IPL row: PM, Sonia to meet amid demand for JPC probe

New Delhi: Prime Minister Manmohan Singh and Congress president Sonia Gandhi are expected to meet this evening in the backdrop of opposition demand for a probe by a joint parliamentary committee into the IPL controversy.

A meeting of the Congress Core Group headed by Gandhi is likely to take stock of the situation following the row involving Indian Premier League which has seen the exit of Shashi Tharoor from Union Ministry and allegations of involvement of two other Ministers.

Finance Minister Pranab Mukherjee said in Lok Sabha, "It (a decision on JPC) is to be taken after due diligence and consideration. It cannot be like instant coffee or instant consideration".

Observing that the government will have to ponder over the demand, Mukherjee, who is also the Leader of the Lok Sabha, said, "I will communicate your sentiments to the Prime Minister. As and when the government takes a decision, we will come to Parliament. Let us wait for some time."


IPL teams involved in match-fixing in South Africa: I-T report

TIMES NOW on Friday accessed the I-T investigation report into match-fixing angle in the IPL controversy. The report says investigations revealed Lalit Modi has interests in three teams. The report goes on to name Samir Thakral as front for Lalit Modi whose phone records show conversations with bookies.

TIMES NOW has learnt that serious investigations are on into possible match-fixing and betting in IPL Season 2 which took place in South Africa. The entire investigation now seems to be honing in on IPL 2. In fact, the Income Tax investigation wing has filed a confidential report to the finance ministry.

Sources said that several IPL players could have been involved. Sources have also indicated that phone conversations have also been recorded and that possible questioning of IPL players could happen in this regard.

BJP to raise phone tapping of political leaders in Parliament

NEW DELHI: The phones of some prominent political leaders including Union Agriculture Minister Sharad Pawar and Congress leader Digvijay Singh have been tapped, a prominent English news weekly has claimed.

Bihar Chief Minister Nitish Kumar and CPM General Secretary Prakash Karat have also been tapped by National Technical Research Organisation, an intelligence agency created in the aftermath of the Kargil war to cover all aspects of technical intelligence gathering, "Outlook" magazine said in its latest issue.

While the phones of Singh and Kumar were tapped in 2007 and that of Karat in 2008 at the height of his opposition to the Indo-US nuclear deal leading to the no-confidence motion against the government, the telephone of Pawar was tapped and taped last fortnight in the wake of the scandal in the IPL.

"Discussions between the minister and IPL Commissioner Lalit Modi were tapped and taped last fortnight in the wake of the scandal in the cricket league. The recorded conversations allegedly threw up inside details of the deals that were stuck in the bidding process for the various teams," the magazine said.

The magazine's Editor Vinod Mehta said while he appreciated concerns of national security he wondered why telephone tapping was being resorted to against leaders for "political opportunism".

He said tapping could now now be done by modern gadgets within a radius of two km and there was no no need for any authorisation for the purpose. It could be misused against common public, he added.

Political parties criticised the government for the alleged resort to snooping on leaders.

BJP deputy leader in Rajya Sabha S S Ahluwalia said his party would raise the issue in Parliament on Monday. He contended this was in violation of Art 21 of the Constitution which assures protection of life and liberty to every citizen.

His party colleague and spokesperson Nirmala Seetharaman said she was not not surprised or shocked by the Congress party-led government's "return" to emergency days.

CPI leader D Raja said India was a democracy and not not a military-state where personal freedoms are barred. government should explain why it was doing this, he said adding he would raise the issue in Rajya Sabha.

Pawar, Patel in line of Opposition fire

New Delhi: Union Ministers Sharad Pawar and Praful Patel came in the line of fire of the Opposition which demanded their resignation in the wake of IPL controversy and constitution of a Joint Parliamentary Committee to probe it, a plea government has promised to consider.
Parliament business was disrupted with the Opposition leaders demanding that only a JPC probe will have credibility as there were allegations of involvement of two ministers in the controversy.

The Rajya Sabha was adjourned after lunch without transacting any business with BJP members insisting on a JPC probe.

Leader of the Opposition in Lok Sabha Sushma Swaraj raked up the issue saying it was getting "more serious by the day" and demanded a JPC probe to save the dignity of the House and to throw light on the issue.

CPI leader in Lok Sabha described it as the "most serious fraud unparallelled in the history of independent India". He held that "unpardonable violation of law has taken place for the last two years under the nose of the government.

The two ministers, who belong to NCP, an important ally of the Congress at the Centre and in Maharashtra, were targeted in both the Houses but their names were not taken.

The Opposition members described the alleged financial wrongdoings in the IPL as a huge scam and wanted to know "how many more Tharoors were there".

Minister of State for External Affairs Shashi Tharoor was forced to resign on Sunday following allegations of misuse of power by him to get sweat equity of the value of Rs 70 crore for his friend Sunanda Pushkar.

The Opposition leaders also targeted Patel in the wake of reports that his daughter Poorna allegedly pulled out an aircraft from a scheduled flight for operating a chartered flight for an IPL team. Air India, however, denied the charge.

Former Union Minister and senior BJP leader Yashwant Sinha told reporters outside Parliament that "propriety demands that in order to ensure an impartial probe, the ministers should not be in their position.

"It will be in order that those in the circle of suspicion quit so that the an impartial probe could be carried out."

With ally in trouble and the government having important financial business ahead in Parliament, the Congress top brass is expected to meet in the Core Group to discuss the demand for constituting a JPC.

Maruti relaunches WagonR @ Rs 3.28-3.81 lakh

New Delhi: The country's largest car maker Maruti Suzuki India launched a new version of its compact car WagonR priced between Rs 3.28 lakh and Rs 3.81 lakh.

"This new launch of WagonR is important to Maruti Suzuki for many reasons. It demonstrates the growing research and development capability of the company," Maruti Suzuki India MD and CEO Shinzo Nakanishi said.

The new WagonR is developed from the latest platform of the vehicle that is available in Japan. The car is powered by BS-IV compliant 998cc K-series engine.

With this launch the existing WagonR will be phased out that was launched in 1999 and sold a total of 8.8 lakh units.

Wipro Q4 net rises 21 pct to Rs 1,209 cr

IT major Wipro reported 20.77 per cent growth in consolidated net profit at Rs 1,209 crore for the fourth quarter ended March, compared to the same period last year.

Net income from sales rose to Rs 6,982 crore for the quarter ended March 31, 2010, from Rs 6,451.4 crore in the same quarter previous fiscal, Wipro said in a filing to the Bombay Stock Exchange.

The company announced a bonus issue in 2:3 ratio, or 2 equity shares of face value of Rs 2 each for every 3 held. The proposal is subject to shareholders' approval.

In addition, a dividend of Rs 6 per share on the face value of Rs 2 each to shareholders has also been announced.

"We have seen another strong quarter of broad based, volume led growth. We saw good recovery in our challenged verticals of technology and telecom. The business environment is returning to normal," Wipro Chairman Azim Premji said.

For the year ended March 31, 2010, the company posted a consolidated net profit of Rs 4,593 crore, up 18.49 from a year ago.

On the outlook front, Premji added that for the quarter ending June 30, 2010, the company expects revenues from IT services business to be in the range of USD 1,190 million to USD 1,215 million.

"We had a satisfying quarter. We delivered close to the upper end of our guidance with revenues of USD 1,180 million in constant currency. We have driven up margins by 60 basis points despite headwinds of wage increases, rupee appreciation and the impact of cross currency," Wipro Executive Director & CFO Suresh Senapaty said.

On a standalone basis, the company reported a growth of 46.85 per cent in net profit at Rs 1,236 crore for the fourth quarter.

Revenues from IT services in constant currency was USD 1,180 million, with a sequential increase of 4.7 per cent. On a year-on-year basis, the constant currency revenue increase was 7.8 per cent.

The company's IT services during the quarter added 27 new clients and for the whole year, the company added 121 new clients.

The company during the quarter made a net addition of 5,325 employees, taking its headcount to 1,08,071.

Shares of Wipro were trading at Rs 724 on BSE, up 2.99 per cent from previous close.

Microsoft profit rises 35 pct

Microsoft Corp beat analysts' estimates with a 35 per cent jump in quarterly profit, lifted by sales of Windows 7, but its shares fell more than 3 per cent as investors expected the company to benefit more from a recovering technology sector.

Sales, pegged back by revenue deferred from its Office software unit before a big upgrade next month, narrowly beat analysts' average estimate, suggesting that the recovery is not yet in full swing for the world's largest software firm.

"Maybe people's expectations were a little bit higher than Microsoft's numbers," said Toan Tran, analyst at Morningstar. "Tech earnings have been pretty strong, and with lots of strength in the PC market, the stock has come up quite a bit recently, so it might be people having too high expectations."

The company's stock has risen 14 per cent since the market's dip in early February, hitting a two-year high in intraday trading on Thursday, compared to a 20 per cent rise in the Nasdaq.

Tech leaders Intel Corp and Apple Inc smashed Wall Street estimates in recent weeks, elevating expectations that Microsoft would do the same.

However, Oracle Corp, IBM and Google Inc posted strong results only to see their stocks fall.

Worldwide PC spending is projected to recover from recent doldrums and rise 12 per cent to $245 billion in 2010, according to tech research firm Gartner. That promises to be a huge -- if not immediate -- boost to Microsoft, which provides the operating system for more than 90 per cent of the world's computers.

"The real benefit for Microsoft will be not necessarily when consumers buy PCs but when businesses step up to the plate and start buying PCs, 10,000, 20,000 and 30,000 at a time," said Andrew Miedler, an analyst at Edward Jones. "That's when it really starts helping Microsoft more, because business PC purchases typically bring more profitability for Microsoft, because they get a more professional version of the product."

Microsoft reported a net profit of $4.01 billion, or 45 cents per share, for its fiscal third quarter ended March 31, compared with $2.98 billion, or 33 cents per share, a year ago. Analysts were expecting 42 cents per share, according to Thomson Reuters I/B/E/S.

Quarterly net revenue rose 6 per cent to $14.5 billion, beating analysts' average estimate of $14.39 billion.

"In the third quarter, we saw a return to growth in business's hardware spending -- both PCs and servers, which was different than what we've seen over the last three or four quarters," Chief Financial Officer Peter Klein said in a telephone interview.

The growth in profit was powered by the unit which makes Windows, posting a 35 per cent increase in profit to $3.06 billion in the quarter, boosted by the hot-selling Windows 7, released last October.

Its business division, which makes the Office suite of software, saw profit fall 5 per cent to $2.62 billion. The company deferred $305 million in revenue from sales of Office as it has guaranteed free upgrades to the new version of Office which is due out in May.

The amount of deferred revenue was within Microsoft's estimated $300 million to $350 million, but some were disappointed that the number was not higher, perhaps indicating a lack of excitement over the new release.

Microsoft's online business, which includes the new Bing search engine, saw its quarterly loss widen 73 per cent to $713 million, as the company continues to invest in ways to challenge Google.

Klein said he expects business tech spending to recover in the latter half of 2010 and into 2011. "I'm not calling a boomerang, but I think this kind of growth that we are seeing probably sustains through the next couple of years."

He did not offer specific revenue or profit forecasts. Microsoft stopped making them in January 2009, citing market volatility.

Microsoft, which cut more than 5,000 jobs last year as it reined in spending, forecast $26.1 billion to $26.3 billion in operating costs for its fiscal year ending June 30. That is a lower range than its last forecast of $26.2 billion to $26.5 billion.

Microsoft said in March it is targeting $27 billion to $27.5 billion in operating expenses for fiscal 2011, which starts in July.

The stock fell 3.3 per cent in after-hours trading to $30.34 from its close at $31.39 on Nasdaq.

I-T issues notices to Knight Riders, Gameplan

The income tax department has issued notices to Knight Riders Sports Private Limited and Gameplan Sports to appear before it in connection with the recent search operations at the offices of the two entities.
"We have issued notices to both Knight Rider Sports and Gameplan," Director General of IT investigation (East) Vinod Khurana said.

He said the two entities had asked for time till Monday for appearing before the IT department.

Asked whether the IT sleuths had stumbled across any irregularities so far, Khurana said that the officials were still examining papers.

He said the Kolkata IT office would only look into details like corporate endorsements, ticket receipts and the various heads under which expenditure was incurred and reflected in the books of the two companies.

Khurana said that the IT office would also investigate whether TDS was made on payment made to CAB by KR Sports, which owns the KKR team.

The official said that since KR Sports was based in Mumbai, IT Mumbai would look into the funding and shareholding pattern of KR Sports.

He said that it was not necessary that officials of the two companies would have to appear in person. "They can send their legal counsel also."

IT officials had conducted a search and survey operation in the city offices of KR Sports and Gameplan on Wednesday.

BCCI bigwigs may shun IPL Awards

Mumbai: BCCI bigwigs are set to give it a miss in the wake of the spat with Lalit Modi but the inaugural Indian Premier League awards still promise to be a glitzy affair here tonight.

The Awards Night, to honour the best-performing players in the IPL over the last month and a half, is planned to be a Bollywood-style entertainment extravaganza in which Shah Rukh Khan and Karan Johar are to be the co-hosts.

Invitations for the awards function have been sent to all the BCCI and IPL's Governing Council members, all the franchise owners, players and support staff, along with the owners of the two new teams - Kochi and Pune -- which are to make their debut in the league in 2011.

But if the BCCI officials, notably President Shashank Manohar, secretary N Srinivasan and his predecessor Niranjan Shah also the current vice chairman of its sub-committee IPL choose to give it a short shrift, it would come as a bit of dampener.

"We can't take a roll call and find out who all would be attending it. Whoever wants would be at the function," BCCI sources told PTI yesterday but according to latest indications none of them would grace the occasion.

The awards function could also be the last time IPL Commissioner Modi, whose tenure at the helm of affairs is hanging by a thin thread, will be calling the shots at the Board's precincts as a strong lobby is working towards removing him from the post in the wake of the huge controvers surrounding it.

Among the jury panel is former India captain Sunil Gavaskar who is also a GC member while Modi is its convener.

There are two other ex-cricketers in the Council former captains Mansur Ali Khan Pataudi and Ravi Shastri.

If the top bosses of BCCI skip the awards ceremony, as is expected in some quarters, it would amount to an indirect slap on the cricketers who have sweated it out for close to six weeks.

A total of 22 categories of awards, including nine jury awards, would be given away, but the suspense remains as to the persons who would attend it from the cricket administration.

Reporters from the print and electronic media have been excluded from the function while photographers and TV camera crew would be able to shoot the proceedings.

A further embarrassment awaits Modi who is considering moving the court to stop the April 26 governing council meeting which has been convened by BCCI secretary Srinivasan.

The BCCI top brass might also not attend the grand final of the Twenty20 tournament between Mumbai Indians and Chennai Super Kings, which is owned by Srinivasan's India Cements Group, according to sources.

Patel, Pawar involved in IPL row? PM seeks details

NEW DELHI: After Shashi Tharoor, Union Civil Aviation Minister Praful Patel is now facing the heat of IPL controversy as reports in the media indicate that Prime Minister Manmohan singh has sought details of his as well as Sharad Pawar's involvement in the IPL row.

The reports say that Finance Minister Pranab Mukherjee met the Prime Minster with details about Praful patel and his daughter Poorna’s alleged role helping Tharoor with the IPL Kochi franchise’s evaluation two days before they were made public.

Reports also say that the PM got the details of NCP leader Sharad Pawar's son-in-law Sadanand Sule's stake in an IPL broadcaster.

However, Pawar's daughter and Sule's wife Supriya has already denied any role of her husband in the IPL other than being an avid cricket follower.

A senior Congress leader, speaking on condition of anonymity, claimed the IPL controversy will actually lead to the NCP's ties with Congress getting more strengthened.

Meanwhile, BJP is seeking to fish in troubled waters with a senior leader, who asked not to be named, saying that the party's strategy was only to target the Congress as Sharad Pawar's party has eight members in the Lok Sabha and numbers will count when opposition moves a cut motion to the Finance Bill.

New twist in IPL saga: Praful Patel connection

New Delhi:The Indian Premier League (IPL) scam took a new turn on Thursday, as details of mail sent from Union Minister of State for Civil Aviation Praful Patel’s office to former Union Minister Shashi Tharoor were leaked to the media.

A day after Patel claimed that he had nothing to do with the IPL, it has emerged that his personal secretary had sent a mail to Tharoor in March, with a document containing projections of new franchisee valuation in the IPL.

It was reported that, Champa Bharadwaj, personal secretary to Patel, forwarded a mail from her official ID to Tharoor’s personal ID, hours after IPL Chief Executive officer Sunder Raman sent the same document to Patel’s daughter Poorna Patel, who is IPL’s hospitality manager.

Bharadwaj, sent a mail to Tharoor on March 19, two days before the bids were opened and Tharoor supported Kochi team sprang a surprise by making the second highest bid.

Meanwhile, Patel claimed that his secretary was only forwarding information requested by Tharoor.

“Shashi andI have been friends and he did ask me whether I could help him with some information in the capacity of a friend, since he was putting together a team from Kochi. I know what information has been passed,” he said.

“If I was a bidder, why would I help out a competitor with information,” he added.

Poorna Patel admitted that she had forwarded the mail to her father’s secretary, but said she was only following Raman’s instructions.

“ Sunder had given me certain instructions and I was merely following that, Other than that, I have no idea,” Poorna said.

Raman on his part, said he sent it to Poorna, as a key member of the IPL team, but did not know why she forwarded it to Patel’s office.

I-T claims incriminating proof against Shah Rukh's KKR


Kolkata: Income Tax officials probing alleged financial irregularities in the cash-rich Indian Premier League on Thursday claimed to have found some "incriminating" documents during searches at the offices of Kolkata Knight Riders and Cricket Association of Bengal.

The searches that began last evening went on for eight hours and ended at 1 AM during when the CAB office bearers, including its joint secretary Biswarup Dey were questioned.

"We have some incriminating documents related to IPL and KKR. We will further investigate its nature and all transactions of IPL, KKR and CAB," Akhilendu Jadhav, an IT official, told reporters in the wee hours of morning in Kolkata.

KKR was among the four Indian Premier League (IPL) franchisees whose offices were surveyed during a nation-wide probe by tax sleuths yesterday. The offices of Chennai Super Kings, Deccan Chargers and Kings XI were searched in Chennai, Hyderabad and Gurgaon respectively.

"We are satisfied with our inquiry. This is a lengthy process and if needed we will come back again," an IT official said here when asked whether they have plans to conduct a similar raid at the office of CAB president Jagmohan Dalmiya.

Dey said they had complied with all the details and documents that were asked for by the taxmen.

The IT authorities are investigating the entire IPL structure, which has become a huge revenue-earning entity for the BCCI, since its inception.

US won't persuade 'special friends' India, Pak to sign NPT


Washington: Bracketing both India and Pakistan as its ‘very special friends’, the United States has said that it would not pressurise these countries to sign the nuclear non-proliferation treaty (NPT).

Interacting with media persons during a press briefing here, US Under Secretary of State for Arms Control and International Security Ellen Tauscher said the Obama Administration is in direct touch with both India and Pakistan over such issues and holds daily conversations with them.

“The countries that you mentioned are very special friends of the United States. We have conversations with them every day about many different things,” Tauscher said while responding to a question that whether the US would persuade New Delhi and Islamabad to sign the NPT.

She, however, added: “We would like all countries to sign onto the NPT. We have a universality commitment, yes.”

The top US official also warned that the world was facing more danger than it was during the Cold War era, as more and more countries are competing to acquire nuke know-how.

“We have terrorist groups and organised crime and other bad actors that are looking to acquire nuclear technology, nuclear know-how and nuclear material. And secondarily, we have more states looking to acquire nuclear weapons than we have had in the last 15 years,” 'The Dawn' quoted Tauscher, as saying.

When asked that if the White House feels that both India and Pakistan must cut down their nuclear arms race and reduce the stockpile of the weapons of mass destruction (WMD), Tauscher opted for a more diplomatic reply and said her views as a lawmaker were very different from her views as a senior US official.

CBI wants bedsheet on which Aarushi was murdered


NEW DELHI: The CBI has asked the UP Police to provide pieces of crucial evidence relating to the murder of teenaged girl Aarushi Talwar -- the bedsheet on which she was found dead and her room's doormat -- as it continues the probe into the nearly two-year old case.

Citing the importance of the bedsheet and the doormat, a senior forensic official said the bedsheet might have some seminal stain or blood stain or any other forensic evidence and, if investigated, they might give a clue of the murderer.

Earlier, the CBI had asked for the same from the parents of Aarushi after they had undergone narco test at Gandhinagar Forensic labrotary recently, they said.

Aarushi Talwar was found dead with her throat slit on May 15, 2008, at her home at Jalvayu Vihar in Noida. Their domestic help Hemraj, initially suspected of the crime, was found dead on the roof-top.

The CBI team investigating the case had charged the UP police, who had first probede the case, with having destroyed 90 per cent of the evidence at the crime scene.

The forensic scientist said the UP police did not cordon off the crime scene and "as such when we went to capture the finger prints, we found many people as the media and other people were walking up and down all over them."

Sources in the UP police claimed all the evidence collected during the probe was handed over to CBI and there was nothing more to be shared with the agency.

56 Indian cos in Forbes' Global 2000 list

As many as 56 Indian companies, including Reliance Industries and State Bank of India, have been named among the world's 2,000 most powerful listed companies, according to US magazine Forbes.

The 'Global 2000' list of the biggest and most powerful companies worldwide has been topped by US banking giant JPMorgan Chase and is followed by General Electric, Bank of America and ExxonMobil.

Among Indian high performers, Mukesh Ambani-led Reliance Industries leads the pack and has been ranked at the 126th place in the global list.

Other Indian companies named in the list include State Bank of India (130), ONGC (155), ICICI Bank (282), Indian Oil (313), NTPC (341), Tata Steel (345), Bharti Airtel (471), Steel Authority of India (502), Larsen & Toubro (548) and HDFC Bank (632).

The global rankings span 62 countries, with the US (515 members) and Japan (210 members) dominating the list as usual, although the number of companies from developing nations in the Global 2000 is fast increasing.

This year, the countries that gained the most ground are mainland China (113 members), India (56 members) and Canada (62 members), the magazine said.

Forbes' ranking of the world's biggest companies used an equal weighting of sales, profits, assets and market value to rank companies according to size and this year's list reveals the dynamism of global business.

"In total, the Global 2000 companies now account for USD 30 trillion in revenues, USD 1.4 trillion in profits, USD 124 trillion in assets and USD 31 trillion in market value. All metrics are down from last year, except for market value, which rose 61 per cent," Forbes said.

Two companies from the Anil Ambani Group, Reliance Communications (742) and Reliance Infrastructure (1,702), have also made it on the list.

Other Indian companies named on the list include state-owned Punjab National Bank (695), Tata Consultancy Services (741), HDFC (783), Infosys (807), DLF (923) and Hero Honda Motors (1,571).

Air India March salary delayed by a month; 2 Pak offices shut

New Delhi: State-owned Air India delayed payment of March's salary to its employee by a month as it had to meet year-end expenses for various purposes, Parliament was informed on Thursday.

"The salary for the month of March, 2010, was paid to the employees of Air India on April 7, 2010," Minister of State for Civil Aviation Praful Patel said in a written reply in the Lok Sabha.

The above postponement was necessitated due to committed March year-end payments to oil companies, Airports Authority of India, foreign and Indian vendors, and because of repayment of loans, Patel said.

He said the government is continuously monitoring the financial position and restructuring plan of Air India.

Replying to another question, the minister said Air India has decided to close its offices at Lahore and Karachi in Pakistan due to the lack of operations from these cities.

"Air India has decided to close its offices at Lahore and Karachi in Pakistan as it does not have operations to/from these stations," Patel said.

Patel said no losses are likely to be incurred by the airline due to the closure but would instead help in saving cost incurred on maintenance of the offices.

PE investment in SMEs dip 68 pct in '09

New Delhi: Private equity investment in the SME sector dipped to USD 580 million in 2009, down about 68 per cent year-on-year as PE firms shied away from risking their capital in small and medium enterprises in the wake of the slowdown.

PE investment in the SME sector last calendar year stood at USD 580 million via 81 deals against USD 1,812 million through 187 deals in 2008, a study by industry body Assocham said.

"Poor returns on investments in the midst of challenging times have forced fund managers to think twice when it comes to putting too much into the (SME) sector," it added.

The global financial meltdown made PE investors wary of the small and medium enterprises (SMEs) as there is a great deal of risk involved when it comes to funding cash-strapped companies, the study noted.

Further, less PE investments made it difficult for these small firms to execute their growth plans, the Assocham study said.

Too big to fail? IPL cricket in a spin


With its cocktail of celebrities and cheerleaders, the Indian Premier League's dizzy rise to become cricket's richest tournament is under threat, illustrating how politics and business don't mix.

A scandal over a government junior minister accused of influencing a bid for a team has sparked a tax investigation into the estimated $4.1 billion sport franchise, also signaling the inherent risks in the Asian giant's corporate juggernaut.
It is a scandal that touches much of India, including some of Bollywood's top stars who became team owners, senior politicians as well as some of India's richest executives who have all wanted a piece of the pie since the tournament kicked off in 2008.

Like much of corporate India, the attitude behind IPL was with globalisation, liberalisation, we can take on the world, said Paranjoy Guha Thakurta, a well-known commentator in India.

But the IPL has not been transparent. It has become big business, but a rather murky big business ... and shown the very cosy ties between very rich businessmen and politicians.

Lalit Modi, a 46-year-old businessmen known for his flashy suits and love of the high flying celebrity circuit, formed IPL in 2008, a short form of cricket that won millions of dollars in advertising and upset much of the traditional cricket world.

It was a by-product of an emerging India, when local companies like Tata bought brands like Jaguar and Land Rover for $2.3 billion to reflect the self-confidence of Indian business as it enjoyed one of the world's fasted economic growth rates.

Such was IPL's success that some team franchises were sold for more than the value of English Premier League football teams.

The tax probe has so far revealed nothing but huge newspaper headlines, and Modi says he has nothing to hide as taxmen visit offices around the country with cameras and lights in tail.

But whatever the results of the investigation, few in Indian believe that tournament will be the same freewheeling business extravaganza, and Modi is now under pressure to resign.

AT THE CUTTING EDGE

The IPL was at the cutting edge of cricket from day one when its use of cheerleaders sparked initial outcry as conservative India questioned whether it was ready for dancers with bulging breasts and gyrating bellies parading in packed stadia.

Modi himself called it all cricketainment -- with Bollywood stars watching matches in seats costing as much as $1,000 a game in a country where half the population earns less that $2 a day.

IPL can be seen as a metaphor for the new Indian middle class which thrives on excess, wrote commentator Ronojoy Sen in the Times of India.

Modi showed that Can Do attitude on which Indian business people pride themselves -- the ability to deal with the country's notorious red tape, corruption and poor infrastructure.

When security concerns and a general election threatened the second year of the tournament, Modi simply transferred the whole event to South Africa in a few weeks.

Forget Modi's brashness for a moment. There is an underlying admiration for Modi in India -- the fact that he could get through the red tape and get things done, said V. Ravichandar, managing director of Feedback consulting in Bangalore, which advises multinationals on doing business in India.

That kind of thing goes down well in the Indian street.

But any admiration may not save the IPL. After Modi tweeted questioning the role of Junior Foreign Minister Shashi Tharoor in a team's $333 million bid, the minister was forced to resign.

India's tax department suddenly announced a probe into Modi and the IPL -- in what many saw in India as a blatant use by the the government of tax authorities to win political points.

The political ramifications widened.

Suddenly key Congress party coalition ally and farm minister Sharad Pawar was on a collision course with his own government after he infuriated Congress by initially supporting Modi.

Pawar is president elect of the International Cricket Council and former head of the Indian cricket board -- just one of many many politicians in India who also run cricket boards.

Sachin is most searched IPL player in Google


Google India on Thursday announced its 2nd IPL Zeitgeist for 2010 – an insight into the most searched teams and players during the 3rd season of the Indian Premier League. Sachin Tendulkar emerged as the most searched Indian cricketer, followed by Saurav Ganguly.

Shane Warne continued to be the most searched international player at the IPL, for the second year running. Conspicuous by their absence were popular names such as M S Dhoni, Virender Sehwag and 'the Fake IPL Player', who moved off the top 10 this year. Adam Gilchrist, Ryan Harris and Praveen Kumar made their debut on the list at number 7, 8 and 9 respectively.

Among the teams, Deccan Chargers ousted the Mumbai Indians from the top slot, who emerged as a close second. Chennai Super Kings rounded up the top 3 teams, as Kolkata Knight Riders dropped to number 4 this year.

‘Super Over’ emerged as the most searched IPL related query on YouTube followed by Chennai Super Kings. Yusuf Pathan, who did not make it to the IPL Zeitgeist on Google Search, emerged as the most searched player on YouTube.

To compile the 2010 IPL Zeitgeist, Google studied the aggregation of queries pertaining to IPL that people typed into Google search during the IPL season 3. Google used data from multiple sources, including Insights for Search, Google Trends and internal data tools.

Tharoor beats Modi on online popularity charts

New Delhi: The raging IPL controversy has made both Shashi Tharoor and Lalit Modi famous online. But, only Tharoor commands more sympathy.

His spat with Modi may have cost Tharoor his ministerial position, but former Minister of State for External Affairs has beaten beleaguered IPL Commissioner in terms of Internet brand value, said a survey released on Thursday.

The survey by leading global research firm the Nielsen Company found that the popularity of the two is even greater than all the cricketers currently playing in the Indian Premier League.

The analysis arrived at these results on the basis of online posts in message boards, blogs, discussion groups and micro blogs (Twitter) across all cricket following countries.

Nielsen said that Tharoor and Modi have overshadowed cricketers in the online buzz, while Mumbai Indians overtook Kolkata Knight Riders (KKR) as the most discussed team. Sachin Tendulkar is the most discussed player.

"In the last two week the focus of social media users has shifted from cricket, and they have discussed Shashi Tharoor and Lalit Modi even more than the two most discussed players online - Tendulkar and Dhoni," Nielsen said.

"The sentiments were negative for both Tharoor and Modi initially. However, in the last couple of days brand Tharoor seems to have recovered marginally, while Modi continues to be perceived negatively in social media," it added.

"... the controversy between Tharoor and Modi is so dominant that even players like Sachin and Dhoni have been overshadowed by it despite their performance," said Karthik Nagarajan, Associate Director - Nielsen Online, The Nielsen Company.

IPL bids: Mystery of missing papers

NEW DELHI/MUMBAI: Income tax officials digging into IPL papers have failed to locate two vital documents — the bid papers of the Videocon and Adani Groups, whose failure to win teams for Pune and Ahmedabad is said to be at the root of the Lalit Modi-Shashi Tharoor battle.

Sources in the government said I-T sleuths had searched high and low for the files related to these two failed bids but have found nothing. The Adani Group, a $5-billion Gujarat-based conglomerate, is headed by Gautam Adani, while Videocon, a $4-billion diversified group, is led by Venugopal Dhoot.

Sleuths said the absence of the documents could leave a crucial hole in the probe which, among other things, is seeking to establish the fairness of the bidding process. The missing files could settle one way or the other the widespread perception that the first round of bidding —- on March 7 in Mumbai —- for the two new IPL teams was tweaked to favour Dhoot and Adani.

Stiff conditions were placed in that round — such as bank guarantees worth $100 million and a net worth of $1 billion — and are cited to insinuate a conspiracy in favour of these two big players and disqualify smaller bidders.

BCCI chief Shashank Manohar remarked on the skew in the auction norms as he asked for a fresh round of bidding. The second round on March 21, minus these two conditionalities, went all wrong for the Dhoots and Adanis.

I-T serves summons on BCCI

MUMBAI: Having swung fully into the probe of the Indian Premier League affair, the Income Tax (Invetsigations) unit of Mumbai has now served a 10-point summons including one on accounts to the Board of Control for Cricket In India (BCCI). The cricket board has to furnish details of the same by April 23.

The summons (a copy of which is in possession of TOI), asks the BCCI to produce all bidding documents of all the IPL franchisees, documents relating to ownerships/shareholding of the franchisees, names and addresses of the entities/owners, details of deposits/advances made by the franchisees to IPL/BCCI, details of payments made to these franchisees by IPL/BCCI in the form of income or capital, balance sheet/profit & loss account of IPL since inception, balance sheet/profit & loss account of BCCI indicating income/receipts from IPL, explanation on the manner in which the income has been treated in the accounts, details of amount of any kind received from all parties who had undertaken transactions with IPL and details of auction of players of each team and the condition of payments/details of payments made.

Apart from the BCCI secretary and treasurer a copy of the summons has also been sent to the IPL Commissioner Lalit Modi. The summons were served on April 16.

Sources said that it is likely that the BCCI has been evading taxes citing itself to be an autonomous body promoting cricket as a charity. Thanks to the IPL, tax exemption to BCCI was withdrawn in November 2009.

Interestingly, the IPL is not a tax entity as yet but the BCCI will now surely come under the tax net, added sources. The investigation is a detailed one and is expected to take a few months for the assessment.

Following assessment of BCCI for 2006-07, the tax department had raised a demand of Rs 118 crore, including penalties and interest. During the year, BCCI had a total income of Rs 224 crore.

The BCCI had already paid part of the taxes but challenged the notice in the Income Tax Appellate Tribunal-Mumbai (ITAT) against the decision of the revenue department to withdraw the tax exemption given to it earlier.
Central Board of Direct Taxes sources further said that the tax authorities would scrutinize the returns of the BCCI for 2007-08 and 2008-09 and raise demands.

The BCCI has not paid any advance tax till now and hence the tax liability will also include interest and penalties, they said.

BCCI, which is registered as a society, files returns in Mumbai. In June 2007, the cricket body had changed its memorandum of association to undertake commercial activities like the IPL.

£2m bets in UK, Rs 5000cr in India on IPL

MUMBAI: It looks like fears expressed in Parliament by both the ruling and opposition parties that the IPL has become an underworld den of betting might, after all, be true.

Investigations by TOI show that a whopping Rs 3,500 crore has already changed hands while another Rs 1,500 crore has been pledged on the remaining matches, as the country's rich and poor stake their money on virtually every odd being offered on the IPL.

Sources confirm that Rs 1,500 crore has been staked on the two semifinals, the final and the playoff match. Money has been pouring into international betting sites too, with Ladbrokes confirming that £2 million have already been bet in the UK.

In India betting circles in Gujarat have been extremely busy. Sources say, of the Rs 3,500 crore, over 50% was pumped in from Saurashtra and Kutch alone.

SC’s Ishrat order another blow to Modi

NEW DELHI: The sensational report by Ahmedabad magistrate S P Tamang damning the Gujarat police for the cold blooded killing of Ishrat Jehan and Javed Gulam Mohammed Sheikh allegedly in a fake encounter in 2004 received some credence from the Supreme Court on Monday.

The manner in which the Narendra Modi government had got a stay from a single-judge Bench of the Gujarat high court by filing an application in a pending petition of Ishrat’s mother seeking an independent probe, the unnecessary criticism of Tamang by the high court and the inquiry initiated about his propriety in conducting the inquiry were frowned upon by the Suprem Court.

A Bench comprising Justices B Sudershan Reddy and S S Nijjar did not interfere with the HC single judge Bench’s order staying implementation of the magisterial probe report, but it did restrain the special police team set up by the HC to study it and take appropriate action. Moreover, it requested the HC Chief Justice to constitute a division Bench to hear the plea of Ishrat’s mother seeking a CBI probe into the incident and said till the division Bench decided the matter, the special police team would not “deal with the magistrate’s report in any manner whatsoever”.

Setting aside the inquiry ordered on the propriety of the magistrate to conduct the inquiry, the Bench said: “We fail to appreciate as to why and what made the single judge to make such observations even while the very application filed by the State is kept pending for its adjudication.” “The directions to the Registrar General to make a detailed inquiry into the matter which led to holding of inquiry by the magistrate under Section 176 of the Criminal Procedure Code is also set aside,” it said.

Expressing serious reservations over the manner in which the proceedings were conducted by the single judge of the HC, the apex court said observations made by HC would have no bearing on the merits of the case and its adjudication afresh by the division Bench of the HC, which would also consider maintainability of the Gujarat government’s application in the petition filed by Shamima Kauser, the mother of Ishrat.

Residential housing prices in Mumbai are expected to move further upside as sales increase and investor sentiments strengthen, a recent real estate report by Jones Lang LaSalle Meghraj (JLLM) said.

"Demand for commercial spaces is improving and will continue to do so until the end of 2010. This will translate in to a large number of transactions, both in terms of leases and outright purchases," the report said.

According to the report there is supply coming in on all segments of residential, from luxury to mass housing. The commercial and retail segments are also yielding enough supply to keep the market going over the next year.

In addition, there will be lots of activity on the residential property front, owing to the strong demand and the fact that many developers are going for public funding, the report said.

"Residential is currently in vogue, so this is the area of focus for developers who seek to create brand in order to get on the funding bandwagon," Managing Director (West India), JLLM, Pawan Swamy said.

All these factors, coupled with growing urbanisation, are also fuelling the demand for property constantly. Moreover, with limited space available in the central city, Mumbai's real estate market boundaries are constantly extending into newer area, Swamy said.

Besides, infrastructure projects such as the metro, monorail and flyovers being put in place to boost accessibility more locations within the city and reduce commuting time.

"This is good news for the realty sector in the medium to long-term, depending on the pace at which these measures are implemented," Swami said adding that residential real estate will continue to be in highest demand, and therefore on the priority list of most developers.

Goldman fraud case rattles investors


London: Worries about the impact of fraud charges against Goldman Sachs rattled stock markets on Monday, sending investors in search of less speculative currencies and boosted government bonds.

It combined, in Europe, with concerns over the economic impact of disruption of commerce due to the cloud of Icelandic volcanic ash, which has already cost the airline industry hundreds of millions of dollars, left millions of passengers stranded, and hit importers and exporters.

The US Securities and Exchange Commission on Friday charged Goldman with fraud over its handling of a debt product tied to subprime mortgages.

The result was a wave of risk aversion across financial markets. Some analysts have also been suggesting that equities in particular are due for a pause after world stocks hit a new year high last week.

"What is there to reassure markets and provide that good news to turn around the negative risk environment? It's not clear that there's anything positive coming," said Robert Ryan, currency strategist at BNP Paribas in Singapore.

MSCI's all-country world index .MIWD0000PUS was down 0.7 per cent, with its more volatile emerging market component .MSCIEF off close to 2 per cent.

The latter was on track for its biggest one day fall since Feb. 5.

In Europe, where the airline industry has ground to a halt as a result of the volcanic ash cloud from Iceland, the pan-European FTSEurofirst 300 was down half a per cent.

Earlier, in Japan, the Nikkei .N225 closed down 1.74 per cent. Market players said the Nikkei was ripe for profit-taking after surging to an 18-month peak earlier this month, in a rally that spurred worries the market may have risen too far, too fast.

YEN RISES

The low-yielding yen rose broadly in a move that reflect concerns among investors.

"People are buying yen on the back of increasing risk aversion. It's risk-off on the Goldman news and worries over this week's EU/IMF meeting on Greece. That's also hitting the euro," said Michael Hewson, analyst at CMC markets.

Talks between the EU and IMF, expected to start on Monday, have been delayed to later in the week due to the ash cloud.

The euro was trading down close to 1 per cent versus the yen at 123.30 yen after shedding around 1.5 per cent on Friday after the Goldman news.

‘IPO investors to save Rs 800 cr’

New Delhi:Market regulator Sebi's move to reduce the time lag between the closure of an issue and its listing will save retail buyers about Rs 800 crore annually on interest paid on the money borrowed for investments, says a study by research and rating agency Crisil.
The Sebi's "recent directive to reduce the time between the closure of an IPO and its listing to 12 days from 22 will lead to interest savings of approximately Rs 800 crore annually for the retail and high net worth individual (HNI) investors," the study said.

The move by capital market regulator will help investors save interest cost on the fund borrowed for investing in IPOs and get back their money faster.

"The move will reduce the risk of market volatility in the intermediate period and help rotation of investors' money faster thereby enhancing the subscription levels in the forthcoming IPOs," Chetan Majithia, Head of Crisil Equities, said.

The directive, which will come into effect from May 1, is a step towards realigning the Indian market with the best practices in the developed markets where the listing timeframe is 3 days from the closure of issue.

"Sebi's move to cut the time frame between IPO closure and listing will benefit the investors participating in the primary market since it will lower the opportunity cost for funds invested in the IPO," Majithia added.

As per an estimate of Crisil, about Rs 40,000 crore will be raised through IPOs in 2010.

The time frame for listing on stock exchanges in developed markets such as the US, UK and Singapore is three days. Even in some of the emerging markets such as Brazil and Hong Kong it is three days.

Kolkata sign off in style, beat Mumbai by nine wickets

Kolkata Knight Riders ended their IPL campaign on a high note, beating table-toppers Mumbai Indians by a convincing nine-wicket margin in the dead rubber at Eden Gardens here today.

Already out of the semifinal reckoning, the hosts put up a splendid all round show and finished in the sixth position with 14 points behind Delhi Daredevils.

Delhi also ended with 14 points but due to their better run-rate (+0.02) they finished one place above Kolkata (-0.34).

Exploiting the slow track, Kolkata restricted the new-look Mumbai Indians to 133 for eight and then overhauled the target with 2.3 overs to spare with Brendon McCullum (57 not out) and Sourav Ganguly (42) playing good knocks at top.

It is for the first time in their last six clashes that Kolkata have defeated Mumbai Indians.

Saurabh Tiwary's sensible 37-ball 46 was cornerstone of Mumbai's total as they made wholesome changes to their side, fielding five new players.

Murali Kartik (2/20) and Shane Bond (2/24) set up the win for Kolkata by their brilliant effort as they restricted Mumbai to their lowest score in this season.

Chasing a modest total, and playing under no pressure, McCullum and skipper Ganguly threw their bat at each and everything and produced the one of the best opening stands for their side in this season.

They rattled up 97 in 13.5 overs to lay the foundation for an easy win.

Ganguly's 36-ball knock had four fours and two sixes and McCullum's 56 ball innings was studded with eight fours.

Ganguly began the scoring by hammering a big six off spinner Ali and McCullum played some really exquisite drives off Ryan McLaren and Dilhara Fernando.

The Sri Lankan paceman was punished by Ganguly too as he was hit for a six and four by the former Indian captain.

Dwayne Bravo, who led the side as Sachin Tendulkar opted to rest, produced a chance to break the partnership but McLaren grassed Ganguly's catch when he was on 22.

At half-way mark, Kolkata were comfortably placed at 72 for no loss but the partnership ended soon with the dismissal of Ganguly.

The local southpaw miscued one shot off R Satish and the ball landed in the hands of Bravo, who nearly messed it up with McLaren.

McCullum and David Hussey (20) then guided the team home comfortably.

Earlier, Mumbai Indians found the going tough after winning the toss as stroke-making was tough on the slow strip and the ball was not coming on to bat.

Ambati Rayudu played a good 27-run cameo down the order to take Mumbai Indians to a fighting total in the dead rubber.

Bond gave Kolkata Knight Riders a perfect start by removing both the openers of the table-toppers, who rested their five players including captain Sachin Tendulkar.

The New Zealander sent back Aditya Tare (1) and Shikhar Dhawan (10) in successive overs, reducing the opponents to 14 for two after they opted to bat.

Thereafter, Tiwary in company of JP Duminy began the repair work although it was difficult to score against Kartik and David Hussey.

From 29 for two in five overs, the left-handed duo added 40 runs in next five overs as Mumbai looked reached 69 for two at the half-way mark.

Young paceman Jaidev Unadkat broke the 63-run third wicket partnership when the left-armer castled Duminy (19) with Mumbai's score reading 77 for three in 12.5 overs.

Tiwary followed suit two balls later, becoming Murali Kartik's first victim as the youngster was caught by Brendon McCullum in the mid-wicket.

Tiwary's knock had four fours and a six off rival skipper Sourav Ganguly and showed that he has the ability to adapt to conditions.

Wickets fell in quick succession after that with stand-in skipper Dwayne Bravo (5) also failing with the bat and it was Rayudu, who played a handy knock before running himself out to gave Mumbai bowlers something to fight for.

‘Foreign players forced to play’

The Professional Cricketers' Association is investigating claims that players were pressured to go ahead with Saturday's Indian Premier League (IPL) match between Royal Challengers and Mumbai Indians despite a bomb blast outside the stadium in Bangalore.

The blast injured at least 14 people. A second bomb exploded close to the Chinnaswamy Stadium and two further unexploded devices were found on Sunday.

The PCA still wants more details about the circumstances that led to Saturday's match being played after one of the non-Indian players involved claimed the decision was left to the players.

“The immediate worry for us, and I have heard this direct from one of the players, is that after the initial explosion and a sweep of the stadium, the decision that the game should go ahead was taken by the players," said Ian Smith, the PCA's legal adviser.

"From what I have been told, the Indian guys said very quickly that they felt unfazed. But the foreign guys then felt under pressure to agree with their colleagues. The idea that you can determine whether conditions are safe by a referendum of the players is outrageous,” he added.

Smith has been unable to speak to any of the six English players – Paul Collingwood, Eoin Morgan, Owais Shah, Michael Lumb, Pietersen and Ravi Bopara – who are involved in the IPL.

But he has had email communication with them and advised them to await a full report from IPL security experts Nicholls Steyn Associates and Reg Dickason, security adviser to the Federation of International Cricketers'' Associations.

IPL commissioner Lalit Modi said the decision to relocate the semi-finals was taken reluctantly.

Obama pressed Pak on terror at India's insistence

WASHINGTON: India's subtle reproach of the United States that it was not pressing Islamabad sufficiently on the issue of terrorism had the immediate effect on Sunday of President Obama telling Pakistan's Prime Minister Yousuf Raza Gilani to act against the perpetrators of the Mumbai attack and roll up terrorist organizations like Lashkar-e-Taiba.

Meeting Gilani some two hours after his nearly hour-long discussion with Singh on Sunday evening, Obama endorsed the Indian Prime Minister's view that a terror-free region could be an economic dynamo and suggested that Pakistan respond positively to Singh's overtures. Bringing the perpetrators of the Mumbai terrorist attacks to justice would help improve the security situation in the region, he told Gilani after initially proposing to Singh that India unconditionally resume dialogue with Pakistan.

The Indian Prime Minister had pushed back at the suggestion, noting that perpetrators of the Mumbai carnage were going unpunished and Pakistan appeared to lack the will to act against terrorism. India's good relations with the US would be better served if used to press Pakistan on this matter, Singh proposed. Obama appeared to have taken the hint.

The US President did not mention the LeT specifically but broadly referred to various terrorists attacks in the region, including those against Pakistan, to stress the fact that "extremists do not distinguish between us and we are truly facing a common enemy." In an effort to soften his rebuke, gentle as it was, Obama prefaced his remarks by noting that he is "very fond" of Pakistan, having visited the country during his college years and made other placatory remarks about the upswing in US-Pak relations.
But there was no denying the fact that he continues to have problems with Islamabad both on the terrorism and nuclear proliferation issues, matters on which the US media made embarrassing disclosures on the eve of the 47-nation nuclear security summit. Pakistan's intelligence agency ISI was still playing footsie with terrorists, the Washington Post reported over the weekend while the New York Times reported that Islamabad was accelerating the production of bomb-making fissile material unhindered by invoking the US-India nuclear deal even as it was attending Obama's summit aimed at securing nuclear material.

But like a couple in a marriage of convenience who accept one's impropriety for not rocking the boat, both sides ignored the disclosures. While recognizing and applauding the turnaround in the bilateral relations in recent weeks, Obama mildly expressed disappointment at Pakistan blocking the progress in Geneva of a treaty to cap production of fissile material, with no response from Gilani.

Instead, Gilani bragged about having recently taken over command of Pakistan's nuclear arsenal and the broad national support with which he was coming to Washington and assured Obama that "Pakistan takes nuclear security seriously and has appropriate safeguards in place." He also made another pitch for a nuclear deal, noting that "energy is an existing and growing problem."

But Obama did not bite. "The President reiterated that we are committed to helping Pakistan address its real and growing energy needs and noted that he is pleased that implementation is proceeding on the $125m in energy-sector projects Secretary Clinton announced in October," a White House readout of the meeting said.

Obama also endorsed India's role in Afghanistan during his meeting with Singh, a fact that was duly noted in the White House readout of the meeting much to the satisfaction of the Indian side which constantly challenged the reading in India that somehow the US wanted New Delhi to reduce its footprint because of pressure from Pakistan.

CRPF internal reports hint at lack of training, facilities


NEW DELHI: Internal reports of the CRPF, which has just lost 75 personnel in the Maoists attack in Dantewada, say the force's field commanders had pointed out lack of training, work pressure and communication gaps as some reasons for losses in operations.

As per the reports, senior officers were of the view that non-availability of sufficient firing range, lack of shooting practice were some of the reasons for more casualties of CRPF personnel during operations.

The reports, prepared by the force's field commanders after a series of meetings, also mentions a senior officer who looks after training expressing his unhappiness over the kind of training.

He said the normal PT/Parades are not getting due importance in Battalions or Group Centres, which he felt affects the turn-out and training aspect of men.

The reports also mention that certain Battalions have shortage of Assistant Commandant and various other ranks and non availability of Company Commander for a longer duration affects the functioning and efficiency of the particular Company.

It was also felt by certain officers that competency and efficiency level varies from unit to unit and that training level had gone down.

Officers also mentioned that the personnel frequently change their role at a short notice which dos not give them time for mental preparation. The roles include law and order duties, Counter Insurgency Operations, VIP security, communal tension, election duties, jungle warfare, tackling terrorism, extremism among others.

It was also felt that infrastructure and living conditions of the personnel posted in various parts of the country have to be improved.

Questions were also raised on non-implementation of standard operating procedures at times.

Delhi whiz Ajay Banga becomes MasterCard CEO

WASHINGTON: Yet another financial pundit of Indian-origin climbed the corporate pinnacle on Monday with MasterCard Inc. naming Pune-born, Delhi-educated, IIM-Ahmedabad alum Ajay Banga as its CEO.

Banga will take over the top position from current CEO Robert Selander on July 1, only ten months after being hired from CitiGroup as a potential successor.

Banga joined MasterCard as president and chief operating officer from Citigroup Inc. last August, and was given a $4.2 million signing bonus he could keep if he wasn't named CEO by June 30, 2010, according to a regulatory filing. Banga will retain his title as president when he becomes CEO.

CitiGroup is also led by a CEO of Indian origin, Vikram Pandit, as is PepsiCo (CEO Indra Nooyi), which, like MasterCard, is headquartered in a small town called Purchase in New York. Purchase, accidentally named so because the British who bought the land from Native Americans put down the word on the map, is also home to J.P.Morgan, another financial institution with a wealth of Indian talent in its upper echelons.

Banga, who is a Sikh, was born in Khadki outside Pune, where his father, an army officer, was posted. He grew up and schooled across India, successively in Secunderabad, Jalandhar, Delhi, Hyderabad and in Shimla, where he finished his schooling.

He forsook a career in the army that his father was keen he pursue and instead later took a BA in Economics Honors from Delhi University and later an MBA from the Indian Institute of Management, Ahmedabad. In that sense, he is an entirely India-minted executive who has reached the top of an international company. He started his career at Nestle and joined Citigroup in 1996 as head of marketing in India for the consumer business. Incidentally, his brother M.S Banga is the former chairman of Hindustan Lever Limited.

In 2000, Ajay Banga was promoted to head CitiFinancial and the US consumer assets division. In 2002 he took over the retail bank in North America – his first stint in the US - and in 2005 he was named to head Citigroup's international consumer-banking and finance businesses.

He moved to Hong Kong in early 2008 after being named to oversee all of the bank's businesses in Asia, including credit cards and consumer banking, institutional banking, wealth management and alternative investments, before returning to US last year with MasterCard.

Banga's task ahead is clear – to chase down leader Visa at a time both networks are said to be benefiting from consumers' increased shift to plastic.

Card-based transactions are now starting to exceed cash and checks in the US. By 2013, card-and electronic-based payments will account for 63 per cent of an estimated $9 trillion in US consumer transactions, according to industry experts.

Next Indo-Pak war could be over water: Saeed

Lahore: The next war between India and Pakistan could be fought over water, Lashker-e-Taiba founder Hafiz Muhammad Saeed has claimed.

Saeed, who currently heads the Jamaat-ud-Dawah, made the remarks while addressing a gathering at a mosque in Chowburji area of Lahore.

He claimed India was diverting the flow of rivers in Jammu and Kashmir by building dams and tunnels in a bid to turn Pakistan into a desert and to "spoil the regional situation".

Saeed, who remained out of the public eye for over a year following the 2008 Mumbai attacks carried out by the LeT, called on the people of Pakistan to stand united against India and to oppose the construction of dams that allegedly rob the country of its share of river waters.

The next war between India and Pakistan could be fought over water if India does not stop its "water terrorism", Saeed said. Pakistan has often accused India of diverting its share of waters from rivers in Jammu and Kashmir though New Delhi has denied the charges.

Saeed further claimed that India and the US were facing "defeat" in Jammu and Kashmir and Afghanistan.

The US is searching for a ‘safe exit’ from Afghanistan and India is worried about what would happen to it after the US withdrawal from the region, he said.

Over the past two months, the JuD and other militant groups like the Hizb-ul-Mujahideen have organised several gatherings and rallies in which they have backed calls for 'jehad' against India and expressed support for militant groups operating in Jammu and Kashmir.

Saeed has openly called for 'jehad' against India, saying the Pakistan government should prepare the people to counter the "war" imposed by India.

The JuD chief was placed under house arrest in Lahore in December 2008 after his group was declared a front for the LeT by the UN Security Council in the wake of the Mumbai terror attacks.

He was freed after about six months on the orders of the Lahore High Court.

The Pakistan government challenged Saeed's release in the Supreme Court but no hearing has been held for several months after the case was adjourned for various reasons.

Indians still shy away from mutual funds

Despite being available in the market for over two decades now with assets under management equaling Rs 7,81,71,152 Lakh (as of February 28, 2010), less than 10 per cent of Indian households have invested in mutual funds, according to a report.

The report on Mutual Funds Investments released by Research and analytics firm, Boston Analytics, suggests investors are holding back from putting their money in mutual funds due to their perceived high risk and a lack of information on how mutual funds work.

The report is based on a survey of approximately 10,000 respondents in 15 Indian cities and towns as of March 2010.

Among respondents with a high savings rate, close to 40 per cent of those who live in metros and Tier I cities cited such investments were very risky, whereas 33 per cent of those in tier II cities said they did not how and where to invest in such assets.

On the other hand, among those who invested, close to nine out of ten respondents did so because they felt these assets to be more professionally managed than other asset classes.

While non-investors cite ‘risk’ as one of the primary reasons they do not invest in mutual funds, those who do invest cite the fact that they are ‘professionally managed’ and ‘more diverse’ most often as the reasons they invest in mutual funds versus other investments.

SEBI, IRDA agree to maintain status quo

In a major relief to ULIP holders and insurance companies, government on Monday stepped in to ensure that the business of selling equity-linked insurance plans can go ahead as before while the two clashing regulators have decided to approach the court for sorting out the dispute.

The Finance Ministry's intervention comes after the two regulators SEBI and IRDA clashed with each other over regulating the Unit Linked Insurance Products (ULIPs).

SEBI chairman C B Bhave and Insurance Regulatory and Development Authority (IRDA) chairman J Harinarayan rushed to Delhi and held discussions with senior officials and Finance Minister Pranab Mukherjee before the two sides agreed to seek a "binding legal mandate".

"SEBI chairman and IRDA chairman on Monday held discussions on jurisdiction over ULIP (Unit Linked Insurance Products)."To resolve any ambiguity and to ensure a smooth functioning in the market, the regulators have agreed to jointly seek a binding legal mandate from an appropriate court. Meanwhile, status quo ante is being restored," Finance Minister Pranab Mukherjee told reporters after the discussions.

When asked what could be the appropriate court, Finance Secretary Ashok Chawla said, "I believe the High Court." While the SEBI is headquartered in Mumbai, IRDA is based in Hyderabad.

On Friday, SEBI banned 14 life insurance companies from selling ULIPs till they obtain registration from the market regulator. Within 24 hours, IRDA asked the companies to ignore the SEBI ban order and continue with business as usual.

‘Ban on Pak’s Kaneria could ruin England’

London: If Pakistan leg-spinner Danish Kaneria, who is under the scanner for match-fixing charges and being quizzed by the Essex Police on the issue, is found guilty of the match-fixing charges and banned this summer, the implications for English cricket would be financially disastrous.
Pakistan is scheduled to play two Test series in England, after they were moved from Pakistan due to security concerns in the country.

Pakistan will play four Tests against England and two against Australia.

Relations between the England and Wales Cricket Board (ECB) and the Pakistan Cricket Board (PCB) have been cordial since the forfeited Oval Test of 2006, but speculations are rife over the implications if Kaneria is publicly accused of wrong-doing in England, The News reports.

Tharoor's to-be wife stakeholder in IPL franchise

New Delhi: Minister of State for External Affairs Shashi Tharoor himself may not be a stakeholder but the lady he is reportedly planning to marry is part of the group which owns the Kochi franchise of the Indian Premier League, revealed IPL commissioner Lalit Modi.
Clearing the air about the ownership structure of the little known Rendezvous Sports World which coughed up USD 333.33 million (appr Rs 1533 crore) to bag the Kochi franchise, Modi wrote on his Twitter page that the free equity holders include Kisan Shailender and Pushpa Gaikwad, Sunanda Pushkar, Puja Gulati, Jayant Kotalwar, Vishnu Prasad and Sundip Agarwal.

Media reports have said that Tharoor proposed to marry Sunanda Pushkar, a Kashmiri girl. Trained as a beautician, she runs a spa and has lived in Dubai. "A lot of you asking shareholders and events surrounding the kochi team. I am compiling a note shortly and will put an official release soon," Modi wrote.

Modi hinted there was pressure on him not to reveal the details of who all owns Rendezvous. "I was told not to get into who owns Rendezvous, specially Sunanda Pushkar. Why?" said Modi, a disclosure which could land Tharoor in a fresh controversy.

In a subsequent tweet, Modi spelled out the details. "Kochi shareholders are: Rendezvous 25 per cent free, Rendezvous one percent, Anchor 27 per cent, Parinee 26 per cent, Film Waves combine 12 per cent, Anand Shyam 8 percent, Vivek Venugopal one percent," Modi tweeted.

Interestingly, Tharoor had played an instrumental role in galvanising the Kochi consortium, insisting all along that he had no financial stake in it. "All I did on my part was to offer encouragement, blessings and expert advise when required to the bidders. Beyond that, I had no role to play. It's a group of business people and I understand it's a business decision," Tharoor had said.

"I am not even sure whether I know all of them, nor do I have any knowledge of the decision that how much they were going to bid. I know this Rendezvous Sports World and had met the Gaekwad brothers. "I have given them all kind of encouragement but my role was limited. It was like..what shall I say...mentor sounds too grand a word," Tharoor had said.

Polish President, top leaders die in plane crash in Russia

MOSCOW: Polish President Lech Kaczynski and some of the country's highest military and civilian leaders died on Saturday when the presidential plane crashed as it came in for a landing in thick fog in western Russia, killing 97, officials said.

Russian and Polish officials said there were no survivors on the 26-year-old Tupolev, which was taking the president, his wife and staff to events marking the 70th anniversary of the massacre in Katyn forest of thousands of Polish officers by Soviet secret police.

The crash devastated the upper echelons of Poland's political and military establishments. On board were the army chief of staff, national bank president, deputy foreign minister, army chaplain, head of the National Security Office, deputy parliament speaker, civil rights commissioner and at least two presidential aides and three lawmakers, the Polish foreign ministry said.

Although initial signs pointed to an accident with no indication of foul play, the death of a Polish president and much of the Polish state and defense establishment in Russia en route to commemorating one of the saddest events in Poland's long, complicated history with Russia, was laden with tragic irony.

Reflecting the grave sensibilities of the crash to relations between the two countries, Russian Prime Minister Vladimir Putin personally assumed charge of the investigation. He was due in Smolensk later Saturday, where he would meet Polish Prime Minister Donald Tusk, who was flying in from Warsaw.

``This is unbelievable - this tragic, cursed Katyn,'' Kaczynski's predecessor, Aleksander Kwasniewski, said on TVN24 television.

It is ``a cursed place, horrible symbolism,'' he said. ``It's hard to believe. You get chills down your spine.''

Andrei Yevseyenkov, spokesman for the Smolensk regional government, said Russian dispatchers asked the crew to divert from the military airport in North Smolensk and land instead in Minsk, the capital of neighboring Belarus, or in Moscow because of the fog.

While traffic controllers generally have the final word in whether it is safe for a plane to land, they can and do leave it to the pilots' discretion.

Air Force Gen. Alexander Alyoshin confirmed that the pilot disregarded instructions to fly to another airfield.

``But they continued landing, and it ended, unfortunately, with a tragedy,'' the Interfax news agency quoted Alyoshin as saying. He added that the pilot makes the final decision about whether to land.

Russia's Emergency Minister Sergei Shoigu said there were 97 dead. His ministry said 88 of whom were part of the Polish state delegation. Poland's Foreign Ministry spokesman, Piotr Paszkowski, said there were 89 people on the passenger list but one person had not shown up for the roughly 1 1/2-hour flight from Warsaw's main airport.

Some of the people on board were relatives of those slain in the Katyn massacre. Also among the victims was Anna Walentynowicz, whose firing in August 1980 from the Lenin Shipyards in Gdansk sparked a workers' strike that spurred the eventual creation of the Solidarity freedom movement. She went on to be a prominent member.

``This is a great tragedy, a great shock to us all,'' former president and Solidarity leader Lech Walesa said.

The deaths were not expected to directly affect the functioning of Polish government: Poland's president is commander in chief of its armed forces but the position's domestic duties are chiefly symbolic. Most top government ministers were not aboard the plane.

PM to meet Obama tomorrow to get drift of Indo-US ties

WASHINGTON: Prime Minister Manmohan Singh will get a first-hand sense of where President Barack Obama is taking the US-India relationship and his road map for the AfPak region when he meets the American President here on Sunday ahead of the Nuclear Security Summit hosted by Washington starting Monday.

Singh is scheduled to be Obama’s first bilateral meeting (at 1.45 p.m.) on a day the US President typically likes to reserve for his young family and an occasional appearance at a church. The engagement is followed by Obama’s meetings with the President of Kazakhstan Nursultan Nazabayev (3.00 p.m.), South Africa’s Jacob Zuma (4.00 p.m.), Pakistan’s Yousef Raza Gilani (5 p.m.) and Nigeria’s Goodluck Johnson (5.45 p.m.).

The bilats with two ''new'' nuclear powers and two countries which voluntarily gave up nuclear weapons programme underlines Obama’s pursuit of greater nuclear security through a summit meeting that has been elevated by his pro-active approach to nuclear weapons reduction but undermined by the decision by Israeli Prime Minister Benjamin Netanyahi not to attend.

Yet the White House has high expectations from the two-day Summit which, according to Secretary of State Hillary Clinton, will be the largest assembly of world leaders hosted by an American President since the 1945 San Francisco conference which founded the UN.

"We are trying to make this Summit the beginning of sustained international effort to lock down the world's vulnerable nuclear materials within four years and reduce the possibility that these materials will find their way into the hands of terrorists," Clinton said in a preview of the meet she gave in a speech at the University of Louisville, Kentucky on Friday.

Singh, who arrives in Washington D.C. on Saturday night, is also scheduled to have a bilateral meeting with Nazabayev on Sunday. No bilateral meetings are scheduled with Pakistan’s Gilani although the two will inevitably cross paths during the summit, in part because they are also slated to meet at the Saarc meeting in Thimphu, Bhutan, later this month.

American and Indian officials have strenuously countered the growing chorus in the commentariat that there is a drift, if not a downslide, in US-India ties, but the two leaders will have an opportunity to can the chatter on Sunday in course of an open-ended meeting where nuclear security is subsumed by larger security issues in the neighborhood.

Singh is slated to make a statement on national action on nuclear security at the summit, and ahead of the meet, India’s Foreign Secretary Nirupama Rao has thrashed out related issues at a meeting of “sherpas” presided over by Gary Samore, White House Coordinator for WMD Counter-Terrorism and Arms Control.

The sherpas’ meeting finalized documents for the summit and a text of the communique to be issued at the end of the meet that will enjoin countries to endorse a pledge to take steps both at national and international level to strengthen nuclear security and prevent terrorists and criminal groups from gaining access to atomic weapons.

Most of the messaging from the summit is directed at ''outlier'' states such as Iran and North Korea even as Washington continues to publicly gloss over the situation in Pakistan, the country widely seen as being most vulnerable to nuclear hi-jinks despite self-congratulatory certification from Islamabad and endorsement of that from Washington. Most analysts don't buy into it.

''Pakistan has taken serious measures to protect the crown jewels of its national security but it lives in a perilous time. If there is a nightmare nuclear security scenario in Pakistan today it is probably an inside the family job that ends up in a nuclear Armageddon in India,'' Bruce Riedel, a Brookings Institution scholar who helped frame the Obama administration’s AfPak policy said in a preview of the summit, pointing to the familial ties between the Pakistani military and the terrorist organization Lashkar-e-Taiba responsible for the attack on Mumbai.

When President Obama meets again with Pakistan Prime Minister Gilani at the nuclear summit he should press for Pakistan to break up the LeT for good ''even if it disrupts family harmony,'' Riedel advised. Even though it is Iran which is in the cross-hairs of the Washington establishment, the intersection of terrorism and nuclear vulnerability is unique to Pakistan.

Meanwhile, although the current administration is stacked with non-proliferation and arms control hardliners (Samore himself is a leading light) there is a sense of acceptance that India’s unique, exceptional status as a de factor nuclear power cannot be rolled back and New Delhi will adhere to the rules of the nuclear club as a non-signatory to the Nuclear Non-Proliferation Treaty.

So with that issue out of the way, the scheduled 45-minute Singh-Obama meeting, their first after a State dinner the US President hosted last winter, is expected to span regional and global security issues and a broader range of trade and economic issues.

An Obama directive issued last December to his administration mandarins to press for resolution of India-Pakistan issues caused a minor kerfuffle in the analysts’ community for its implied pressure on New Delhi to initiate talks, but Indian officials have been firm in responding that Singh has been ahead of the national mood in trying to forge peace with Islamabad.

If anything, they insist, Pakistan has been a dodgy respondent to international pressure to end its patronage of extremist groups, choosing to only selectively go after groups inimical to the state - something that Riedel and other regional experts keep pointing out.

Resignation is a closed chapter: Chidambaram

Calling his resignation episode a closed chapter, Home Minister P Chidambaram on Saturday said he decided to quit because the CRPF came under his charge but that does not mean state governments have no role in tackling the Maoists.
"The resignation was indeed tendered. The Prime Minister has rejected it. The matter is a closed chapter," he told reporters declining to talk further on the issue.

Chidambaram said in the horrific tragedy in Dantewada in Chhattisgarh hit the CRPF whose 74 personnel were killed. "It (CRPF) is under my charge. This tragedy has happened under my watch.

"Therefore, I said the buck stops at my desk. It does not mean that the state governments have no role. They have a role, they acknowledge it, recognise and according to me, all the state governments are fully aware of this responsibility."

When a journalist told him that his score card has been neat in the Ministry and whether Dantewada attack was a blot on it, he said "any attack is indeed a blot".

The Home Minister said it was an intra-Chhattisgarh operation and not an inter-state operation. The exercise was planned by the State Inspector General of Police and DIG and DIG of CRPF.

It was conveyed to the Police Headquarters and they were aware of the exercise, he said adding "but something went wrong. Something went very badly wrong".

He said precious lives were lost and the government has appointed an inquiry committee to go into it. "Let the report of the inquiry committee come and we will take corrective action."

Asked about the role of the Centre in anti-naxal operations, the Home Minister said the Central government's role, according to the mandate given to the Ministry of Home Affairs, is to provide paramilitary forces to state governments to help them carry out anti-naxal operations to regain control over the area where the Naxals are dominating and to restore civil administration for development.

"I have said this many times and I have said this three days ago in Jagdalpur (in Chhattisgarh) that this is our role and state governments have an important role to play.

"I think all the Chief Ministers recognise that they have an important role to play," he said.

India would play role in Afghanistan 'with or without US'


Washington: Amid talk of the US looking for a strategy to exit Afghanistan, India made it clear that it would continue to play a role in the war-torn nation 'with or without America' as it has crucial stakes in the stability of country on its periphery.

Ahead of the meeting between Prime Minister Manmohan Singh and President Barack Obama during which Afghanistan will figure, sources said India's policy on Afghanistan will be determined by its own interests and not by what others do.

Singh will be here on a four-day visit to attend Nuclear Security Summit on April 12-13.

"We will play a role in Afghanistan with or without the US because Afghanistan is in our immediate periphery and we will do all to protect our periphery," sources said.

Even I say nobody is above the law. You ask anybody, they will say nobody’s above the law,” said Chief Justice of Karnataka P D Dinakaran today reacting to Union Law Minister Veerappa Moily’s comments.

Moily, when asked about Justice Dinakaran reportedly not going on leave despite being asked to by a Supreme Court collegium, was quoted as saying “nobody’s above the law”.

Speaking to The Indian Express, Justice Dinakaran, facing an impeachment probe following allegations of landgrab and impropriety, said that reports of his transfer to the Sikkim High Court were only being circulated by the media. “Only journalists are reporting it,” he said.

He said it was the prerogative of the Chief Justice of India alone to decide on him. “The issue of the Minister’s comments is being twisted by the media. I know the Cabinet Minister and the media is putting words in his mouth. This is not a healthy sign. I will not believe such a statement was made. He is most respectable,” Justice Dinakaran said. “I am not here to waste anyone’s time on concocted allegations.”

Justice Dinakaran has been in the eye of a storm since allegations first surfaced against him in September last year. He stopped attending court duties in December when the impeachment motion was moved in the Rajya Sabha.

While the SC collegium is said to have decided to transfer Justice Dinakaran to Sikkim, it’s unclear what the collegium intends to do about J&K High Court Chief Justice Barin Ghosh who was also recently shifted to Sikkim HC as CJ. According to the warrant of transfer issued by the President, Ghosh has been given time till April 12 to take oath at Sikkim.

The Sikkim Bar Association held an emergency general house meeting and decided to boycott Dinakaran in case he took over as CJ. It sent a protest letter to the President, the Prime Minister and the Chief Justice of India.

“Sikkim is not a dumping ground. Justice Dinakaran should not be transferred to Sikkim High Court. We take strong exception and object to Sikkim being undermined repeatedly and identified as a condemned place,” the letter says.

“Is our HC a dumping ground where the collegium can send all tainted judges? If Dinakaran is not fit to continue as CJ of Karnataka, how can he be fit to lead our HC?” said Association president D R Thapa.

In September 2005, former Punjab and Haryana High Court Chief Justice B K Roy, who had a major tiff with his brother Judges in the Guwahati High Court where he was shifted from Chandigarh, was transferred to Sikkim HC. In January 2007, the collegium recommended the transfer of Gujarat HC Judge B J Shethna to Sikkim as a punishment for an alleged scuffle with brother Judge, P B Majumdar. However, Shethna resigned citing “personal reasons.”

The Sikkim High Court has a sanctioned strength of just three Judges, including the Chief Justice and a pendency of less than 100 cases.

Air passenger traffic up by 20%: Mallya

Bangalore: The Indian aviation industry, which suffered a slump in the wake of the global economic slowdown has been witnessing a resurgence with a 20 per cent increase in air passenger traffic, Chairman of Kingfisher Airlines Vijay Mallya said.

The civil aviation industry, which was impacted to a great extent by global meltdown in 2008-09, has seen a "revival, a resurgence post that period, with the passenger traffic increasing by 20 per cent" he said.

He was speaking after inaugurating the two-day national convention on "Frontiers of Aeronautical Technologies", organised by Aeronautical Society of India (AeSI) on the occasion of its 61st AGM here today.

Mallya, also President of AeSI, highlighted the urgent need to create Maintenance Repair Overhaul (MRO) centers in the country as several airlines were going to international centres to conduct the MRO tests.

He further called for setting up a National Aeronautics Commission to bring all research and development in aeronautics under one umbrella.

"A proposal in this regard has already been submitted to the Centre but the project has not taken off. This is a high priority programme which needs to be pursued", Mallya said.

He said government and private sector must partner with each other not only in creating civil aviation infrastructure but also to address critical issues such as high taxation, input costs and regulations, faced by the industry.

Lamenting that flying clubs in the country had almost become redundant, Governor H R Bhardwaj stressed the need to have revive these clubs and also establish more flying clubs to train pilots domestically.

Sensex touches 18K, adds 241 pts


Mumbai: The BSE benchmark Sensex continued its upward march for the ninth straight week, gaining another 241 points to end at 17,933.14 after crossing the 18,000-level for the first time after 25 months on sustained foreign fund inflow.
Expectations of good fourth quarter corporate results also boosted the bourses in the past few weeks.

The 30-share Sensex resumed steady at 17,693.66 and shot up to 18,047.86 before concluding the week at 17,933.14, a net gain of 240.52 points, or 1.36 per cent, from its last weekend's level.

The National Stock Exchange (NSE) 50-share Nifty too continued its northward journey adding 71.25 points, or 1.35 per cent, to end at 5,361.75 from last weekend's close.

Index heavy-weight Reliance Industries rose by 2.77 per cent on strong Q4 March 2010 results. Capital goods pivotals spurted on renewed buying. Power equipment maker Bharat Heavy Electricals (BHEL) shot up by 5.98 per cent.

Foreign institutional investors (FIIs) pumped in more than Rs 24,000 crore in the equity market during the current year mainly after the Budget, according to market regulator SEBI's data.

Food inflation rose to 17.70 per cent for the week ended March 27, fuelling expectations that the RBI may further tighten rates in its annual monetary policy on April 20.

ULIP ban on 14 insurance majors: SEBI

Mumbai: Market regulator SEBI banned fourteen major private insurance companies, including SBI Life, ICICI Prudential and Tata AIG, from raising money from public for any Unit Linked Insurance Products (ULIP).

While passing the order late tonight, SEBI said the entities have not obtained any registration from the regulator though the ULIPs launched by them had an investment component in the nature of mutual funds.

"I hereby direct the entities...not to issue any offer document, advertisement, brochure soliciting money from investors or raise money from investors by way of new or additional subscription for any product (including ULIPs) having an investment component in the nature of mutual funds, till they obtain the requisite certificate of registration from SEBI," said Prashant Saran, wholetime SEBI member in an order.

The other insurance companies against whom SEBI passed an order are Aegon Religare Life, Aviva Life, Bajaj Allianz, Bharti AXA, Birla Sunlife, HDFC Standard Life, ING Vysya Life, Kotak Mahindra Old Mutual Life, Max New York Life, Metlife India and Reliance Life.

The order said ULIPs launched by the insurance companies were prima facie found to be akin to the mutual fund schemes.

While the SEBI regulates mutual funds and their schemes, Insurance Regulatory and Development Authority (IRDA) oversees functioning of insurance companies.

Suman powers Deccan to 6-wicket win over Chennai

NEW DELHI: Tirumalasetti Suman (55) struck his back-to-back Indian Premier League half-century as Deccan Chargers scored a thumping six-wicket victory over Chennai Super Kings on Saturday.

Suman, who hit an unbeaten 78 in his side's seven-wicket win over Bangalore two days back, played sheet anchor with a sensible 44-ball innings which was laced with four boundaries and two sixes as Deccan chased down the modest target of 139 with five balls to spare.

Earlier, Chennai Super Kings made a modest 138 for eight thanks mainly to Suresh Raina's 42-ball 52 after opting to bat at the Vidarbha Cricket Association Stadium at Jamtha.

Deccan, who notched up their fifth win from 11 matches, began their run-chase on a shaky note but recovered later thanks to Suman and Andrew Symonds who made a 22-ball 27 down the order.

Captain Adam Gilchrist (7) was back in the pavilion in the fifth at team score of 32. Three balls and as may runs later, the other opener Monish Mishra departed for a 18-ball 21 and Deccan were in a spot of bother at that stage.

Rohit Sharma could contribute just eight and it was left to Suman and Symonds to repair the innings which the duo did with a 46-run stand for the fourth wicket in 32 balls.

Symonds, who also hit an unbeaten half-century in Deccan's win against Bangalore in their last match, and Dwayne Smith took their home with a 32-run stand for the unfinished fifth wicket from three overs as Deccan scored 139 for four in 19.1 overs.

For Chennai, Ravichandran Ashwin was the most successful bowler with two wickets fro 13 form his four overs while Sadab Jakati and Raina took a wicket apiece.

Earlier, Suresh Raina's (52) half century was the lone bright spot in Chennai Super Kings' batting card as all-rounder Ryan Harris' three-wicket haul helped Deccan Chargers restrict them to 138 for eight.

Chennai were off to a flyer with opener Matthew Hayden and M Vijay putting on 41 runs in little over four overs.

However, Vijay's run out, after striking one four and a six in his 13-ball 23, slowed down Chennai's innings and Hayden's dismissal only added to their problems.

The left-hander struck three fours in his 18-ball 19 before being caught behind by former Australia teammate Adam Gilchrist off Harmeet Singh.

In walked Raina and began repairing the innings but he didn't get a steady partner at the other end as skipper Mahendra Singh Dhoni's (7) poor form continued and Australian import Michael Hussey (8) to failed to make an impact.

Raina was dismissed by Harris after making 42-ball 52 that included four boundaries and a couple of sixes.

To negate the regular fall of wickets, Chennai needed to score briskly but they failed to do so as all of Deccan's strike bowlers returned decent figures.

Harris was the most impressive of the lot as his three wickets cost just 18 runs.

RP Singh, Harmeet, Andrew Symonds and Pragyan Ojha were also among the wickets, picking one each.

Sangakkara shines, Kings XI Punjab humble Mumbai

Mohali: Kumar Sangakkara led from the front as tournament laggards Kings XI Punjab showed rare form to humble table-toppers Mumbai Indians by six wickets in an Indian Premier League match here tonight.
Already out of IPL's semifinal race, the Punjab side effected as many as five changes in their squad and the intensity showed as they bowled with a purpose and batted sensibly to record only their third win in 11 outings.

For them, Piyush Chawla (3/24) silenced the Mumbai top guns, including Sachin Tendulkar, while Irfan Pathan (3/29) dented the middle order to restrict the visitors to a modest 154 for nine. Five of the visiting batsmen were bowled, most in an IPL match.

For Mumbai, JP Duminy (35), Ambati Rayudu (33) and Tendulkar (29) chipped in with useful cameos but the Kings XI bowlers never really allowed them to go ballistic.

And the Punjab side showed the same alacrity with the bat.

Mahela Jayawardene (31 of 18 balls) gave them a flying start and Adrian Barath (33) provided the solidity while skipper Kumar Sangakkara (56 of 42 balls) stayed put till the penultimate over as the home side cruised to 158 for four in 19.2 overs.

Yuvraj Singh's struggle to wriggle out of a prolonged bad patch, however, continued with the left-hander getting out at a time when victory looked far from a certainty.

Barath and Sangakkara, however, kept going. Barath hit Harbhajan Singh over long on ropes for a six before Duminy trapped him leg before and Yuvraj too left when his team needed him most.

NEW DELHI: India's badminton star Saina Nehwal said her decision to play in select international tournaments has worked wonders for her and the day is not far when she will be the World number one.

Saina, currently ranked sixth, said she was now participating in limited tournaments and is more focussed on winning titles.

The 20-year-old is the top seed in Badminton Asia Championships beginning here Monday and is supremely confident.

"I am playing in selected tournaments now and it has worked well for me. It is giving me adequate time to train and also spend quality time with my family. So when I go back to courts, I am fresh, focussed and well prepared to face the top players and the aim is to win every tournament," Saina told reporters on Saturday.

"This year the focus is to do well in the Commonwealth Games and the Asian Games. If I continue like this, I can be soon be the number one, hopefully."

Saina, who will play Thailand's Porntip Buranaprasertsuk in the opening round, said playing at home will be an advantage. But there will also be pressure on her to live upto the expectations.

"Even the world's top player is under pressure to win every match. I think pressure will always be there when you are a top seed. The draw is tough. As of now, I am focussing only on the first match. I have trained really hard and I am quite confident of performing well.

"I am in good shape, probably the best in my career so far. The last four-five months have been good for me. I reached the semi-finals of All England Championship. My game has also improved a lot.

"It will be a tough competition. Players like Zhou Mi and Pui Yin Yip from Hong Kong will be strong contenders."

Saina also said that the Indian team was high on confidence ahead of the tournament.

"The Indian players have had some good results recently and they will hopefully do well here. Jwala Gutta and V. Diju have got the top billing in mixed doubles and they have a relatively easier draw, so I think they have a good chance of going up in the tournament."

Saina, however, said the media should give more coverage to badminton.

"We are doing so well as a team and this is the right time for the sport to get attention and grow in the country. If the young players do not get sponsorship now, it will be difficult for them to go to the next level."
