 10 gm by Diwali: Assocham

NEW DELHI: Gold is likely to touch Rs 18,000 per 10 gram during the forthcoming festival season as the demand for the yellow metal peaks around Diwali time, according to a projection by industry body Assocham.

Gold prices is expected to increase by Rs 2,000 per 10 gram by Diwali, which is followed by a marriage season in the country, it said. Currently gold prices are hovering around Rs 16,000 per 10 gram.

"The bullion is likely to gradually see spurt in it's prices and stay around Rs 18,000 per 10 gram by Diwali," Assocham President Sajjan Jindal said.

This is due to the fact that more and more investors are flocking to take refuge to gold as an asset class as it happens to be the best bet against rising inflation, Assocham said.

But the dream was over in just 37.2 overs of India’s chase on Saturday, as they suffered a humiliating 139-run loss — their biggest defeat on Lankan soil —- with Man-of-the-Match Angelo Mathews claiming 6 for 20.

Mathews, playing in his 12th one-day international, derailed the Indian batting line up for 168 during their chase of 308. The 22-year-old wasn’t as fiery as Lasith Malinga, neither did he swing the ball like Thilan Thushara but he kept his basics right and stuck to his length, leaving the pitch to do the rest.

Chasing a target at the Premadasa is always a tough task given the slow nature of the pitch, and things started to go wrong for the Indians right from the start. Opener Dinesh Karthik once again disappointed and while Sachin Tendulkar looked good in his knock of 27, he submitted to a slower one. Yuvraj was tested outside the off-stump by Malinga and the Indian vice-captain finally edged one to keeper Kumar Sangakkara. Things went worse when Suresh Raina, who played brilliantly against New Zealand, was out for a golden duck.

Clijsters beats Serena, reaches US Open final

NEW YORK: Comeback queen Kim Clijsters produced a massive upset to defeat title and tournament favourite Serena Williams 6-4, 7-5 in the US Open semi-finals on Saturday.

The match had a chaotic ending with Williams handed a point penalty for verbally abusing and threatening a lineswoman who foot-faulted her to set up match point.

Williams had earlier drawn a warning for smashing her racquet to the ground after losing the first set. The second warning was an automatic point penalty, which just happened to come on match point.

"I said something and I guess they gave me a point penalty and unfortunately it was on match point," she said.

"Clearly in all this year I've never, never been foot-faulted and suddenly in this tournament they give me foot faults.

"I'm not saying I don't foot fault, but it was what it was.

"I've never been in a fight in my whole life so I don't know why she would feel threatened.

"I'm clearly not happy."

Clijsters, who looked stunned by the finish, became the first wildcard, man or woman, to reach a US Open final and the first mother to reach a Grand Slam final since Australia's Evonne Goolagong in 1980 when she won the Wimbledon title.

"I was trying to stay focussed for the match and was facing the other way," Clijsters said.

"I saw Serena talking to the linesman, but I was too far way to hear what she was saying so I can't really comment on what was happening out there."

Clijsters will take on Caroline Wozniacki in Sunday's final after the 19-year-old Dane defeated Yanina Wickmayer of Belgium 6-3, 6-3 in the other semi-final.

The highly-anticipated matchup of the tournament favourite and the young mother who only returned to competition in early August after taking two years out to marry and have a baby finally got underway at after 9:00 pm, over a day late following 48 hours of rain in the New York area.

The Arthur Ashe Stadium court was far from full with many fans having trudged off home after waiting in vain for hours in the damp, cool conditions to see some action.

Clijsters was quickest out of the blocks holding serve in the opening game of the match before putting some pressure on a heavy-footed Williams on her serve.

Games went with serve until 3-2 to Clijsters when a light drizzle started to fall once more, but play continued with both players looking tentative and unsure of their footing, especially the American.

Williams promptly dropped serve to 15 with a double fault and three unforced errors doing the damage.

But falling behind appeared to be just the wakeup call 11-times Grand Slam winner Williams needed as she turned on the power in the next game to break back immediately.

Clijsters held to love in her next service game, forcing Williams to serve to stay in the set at 4-5 down.

A forehand slapped into the net gave Clijsters a first set point and she took that when Williams mis-hit a backhand again into the net, smashing her racquet to the ground in disgust immediately afterwards and drawing a code violation.

It was the first set she had lost in the tournament.

Williams came back out after the changeover trying to get herself pumped up and a series of big groundstrokes had Clijsters on the back foot, helping the American to break serve in the first game of the second set.

But she gave that back right away double-faulting on break point and muttering to herself "I can't believe it."

Clijsters, whose only Grand Slam title win came here in 2005, held serve to lead 2-1, but two games later she was broken for the third time as Williams dominated the rallies with her heavier shot-making.

Williams saved three break points in the following game but on the fourth one Clijsters took control and levelled at 3-3.

She held her own serve from 0-30 down and then held three break points in the next game for a 5-3 lead only for Williams to produce big serves when she needed them most.

But four games later, Williams was in trouble on serve again and this time she cracked under the pressure after the foot fault to set up match point.

Hamilton pips Sutil for Italian GP pole

MONZA: Defending world champion Lewis Hamilton grabbed the 15th pole position of his career on Saturday when he produced a stunning last-gasp lap to take the prime starting spot for Sunday's Italian Grand Prix.

Hamilton, in his McLaren Mercedes, clocked a best lap of one minute and 24.066 seconds to outpace his nearest rival and close friend Adrian Sutil by just two-tenths of a second, so denying widespread celebrations in Delhi and Mumbai.

Sutil was second for the ever-improving Force India team, running on the same Mercedes engines as the McLarens, with two Finns, Kimi Raikkonen in a Ferrari, and Heikki Kovalainen in the second McLaren, taking third and fourth to fill the second row.

Brazilian veteran Rubens Barrichello was fifth for Brawn GP ahead of the current championship leader, his team-mate Jenson Button, the pair failing to break into the top four for this race.

Italian Vitantonio Liuzzi was seventh on his comeback debut with Force India and two-times champion Fernando Alonso eighth for Renault with the two Red Bulls of German Sebastian Vettel and Australian Mark Webber qualifying ninth and 10th.

On the first runs in the shootout, Hamilton set the pace with 1:24.605, a lap that left him in front of Raikkonen's Ferrari and the stunning Sutil's Force India while Button's first laps left him down in 10th.

With decent fuel loads, the cars were not showing their outright pace, as in Q2, but it was still a surprise when Sutil went top in the final seconds only to be overhauled shortly before the chequered flag fell by Hamilton.

On another glorious afternoon of blue skies, warm sunshine and perfect dry conditions, the opening mini-session delivered just what the local fans had come to see - a Ferrari on top of the time-sheets, with the flying Finn Raikkonen setting the pace ahead of Hamilton.

Equally satisfying for the tifosi was the sight of the luckless-so-far Giancarlo Fisichella cruising through to Q2 in 11th place, following his crash during morning practice.

He was clearly showing no nerves and plenty of determination on his dream debut with Ferrari.

Down at the bottom of the pile, however, there were exits for German Timo Glock of Toyota, Japanese kazuki Nakajima and his Williams team-mate German Nico Rosberg, Swiss Sebastien Buemi and his Toro Rosso team-mate Spaniard Jaime Algueersuari, who had to take a five place penalty after requiring a new gearbox following practice.

The track temperature was by mid-session hovering at 40 degrees Celsius and the air temperature was a balmy 27 degrees, conditions that ensured no problems for the leading teams including Brawn's sensitive machinery.

Button, driving with greater confidence and much more of his once-customary smoothness, appeared to be back to his best again after his run of five races without a podium.

Team chief Ross Brawn was certainly showing no signs of strain as his outfit began the countdown towards the championship finale. Acknowledging that the Italian race was important, he said: "Well, the car looks ok, doesn't it?

"It's a pretty challenging track for the drivers. It's a nice place to be here at Monza and the fans are always very warm. This sunny weather should help us.

"But we have to put the whole sequence together. One stops looks to be a logical choice tomorrow but I think many might make two. There will be two races going on which will come together towards the end."

The second part, Q2, saw Button emerge on top with a best time of 1:22.955 ahead of Hamilton and Barrichello with Sutil fourth for Force India, again making the best of their Mercedes-Benz engines.

But it saw a sad early exit for Fisichella, who was only 14th fastest for Ferrari and failed to make the top-ten shootout.

He was sent packing along with compatriot Jarno Trulli of Toyota, Frenchman Romain Grosjean of Renault, Pole Robert Kubica and his BMW Sauber team-mate German Nick Heidfeld, who suffered an engine failure.

Vettel crept through in 10th place, four behind Red Bull team-mate Webber, who was sixth just behind the astonishing Liuzzi, the Italian ensuring that Force India had two cars in the top ten for the first time.

Mumbai forgets Dungarpur on his death

MUMBAI: Even as the cricketing world rose in unison on Saturday to condole the death of one of India's most able cricket administrators, RajSingh Dungarpur, the scene at his Worli home where his body lay, reflected poorly on the people with whom he was associated for decades.

The 'Doyen of Dungarpur' who lived life kingsize breathed his last at 11.30 am. His niece took care of the 73-year-old Dungarpur during his last days as he struggled with Alzheimer's disease.

It was a sad farewell to 'Rajbhai' from the city of Mumbai. Till 7.30 in the evening only a handful of cricketers, committee members of the Cricket Club of India, which he institutionalised, and a few close friends were all who turned up at his residence.

It was surprising that none of the legendary sportspersons who stay at 'Sportsfield', a stone's throw away from Raj Singh's flat, came to pay their last respect.

There was a word about his close friend Lata Mangeshkar and ICC vice-president Sharad Pawar paying a visit but they hadn't till late evening.

Former Mumbai Cricket Association president Manohar Joshi happened to visit someone in the next wing of the building but immediately paid his respect on learning of Dungarpur's demise.

Former India wicketkeeper Farokh Engineer, who stays in England but incidentally happened to be in Mumbai, was among the firsts to reach the residence. "How would I not come. I had a great relationship with Rajbhai for over 40 years," he remarked. "He did a lot for Indian cricket and the CCI. It's a sad day for Indian cricket. He'll be deeply missed not just here but also at Lord's where he had a lot of friends. Raj was larger than life," said Engineer getting emotional.

Former India badminton player Nandu Natekar and late Ashok Mankad's son Mihir, late Dilip Sardesai's wife Nandini, former India wicketkeeper Kiran More, former India pacer GR Sunderram, former India players Dilip Vengsarkar and Lalchand Rajput and BCCI CAO Prof Ratnakar Shetty were among the few who paid a visit.

A legend in his own right, Raj Singh had the conviction of belief. Among his many decisions was the selection of Sachin Tendulkar as a 16-year-old in 1989 and extending an invitation to Mohammad Azharuddin to become India's captain.

While Dungarpur essayed many roles in cricket as a player, selector, team manager and board chief (1996-99), he was also invited to join the Bhartiya Janata Party by none other than former prime minister Atal Behari Vajpayee himself.

"Soon after my cataract operation in Delhi Mr Vajpayee called on me and said hereon we need your vision. Please join me, he told me," Raj Singh had revealed.

He also had a desire to write his autobiography, not one but three. "I think I'll write three; The Days of The Raj, Ups and Downs of Dungarpur and My Tryst With Indian Cricket," he had said.

He had his share of controversies too. Once Mohinder Amarnath termed his team of selectors as a 'bunch of jokers' and Sunil Gavaskar resigned from the National Cricket Academy disagreeing with Dungarpur's ideas. But it was the allegations of corruption by CCI members that pained him deeply.

India lodges strong protest after rockets fired from Pak

AMRITSAR: India on Saturday lodged a strong protest with Pakistan over the firing of three rockets from across the border that exploded two kilometres inside Punjab.

The issue was raised at a flag meeting between the BSF and Pakistani Rangers in the wee hours after the missiles landed in open fields in Modhey and Dhoneya Khurd villages in Attari sector on the Indo-Pak border, prompting retaliatory gunfire from the Indian border troops.

There was no damage or casualty on the Indian side due to the Pakistani action last night, BSF Inspector General Himmat Singh said.

"We held a flag meeting at about 1 am and made a very strong protest to them (Pakistani Rangers) about this incident," he told reporters here.

"Yesterday night, at about 10 pm, the BSF troops posted at Pulkanjini border outpost saw flashlights and firing from Pakistan territory and after a very short gap, they heard explosions," Singh said.

"Our troops on the border retaliated immediately, very strongly...after that no incident of fire from Pakistani side was reported," he said.

"Three rockets were fired from Pakistani side. There was no damage but it raises suspicion about developments on the other side of the border," a BSF official said.

During the meeting, the Rangers "feigned ignorance (about the incident) but said they will look into it," he said.

New Delhi suspects that the border incidents were mainly aimed at diverting attention of the Indian forces to push in infiltrators.

In the flag meeting, which was held at the Joint Check Post at the international border in Attari, Commandant H S Dhillon led the BSF delegation while Wing Commander Akbar Bhatt was leading the delegation of Pakistan Rangers.

"The firing from Pakistan may be an attempt to demoralise the villagers as well as newly-deployed woman BSF constables," Baljit Singh, panchayat member of a border village, said.

For the first time in the history of BSF, 16 women constables of the force were deployed yesterday at Rorawali village near Attari border to facilitate frisking of ladies.

The step was taken following demands from farmers to let village women pass the barbed fencing wire on the border to their agricultural fields within Indian territory.

Pakistani forces fire rockets at India, BSF retaliates

Amritsar: Pakistani forces on Friday night fired two rockets towards Indian territory which fell in agriculture fields in two adjacent villages, drawing retaliation from BSF using machine guns.

There was, however, no casualty on the Indian side in the Pakistani action, BSF Inspector General Himmat Singh said.

Singh said Pakistan fired rockets which landed in an open area at villages Modhey and Dhoneya Khurd at around 10 pm after which the BSF troops hit back by opening fire from machine guns.

He said BSF authorities got in touch with their Pakistani counterparts for a flag meeting where India would lodge a strong protest against the action.

The attack happened on a day when the BSF deployed its first batch of women constables at the border to facilitate frisking of women going for work in fields.

Sixteen of a batch of 178 women constables of the force were deployed at Rorawari village near Attari border in Punjab on Friday.

Jet-pilots talks fail, no end to strike yet

MUMBAI: The stalemate in the discussions between Jet Airways and the agitating pilots continued on Saturday, with no indications of the resolution of the five-day old impasse on the right of pilots to form a union.

"We are trying our level best to come to an amicable settlement," said Girish Kaushik, president of the newly-formed National Aviators Guild (NAG), which has been the bone of contention with the management
that has sacked four pilots. The NAG wants reinstatement of the pilots.

Kaushik said Jet executive director Saroj Dutta addressed the pilots on Saturday and has given some proposals which he has to discuss with the agitating pilots. "We are ready to fly this evening or night if an agreement takes place."

Three killed in Srinagar blast

SRINAGR: Two policemen and a woman were killed and several people injured in a massive blast outside the central jail in this Jammu and Kashmir
summer capital on Saturday evening, officials said.

Senior police officials, who rushed to the spot, blamed the bombing on separatist guerrillas.

The explosion took place when a police vehicle was passing by the jail, killing at least two policemen, a woman and injuring several people, they said.

The bomb was possibly hidden in a car but investigations are on, police said.

The area was immediately cordoned off and the injured were being rushed to hospital.

Asked whether they were close to an agreement, he said he was not in a position to say anything on this. "No sooner does the agreement happen, no sooner do the two teams agree to settle amicably, then the pilots will start flying."

"We are trying to modify and make a draft acceptable to both sides," he said, adding Dutta has not asked for dissolution of the guild.

But Dutta wanted the pilots to resume duty and promised to take back the sacked pilots immediately.

Pak's latest flip flop: No Baloch dossier given to India

In yet another evidence of Pakistan’s flip-flops, Islamabad, for the first time has admitted that it has not handed any dossier regarding Baloch insurgency to India.

In an interview with a news weekly, Foreign Minister Shah Mehmood Qureshi, in an apparent volte-face, said Pakistan actually never handed any dossier to India during Prime Minister Manmohan Singh’s meeting with Yousuf Raza Gilani on the sidelines of the NAM summit at Sharm-el-Sheikh in July.

“No, we didn’t. Actually, we flagged the issue on Balochistan. We asked for a positive attitude and asked for non-interference inside Balochistan,” ‘The Nation’ quoted Qureshi, as saying.

While Islamabad, till now, has continuously been claiming that it has handed a dossier to India regarding latter’s involvement in the Baloch insurgency, New Delhi has out rightly rejected the claims.

Following Pakistan’s ‘baseless’ claims, the UPA Government faced severe criticism from the opposition for allowing some damaging concessions to the neighbour country.

Prime Minister Manmohan had to clarify the government’s stand in parliament and he said that no such dossier were given by Pakistan during the meeting in Egypt.

“No dossier on Balochistan has been handed over to me,” Singh said during his speech during the monsoon session of the Lok Sabha.

Trying to corner the government over the alleged ‘sell off’ to Pakistan in Egypt, senior Bharatiya Janata Party (BJP) leader Yashwant Sinha alleged that India has committed a blunder by agreeing to de-link action against terror by Pakistan to the resumption of the composite dialogue.

Pakistani media had described that the Baloch dossier’s claims as true and added that it had been presented to Prime Minister Manmohan Singh with details of India’s alleged role in fomenting trouble in Balochistan and other areas.

Indices hit 15-month high

Mumbai: Indian bourses turned green as both the benchmark Sensex and Nifty hit a 15-month high during the week following sustained capital inflows in view of improvement in business confidence and revival of monsoon coupled with firm global cues.

The main market mover, Foreign Institutional Investors (FIIs) went on buying spree and pumped in Rs 3,275.67 in the week, including provisional data of September 11.

A survey carried out by Federation of Indian Chambers of Commerce (FICCI), for the month of September 2009, suggested that the confidence level of India Inc is on the rise.

Strong response to the initial public offer of Oil India also boosted the market sentiment.

The Bombay Stock Exchange 30-share barometer ended the week higher at 16,264.30 as against the last weekend's level of 15,689.12, a net rise of 575.18 points or 3.67 per cent.

US imposes 35% duty on Chinese tyres

Washington/Beijing: US President Barack Obama has imposed a whopping 35 per cent additional import duty on Chinese tyres in a bid to protect the domestic market, drawing the ire of Beijing which described the measure as ‘protectionist’ and violation of WTO rules.

The additional import duty would be in force for three years, however, it would decline by five per cent each in subsequent years.

"The additional duty to passenger vehicle and light truck tires complementing the existing four per cent duty will be set at 35 per cent ad valorem for the first year, 30 per cent ad valorem the second year, and 25 per cent ad valorem the third year," the White House said in a statement.

"In the context of the global economic crisis this sets a very bad example. China reserves the right to retaliate," a top Chinese official said in Beijing.

Obama signed a presidential determination in this regard after reviewing recommendations from the United States Trade Representative (USTR).

"China is firmly opposed to this measure of serious commercial protectionism by the United States, which not only violates world trade rules but also the undertakings given by the US at the G20," commerce ministry spokesman Yao Jian said in statements posted on the ministry of commerce website.

"The US had violated WTO rule by this decision and

also relevant commitments made on the G-20 financial summit," the ministry was quoted as saying by Xinhua.

Colombo: There were a few tense faces as Team India took the field after skipper MS Dhoni lost the toss in their tri-series opener against New Zealand, at a venue where teams batting second generally end up on the losing side. But as the day progressed, the worry lines were replaced with broad smiles as Dhoni and Suresh Raina completed a tricky chase with plenty of authority.

India eased past the target of 156 in 40.3 overs to beat New Zealand by six wickets, and break the Premadasa jinx as well — for teams batting first had won the last 11 games played at this venue. The Kiwis have been knocked out of this short tournament, while India’s game against Sri Lanka on Saturday is a dress rehearsal for Monday’s final.

If India win their next two games against Sri Lanka, they will be the undisputed No 1 in the ICC rankings.

There were several positives that India can take from this game, with handy contributions from all corners. If anybody doubted the credentials of India’s ‘new’ pace spearhead Ashish Nehra, those suspicions were proved to be unfounded. The comeback man showed what it took to be among the wickets on slow, low Sri Lankan pitches, bowling just short of a length and not allowing the batsmen to come onto the front foot. He got rid of Jesse Ryder and Brendon McCullum leg-before, and when RP Singh got rid of Ross Taylor, New Zealand were reduced to 19/3 in 5.5 overs.

Paes-Black lose final to American wild cards

New York: Leander Paes will have to wait for his 10th Grand Slam title as the Indian and his partner Cara Black failed to defend their US Open mixed double crown, suffering a shock 2-6, 4-6 defeat at the hands of local wild cards Carly Gullickson and Travis Parrott in New York.

Cara proved a weak link in the Indo-Zimbabwean combo as all she could do was play some feeble shots.

She failed to make any impact as not even once she held her serve in the final match, which lasted just 66 minutes.

Paes and Cara struggled to find their touch as numerous unforced errors flew from their racquets while their rivals played a fascinating game, especially at the net.

Thanks to brilliance of Paes, the second seeds saved a match point in the eighth game of the second set and also got their first and only break in the match.

Carly was serving for the match but Paes played an amazing cross court winner to earn that break.

The Indian then held her serve in the game to narrow the lead to 4-5 but by then it was too late as Travis served out the match in the 10th game.

Paes still can return with a title from the US Open if he and Czech Lukas Dlouhy win their men's doubles final against Mahesh Bhupathi and Mark Knowles.

The match did not start the way Paes and Cara would have liked as they struggled with serve and shot-making due to windy conditions and were facing two break points in the opening game.

Del Potro beats Cilic to reach US Open semis

New York: Sixth seed Argentine Juan Martin Del Potro roared into his second grand slam semi-final of the year with a 4-6 6-3 6-2 6-1 victory over Croatian 16th seed Marin Cilic at the US Open on Thursday.

After winning the first set and holding a 3-1 lead in the second, Cilic started spraying his groundstrokes and the demoralised Croat lost 17 of the final 20 games of the match.

Cilic had 53 unforced errors, compared to just 24 for Del Potro. The Argentine, one of tour's hottest players, converted all eight of his break-point opportunities.

Del Potro, who reached the last four at the French Open, will face the winner of the match later on Thursday between third seed Rafael Nadal and number 11 Fernando Gonzalez.

Five-times champion Roger Federer and fourth seed Novak Djokovic will contest the other semi-final of the year's final grand slam tournament.

Rain interrupts Nadal-Gonzalez contest

The quarter-final between Rafael Nadal and Fernando Gonzalez was stopped for the second time because of rain. Nadal was leading 7-6 2-2 when rain first stopped play but upon resumption, they managed to go on for another 35 minutes before another shower burst halted proceedings with Gonzalez serving at 2-3 down in the second-set tiebreak.

The first interruption lasted for 75 minutes in what was the first rain stoppage of the championships after 10 days of dry weather.

World number three Nadal and the 11th-seeded Chilean were kept on court for a few minutes before leaving Arthur Ashe Stadium for the locker room, just as they did in the first suspension of play in the last quarter-final match.
